{"id":286398,"date":"2026-01-15T20:54:08","date_gmt":"2026-01-15T20:54:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/286398\/"},"modified":"2026-01-15T20:54:08","modified_gmt":"2026-01-15T20:54:08","slug":"pity-deer-park-works-cost-e753000-but-new-entrance-is-a-good-project-pac-told-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/286398\/","title":{"rendered":"\u2018Pity\u2019 Deer Park works cost \u20ac753,000 but new entrance is \u2018a good project\u2019, PAC told \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">A new entrance to a South <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\">Dublin<\/a> park, which ended up <a href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/11\/24\/renovation-bill-for-entrance-at-south-dublin-park-exceeds-750000\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2025\/11\/24\/renovation-bill-for-entrance-at-south-dublin-park-exceeds-750000\/\">costing \u20ac500,000 more than originally estimated<\/a> is \u201ca good project\u201d, the <a href=\"https:\/\/www.irishtimes.com\/tags\/national-transport-authority\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/national-transport-authority\/\">National Transport Authority<\/a> (NTA) has maintained.<\/p>\n<p class=\"c-paragraph paywall \">NTA deputy chief executive Hugh Creegan told the <a href=\"https:\/\/www.irishtimes.com\/tags\/dail-eireann\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dail-eireann\">D\u00e1il<\/a> Public Accounts Committee (<a href=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\">PAC<\/a>) on Thursday that it was \u201ca pity that it cost as much as it did\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He said it should have been possible to deliver the project at a lower  cost. <\/p>\n<p class=\"c-paragraph paywall \">The Irish Times reported in November that the works, which involved the building of 14 steps and a ramp at Deer Park in Mount Merrion, had cost a total of \u20ac753,500 including VAT.<\/p>\n<p class=\"c-paragraph paywall \">Documents released recently by the NTA under the Freedom of Information Act showed the initial cost estimate provided by <a href=\"https:\/\/www.irishtimes.com\/tags\/dun-laoghaire-rathdown-county-council\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dun-laoghaire-rathdown-county-council\/\">D\u00fan Laoghaire-Rathdown County Council<\/a> was \u20ac200,000.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis is a project that cost more than we would have expected it to,\u201d Mr Creegan said on Thursday.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Hugh Creegan said the early-stage cost estimate of about &#x20AC;200,000 provided by the local authority was 'rudimentary'. He said with greater care at the design stage, some of the costs could have been taken out.<\/p>\n<p class=\"c-paragraph paywall \">Questioned by Eoghan Kenny of Labour, Aidan Farrelly of the Social Democrats and James Geoghegan of Fine Gael, Mr Creegan confirmed  the initial costings for the project put forward by D\u00fan Laoghaire Rathdown County Council was \u20ac200,000.  However, this had increased to over \u20ac300,000 by the time construction contracts were signed and rose further afterwards. <\/p>\n<p class=\"c-paragraph paywall \">The park at Mount Merrion is run by D\u00fan Laoghaire-Rathdown County Council, which developed the project, but funding was provided by the NTA.<\/p>\n<p class=\"c-paragraph paywall \">D\u00fan Laoghaire-Rathdown County Council told The Irish Times before Christmas that the works at Deer Park represented \u201ca significant engineering project that encountered many challenges during the construction including the discovery of previously unidentified electrical cables\u201d. It said these had to be relocated.<\/p>\n<p class=\"c-paragraph paywall \">The NTA said earlier this week that in a summer 2024 report  , the council \u201csignalled there were delays due to challenges on site which would lead to additional costs\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cFollowing NTA on-site assessment and meetings with the council, the NTA decided to provide additional funding to complete the project.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Mr Creegan said describing the project as just involving the construction of 14 steps was a little simplistic. He said there was a gradient issue, and the route was inaccessible to people to people in wheelchairs and people with buggies. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt required retaining walls, ramps, pedestrian crossing and a pile of other things. It should have been possible to do it cheaper but it is still  a project that was a good project and is delivering good benefits.\u201d<\/p>\n<p class=\"c-paragraph paywall \">He said the early-stage cost estimate of about \u20ac200,000 provided by the local authority was \u201crudimentary\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cAs the project developed, we would have expected some of the things that materialised on site during construction to be found out about during the design phase and be dealt with.\u201d<\/p>\n<p class=\"c-paragraph paywall \">\u201cI have some sympathy for uncharted underground services. They are not on any maps or you come across them and have to deal with them. But maybe they should have done some extra trial testing and found those in advance and things like that. There are things that could have been done better that would have reduced the cost.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Sinn F\u00e9in leader Mary Lou McDonald said on Thursday: \u201cYou could not make this up.
