The absence of a party whip system means there are constantly shifting majorities that make predicting the outcome of contentious votes difficult. <\/p>\n<p class=\"c-paragraph paywall \">Sometimes MEPs vote along national lines, sometimes in step with their European political groupings. A back room deal may have been struck for support on a given vote, or else they just get a notion. What way a tight vote goes can depend on how many of the parliament\u2019s 720 MEPs turn up on the day. <\/p>\n<p class=\"c-paragraph paywall \">European Commission president <a href=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\">Ursula von der Leyen<\/a> will be in South America on Saturday to sign a trade deal with the <a href=\"https:\/\/www.irishtimes.com\/tags\/mercosur\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mercosur\/\">Mercosur<\/a> countries of Brazil, Argentina, Uruguay and Paraguay. <\/p>\n<p class=\"c-paragraph paywall \">The trade agreement was <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/2026\/01\/09\/eu-governments-approve-landmark-mercosur-trade-deal\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/europe\/2026\/01\/09\/eu-governments-approve-landmark-mercosur-trade-deal\/\">backed by a large majority of national governments last week<\/a>, but still needs to be ratified by MEPs. <\/p>\n<p class=\"c-paragraph paywall \">The inking of the deal by the commission president turns up the pressure on that European Parliament vote. <\/p>\n<p class=\"c-paragraph paywall \">The vast majority of European governments see the EU-Mercosur deal, 25 years in the making, as crucial to open up a big new South American market and strengthen Europe\u2019s hand in an increasingly hostile world. <\/p>\n<p class=\"c-paragraph paywall \">The opposition of beef farmers and the agricultural lobby, who fear competition from cheaper South American imports produced to lower standards, will be keenly felt by many MEPs. Deputies from France, Ireland and Poland will be under huge pressure to vote against the deal. <\/p>\n<p class=\"c-paragraph paywall \">The old centrist coalition that traditionally ran the European Parliament has started to break apart. Hard-right nationalist parties and the far right have a lot more influence, following gains  in the 2024 European elections. <\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/european-peoples-party\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-peoples-party\/\">European People\u2019s Party<\/a> (EPP), the largest grouping that includes <a href=\"https:\/\/www.irishtimes.com\/tags\/fine-gael\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/fine-gael\/\">Fine Gael<\/a> and other centre-right parties, frequently sides with those extreme right-wing forces to pass or block legislation. <\/p>\n<p class=\"c-paragraph paywall \">That strategy, pursued by Manfred Weber, the conservative German MEP who leads the EPP group, won\u2019t help him get the Mercosur deal over the line. <\/p>\n<p class=\"c-paragraph paywall \">Far-right parties have made the controversial trade agreement a point of attack, to undermine support for the EU and centre-ground governments.<\/p>\n<p class=\"c-paragraph paywall \">French far-right leader <a href=\"https:\/\/www.irishtimes.com\/tags\/amrine-le-pen\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/amrine-le-pen\/\">Marine Le Pen<\/a> has seized on its provisional approval to heap more pressure on president <a href=\"https:\/\/www.irishtimes.com\/tags\/emmanuel-macron\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/emmanuel-macron\/\">Emmanuel Macron<\/a>\u2019s limping administration. <\/p>\n<p class=\"c-paragraph paywall \">Law and Justice, the hard-right nationalists who lead the opposition in Poland, and Hungary\u2019s far-right prime minister <a href=\"https:\/\/www.irishtimes.com\/tags\/viktor-orban\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/viktor-orban\/\">Viktor Orban<\/a>, will try to kill the trade deal in the European Parliament. <\/p>\n<p class=\"c-paragraph paywall \">Italian prime minister <a href=\"https:\/\/www.irishtimes.com\/tags\/giorgia-meloni\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/giorgia-meloni\/\">Giorgia Meloni<\/a>, whose support was crucial in delivering a qualified majority of national capitals behind the deal, will probably  tell her MEPs  to approve the trade pact. The former arch-Eurosceptic politician extracted concessions on <a href=\"https:\/\/www.irishtimes.com\/tags\/common-agricultural-policy-cap\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/common-agricultural-policy-cap\/\">Common Agricultural Policy<\/a>  funding as the price of her government\u2019s swing vote.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/business\/2026\/01\/14\/real-hypocrisy-of-governments-mercosur-stance-goes-beyond-voting-against-the-deal\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">John McManus: Mercosur no vote is performative and achieves nothingOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">German chancellor Friedrich Merz and von der Leyen will be expecting Weber to put together a majority to ratify the Mercosur trade deal. <\/p>\n<p class=\"c-paragraph paywall \">Spurned by his new friends on the extreme right, Weber will have to rely on votes from Renew, the French-dominated centrist grouping that includes <a href=\"https:\/\/www.irishtimes.com\/tags\/fianna-fail\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/fianna-fail\/\">Fianna F\u00e1il<\/a>, and the centre-left Socialists and Democrats (S&amp;D) grouping. The Greens and remaining left-wing MEPs are opposed to the deal, citing environmental concerns. <\/p>\n<p class=\"c-paragraph paywall \">Both Renew and the S&amp;D are frustrated at Weber and his EPP colleagues\u2019 habit of siding with the far right when it suits. <\/p>\n<p class=\"c-paragraph paywall \">One source in the Renew group expected about a third of their members \u2013 mostly French, Irish and Belgian MEPs \u2013 to vote against the deal. That all narrows the path to a majority. <\/p>\n<p class=\"c-paragraph paywall \">A cohort of MEPs want to refer the trade agreement to the European Court of Justice, to rule on its compliance with EU treaties, which would bog down its final sign-off for some time. <\/p>\n<p class=\"c-paragraph paywall \">Dublin MEP Barry Andrews has argued the deal will benefit Ireland economically and supports it, but his three Fianna F\u00e1il colleagues will vote to reject it. <\/p>\n<p class=\"c-paragraph paywall \">Fine Gael is split. Nina Carberry and Maria Walsh are in the No camp. The Ireland South MEP said the deal included solid safeguards to protect beef farmers. <\/p>\n<p class=\"c-paragraph paywall \">Kelly criticised politicians who had been calling for additional protections without any intention of voting to support a compromise text afterwards. <\/p>\n<p class=\"c-paragraph paywall \">Officials in the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a> tasked with gaming out what way the votes will fall feel a majority exists to approve the deal, but a narrow and shaky one. <\/p>\n<p class=\"c-paragraph paywall \">Europe\u2019s claim to be a serious geopolitical player would be seriously harmed by the parliament scuppering the Mercosur deal at the last hurdle. That big picture stuff probably seems like somebody else\u2019s problem to an MEP under the cosh from local farmers pressing them to oppose the deal.
