{"id":330334,"date":"2026-02-10T18:39:11","date_gmt":"2026-02-10T18:39:11","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/330334\/"},"modified":"2026-02-10T18:39:11","modified_gmt":"2026-02-10T18:39:11","slug":"senior-civil-servant-appointed-as-housing-tsar-with-brief-to-speed-up-development-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/330334\/","title":{"rendered":"Senior civil servant appointed as \u2018housing tsar\u2019 with brief to speed up development \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Senior civil servant Garret Doocey has been appointed as the new \u201c<a href=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\">housing<\/a> tsar\u201d by the Government.<\/p>\n<p class=\"c-paragraph paywall \">Doocey is currently the assistant secretary general of the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-transport\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-transport\">Department of Transport<\/a> with responsibility for land transport investment and <a href=\"https:\/\/www.irishtimes.com\/tags\/public-transport\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/public-transport\">public transport<\/a> policy. <\/p>\n<p class=\"c-paragraph paywall \">A graduate of <a href=\"https:\/\/www.irishtimes.com\/tags\/trinity-college-dublin-tcd\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/trinity-college-dublin-tcd\">Trinity College Dublin<\/a> and of Oxford University, he has spent most of his career in the Civil Service, initially with the Courts Service before moving to transport in 2008.<\/p>\n<p class=\"c-paragraph paywall \">His official title will be head of the Housing Activation Office (HAO) and deputy secretary general of the Department of Housing. <\/p>\n<p class=\"c-paragraph paywall \">His appointment comes 10 months after Minister for Housing <a href=\"https:\/\/www.irishtimes.com\/tags\/james-browne\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-browne\/\">James Browne<\/a> announced the setting up of the office, to increase the volume of new housing development at scale.<\/p>\n<p class=\"c-paragraph paywall \">Last April, he indicated he wanted former <a href=\"https:\/\/www.irishtimes.com\/tags\/nama\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/nama\/\">Nama<\/a> chief executive Brendan McDonagh to be the first housing tsar. <\/p>\n<p class=\"c-paragraph paywall \">However, the <a href=\"https:\/\/www.irishtimes.com\/politics\/2025\/04\/27\/proposed-housing-tsar-salary-receives-sharp-criticism-from-opposition\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/politics\/2025\/04\/27\/proposed-housing-tsar-salary-receives-sharp-criticism-from-opposition\/\">appointment became controversial<\/a> over the issue of whether McDonagh would retain his Nama salary of some \u20ac430,000. Amid ongoing media coverage, and concern expressed by Fine Gael Ministers that they had not been consulted about the process, McDonagh withdrew his name from consideration for the position. <\/p>\n<p class=\"c-paragraph paywall \">As a deputy secretary general, Doocey\u2019s salary will be a minimum of \u20ac219,258. The most senior holders of this position in Government have salaries of just over \u20ac280,000.<\/p>\n<p class=\"c-paragraph paywall \">The primary focus of the role will be creating the necessary conditions to facilitate the supply of housing, both public and private, and the urgent activation of key sites throughout the country by addressing infrastructure bottlenecks.<\/p>\n<p class=\"c-paragraph paywall \">In a statement, the Department of Housing said the HAO team had already held \u201crobust\u201d meetings with all local authorities countrywide. Browne has been critical about the performance of some councils in delivering social homes.<\/p>\n<p class=\"c-paragraph paywall \">A new multiannual \u20ac1 billion Housing Infrastructure Investment Fund was launched in January to support direct investment in housing-enabling public infrastructure and to accelerate housing delivery.
