{"id":30723,"date":"2025-08-29T12:33:08","date_gmt":"2025-08-29T12:33:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/30723\/"},"modified":"2025-08-29T12:33:08","modified_gmt":"2025-08-29T12:33:08","slug":"dublin-city-council-accused-of-failing-to-register-derelict-sites-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/30723\/","title":{"rendered":"Dublin City Council accused of failing to register derelict sites \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/an-taisce\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/an-taisce\/\">An Taisce<\/a> has urged <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\">Dublin City Council<\/a> to place three of the city\u2019s most prominent vacant properties on the Derelict Sites Register and immediately enforce levies on their owners.<\/p>\n<p class=\"c-paragraph paywall \">The national heritage body has accused the council of breaching its obligations by \u201cfailing to register some of the most prominent derelict sites and buildings in the city centre\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The properties include a site on O\u2019Connell Street that has been derelict since the late 1970s.<\/p>\n<p class=\"c-paragraph paywall \">Almost 140 properties, which include buildings and sites, are listed on the council\u2019s Derelict Sites Register, about half of which are in the central postcodes of <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\">Dublin<\/a> 1, 2, 7 and 8.<\/p>\n<p class=\"c-paragraph paywall \">However, more than 700 properties in the same area are vacant for more than four years, according to <a href=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/08\/26\/almost-20000-derelict-buildings-in-state-with-highest-numbers-in-mayo-donegal-galway\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/08\/26\/almost-20000-derelict-buildings-in-state-with-highest-numbers-in-mayo-donegal-galway\/\">An Post\u2019s GeoDirectory<\/a> records, and many are in a ruinous state. <\/p>\n<p class=\"c-paragraph paywall \">In a letter to senior council officials this week, An Taisce said it \u201cformally requests legal action\u201d is taken by the council \u201cto ensure that all derelict sites and buildings in the city centre are registered under the Derelict Sites Act 1990\u201d, and that levies are imposed. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2025\/02\/08\/derelict-dublin-10-unused-northside-buildings-in-a-city-gripped-by-a-housing-crisis\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Derelict Dublin &#8211; 10 unused northside buildings Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Properties on the register are subject to a 7 per cent levy. Interest on unpaid levies is at a rate of 1.25 per cent per month. <\/p>\n<p class=\"c-paragraph paywall \">An Taisce identified three prominent city properties of particular concern which it said \u201crequire registration and levy imposition\u201d with immediate effect.<\/p>\n<p class=\"c-paragraph paywall \">These include part of UK property group <a href=\"https:\/\/www.irishtimes.com\/tags\/hammerson\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hammerson\/\">Hammerson\u2019s<\/a> 5.5-acre plot stretching from O\u2019Connell Street to Moore Street. The firm has owned the site since 2016 and has secured planning permission for its redevelopment, but this is subject to ongoing judicial review proceedings. <\/p>\n<p class=\"c-paragraph paywall \">The site includes a plot beside the former Carlton Cinema on O\u2019Connell Street, vacant since 1979, and the historic Conway\u2019s pub on Parnell Square which has been designated \u201cendangered\u201d by the council.<\/p>\n<p class=\"c-paragraph paywall \">The vacant site of the former Ormond Hotel, which featured in <a href=\"https:\/\/www.irishtimes.com\/tags\/james-joyce\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-joyce\/\">James Joyce\u2019s<\/a> Ulysses, has also been identified by An Taisce. The hotel, which was built in 1906 at 7-11 Ormond Quay, closed in 2005. <\/p>\n<p class=\"c-paragraph paywall \">Planning permission was granted in 2017 to Monteco Holdings, a subsidiary of Singapore company Plato Capital, for a new hotel. Demolition and site clearance went ahead the following year. <\/p>\n<p class=\"c-paragraph paywall \">Monteco has since applied for, and been granted, two extensions to the duration of its planning permission, but the hotel has not been built and the site has recently been put on the market.<\/p>\n<p class=\"c-paragraph paywall \">The former music venue and market Mother Redcaps, built as a factory in 1875, is the third building of particular concern to An Taisce. The building is <a href=\"https:\/\/www.irishtimes.com\/culture\/2022\/11\/19\/the-iveagh-markets-can-a-former-dublin-glory-be-saved\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/culture\/2022\/11\/19\/the-iveagh-markets-can-a-former-dublin-glory-be-saved\/\">part of a complex of sites, including the Iveagh Market<\/a>, that have been closed since the 1990s and are at the centre of a legal dispute over ownership involving the council and Temple Bar hotelier Martin Keane.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2025\/02\/08\/why-are-so-many-properties-derelict-in-dublin-city-centre-during-a-housing-crisis\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Why are so many properties derelict in Dublin city centre during a housing crisis?Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt should be clear that the placing of a building up for sale, attachment of sale sign or sale agreed sign on the building or site, or transfer to a new owner should not in any way inhibit registering the building and\/or site under the Derelict Sites Act and imposing a levy,\u201d An Taisce\u2019s letter said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe same consideration applicates to all cases where a planning application is mooted or proposed, or an application is either lodged or granted or expired, such as in the three prominent cases cited,\u201d it said. <\/p>\n<p class=\"c-paragraph paywall \">An Taisce said the council has yet to respond to its letter sent on Monday. The council did not respond to queries from The Irish Times. A spokesman for Hammerson said it did not wish to comment.
