{"id":293173,"date":"2026-01-20T01:51:08","date_gmt":"2026-01-20T01:51:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/293173\/"},"modified":"2026-01-20T01:51:08","modified_gmt":"2026-01-20T01:51:08","slug":"minister-looks-to-reduce-apprenticeships-by-a-year-to-increase-construction-sector-workforce-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/293173\/","title":{"rendered":"Minister looks to reduce apprenticeships by a year to increase construction sector workforce \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/government\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/government\/\">Government<\/a> is seeking to reduce the time it takes apprentices to learn key trades from four years to three to address skills shortages in the construction sector.<\/p>\n<p class=\"c-paragraph paywall \">Minister for Further and Higher Education <a href=\"https:\/\/www.irishtimes.com\/tags\/james-lawless\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-lawless\/\">James Lawless<\/a> said he wrote to <a href=\"https:\/\/www.irishtimes.com\/tags\/solas\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/solas\/\">Solas<\/a> and <a href=\"https:\/\/www.irishtimes.com\/tags\/quality-and-qualifications-ireland\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/quality-and-qualifications-ireland\/\">Quality and Qualifications Ireland<\/a> (QQI), two key State bodies that set training standards for apprenticeships, to consider whether the duration of some courses could be cut.<\/p>\n<p class=\"c-paragraph paywall \">The move is aimed at bringing more skilled workers into the construction and other sectors to address the <a href=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\">housing crisis<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">He suggested private-sector colleges could also be allowed to play a bigger role in delivering classroom-based elements of some apprenticeships given that current capacity issues in some trades significantly extend the time it takes many apprentices to qualify.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI wrote to Solas and QQI last week and asked them to consider and asked, as part of a of wider examination of the system, are there ways of expediting some elements,\u201d the Minister said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cDoes a four-year course have to take four years always? Are there courses that could become three-year courses without any dilution of quality?\u201d<\/p>\n<p class=\"c-paragraph paywall \">The Minister was speaking at the launch of a <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-bus\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-bus\/\">Dublin Bus<\/a> initiative that includes a \u20ac60,000 fund to encourage people from outside the organisation suggest ways in which it can improve the way it operates through innovation.<\/p>\n<p class=\"c-paragraph paywall \">He said the State was investing record amounts in apprenticeships and other training but he is keen to consider any measures which might help to address skills shortages in key areas.<\/p>\n<p class=\"c-paragraph paywall \">The abolition of the sub-minimum wage rates for those starting apprenticeships is not being considered, he said, despite claims it has become a major barrier to recruitment.<\/p>\n<p class=\"c-paragraph paywall \">Mr Lawless said there was \u201cnothing controversial or new\u201d about workers making sacrifices early in careers that would subsequently provide good earnings. <\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/connect\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/connect\/\">Connect<\/a>, the trade union which organises craft workers and apprentices in the sector, said starting rates were a key barrier for many workers who see apprenticeships as a way of changing careers and improving long-term career prospects.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/transport\/2025\/12\/04\/funding-announced-for-almost-1500-new-apprenticeship-places-in-critical-skill-areas\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Funding announced for almost 1,500 new apprenticeship places in critical skill areasOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Wages for those starting apprenticeships in the construction sector start at \u20ac7.67 an hour, rising to \u20ac11.50 in year two and \u20ac17.25 in year three. Since January 1st the <a href=\"https:\/\/www.irishtimes.com\/tags\/national-minimum-wage\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/national-minimum-wage\/\">national minimum wage<\/a> for adults workers has been \u20ac14.15.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe need to double the number of apprenticeship in construction but the average wage of people starting these apprenticeships is 23 with 46 per cent paying rent and 19 per cent have at least one child,\u201d said Connect general secretary Paddy Kavanagh. <\/p>\n<p class=\"c-paragraph paywall \">\u201cPeople in those situations aren\u2019t going to give up a job paying \u20ac15 an hour for one that pays \u20ac7.
