{"id":329603,"date":"2026-02-10T08:26:08","date_gmt":"2026-02-10T08:26:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/329603\/"},"modified":"2026-02-10T08:26:08","modified_gmt":"2026-02-10T08:26:08","slug":"two-weeks-after-the-floods-a-dublin-housing-estate-lies-abandoned-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/329603\/","title":{"rendered":"Two weeks after the floods, a Dublin housing estate lies abandoned \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Less than 18 months ago the then minister for housing <a href=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\/\">Darragh O\u2019Brien<\/a> turned up to open the Cookstown Lane development in <a href=\"https:\/\/www.irishtimes.com\/tags\/kilternan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/kilternan\/\">Kilternan<\/a>, south <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\">Dublin<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">The 22-home estate, developed by Clanmil Ireland housing association, was opened on a sunny June day in 2024. It was built as an exemplar of <a href=\"https:\/\/www.irishtimes.com\/tags\/social-housing\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/social-housing\/\">social housing<\/a> and the homes have been allocated to families on the <a href=\"https:\/\/www.irishtimes.com\/tags\/dun-laoghaire-rathdown-county-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dun-laoghaire-rathdown-county-council\/\">D\u00fan Laoghaire-Rathdown County Council<\/a> waiting list. <\/p>\n<p class=\"c-paragraph paywall \">Today the development is empty. All the families have been evacuated following the catastrophic flooding which resulted from <a href=\"https:\/\/www.irishtimes.com\/tags\/storm-chandra\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/storm-chandra\/\">Storm Chandra<\/a> two weeks ago. The Loughlinstown river, which flows behind their houses, burst its banks and the torrent of water collected outside their homes. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Work vans and skips outside the Cookstown Lane housing estate where all the houses were badly damaged by flooding during Storm Chandra\" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2026\/02\/KTHY3JYOI5B5PJAFHNTK4RHTUM.JPG\"   width=\"800\" height=\"514\"\/>Work vans and skips outside the Cookstown Lane housing estate where all the houses were badly damaged by flooding during Storm Chandra <\/p>\n<p class=\"c-paragraph paywall \">There are skips outside most of the homes and a couple of children\u2019s bicycles are all that suggests this was a lived-in estate. <\/p>\n<p class=\"c-paragraph paywall \">There are four workers\u2019 vans outside. The workers are taking out the plasterboard and skirting boards from all the houses. On one side of the cul de sac, houses flooded to a depth of seven centimetres, on the other side 10cm. <\/p>\n<p class=\"c-paragraph paywall \">The Loughlinstown river is several hundred metres from the estate, but Cookstown Lane, being the lowest part of the estate, was worst affected. <\/p>\n<p class=\"c-paragraph paywall \">Local <a href=\"https:\/\/www.irishtimes.com\/tags\/labour-party\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/labour-party\/\">Labour<\/a> councillor Lettie McCarthy said all the families in the estate were now living elsewhere and it may be months before they can return. <\/p>\n<p class=\"c-paragraph paywall \">\u201cNone of them got accommodation locally. It\u2019s like talking to somebody after a death. There is disbelief and shock,\u201d she added. <\/p>\n<p class=\"c-paragraph paywall \">\u201cSome of them have children with additional needs and they were attending St Joseph\u2019s in Shankill. It could be several months before they are back. Ticknock, Kilternan, Stepaside and Enniskerry were all flooded. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThis shouldn\u2019t be happening. We should be able to cope with this. We have a lot of work to do at council level and we have to put a plan in place,\u201d she said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe have to acknowledge the work that the council did clearing gullies and opening the roads again.\u201d <\/p>\n<p class=\"c-paragraph paywall \">Johan Keating\u2019s home on Ballybetagh Road backs on to the Cookstown Lane estate. He said the Loughlinstown river has burst its banks four times in his lifetime. <\/p>\n<p class=\"c-paragraph paywall \">He moved into the home built on family land in 2010. The river flooded a year later, but the damage was minimal. The water was 20cm deep in places. The house flooded with sewage which had nowhere to go because of the rain and it left a wet, dirt-stained floor behind. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt\u2019s been a nightmare. We are still trying to assess the damage.\u201d <\/p>\n<p class=\"c-paragraph paywall \">Another badly affected estate was Aikens Village, a private development in Stepaside. A river running along the estate completely flooded the main road which runs alongside the boundary of the estate. <\/p>\n<p class=\"c-paragraph paywall \">Three ground-floor apartments are empty and the residents have left.
