{"id":332640,"date":"2026-02-12T00:40:09","date_gmt":"2026-02-12T00:40:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/332640\/"},"modified":"2026-02-12T00:40:09","modified_gmt":"2026-02-12T00:40:09","slug":"search-for-new-department-of-health-chief-begins-as-robert-watts-term-set-to-expire-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/332640\/","title":{"rendered":"Search for new Department of Health chief begins as Robert Watt\u2019s term set to expire \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The next secretary general of the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-health\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-health\/\">Department of Health<\/a> will have a lower salary than that approved for incumbent <a href=\"https:\/\/www.irishtimes.com\/tags\/robert-watt\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/robert-watt\/\">Robert Watt<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The Cabinet approved a plan on Tuesday to commence a top-level appointments process for the position &#8211; which is the most senior in the department &#8211; with Watt\u2019s term expiring in April. <\/p>\n<p class=\"c-paragraph paywall \">The salary for the position, according to multiple senior sources with knowledge of the plan, will be \u20ac280,000 per year &#8211; the highest grade payable to a secretary general.<\/p>\n<p class=\"c-paragraph paywall \">Watt\u2019s sanctioned salary rose to just over \u20ac297,000 in 2022. That is likely to have increased further given general pay rises since then across the public service. <\/p>\n<p class=\"c-paragraph paywall \">Cabinet was briefed on the plan by Minister for Health <a href=\"https:\/\/www.irishtimes.com\/tags\/jennifer-carroll-macneill\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jennifer-carroll-macneill\/\">Jennifer Carroll MacNeill<\/a> and Minister for Public Expenditure <a href=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jack-chambers\/\">Jack Chambers<\/a> on Tuesday. <\/p>\n<p class=\"c-paragraph paywall \">A Government source argued that the salary rate is being \u201cstandardised\u201d, saying that the previous rate was decided due to the increased complexity of the role during the Covid pandemic and significant reforms under way in the health system.<\/p>\n<p class=\"c-paragraph paywall \">Several Government sources said their expectation was that Watt is now likely to move on from the role. One senior figure pointed to the fact that the Cabinet decision was to run an open competition rather than for an extension to his term. <\/p>\n<p class=\"c-paragraph paywall \">The salary approved for Watt caused controversy after his initial appointment on an interim basis was made, with a report by combined Oireachtas committees finding it was conducted in an \u201cad hoc\u201d manner with no formal process engaged in around identifying an interim appointee or setting the salary level. <\/p>\n<p class=\"c-paragraph paywall \">At that time the approved salary was \u20ac81,000 higher than Watt\u2019s existing salary of \u20ac211,000, which he earned as secretary general of the Department of Public Expenditure.<\/p>\n<p class=\"c-paragraph paywall \">When he was appointed on a permanent basis, he waived the increased portion of his salary, but the Department of Health later confirmed he would accept the full salary. <\/p>\n<p class=\"c-paragraph paywall \">It is expected that the position will be advertised publicly in the coming days. <\/p>\n<p class=\"c-paragraph paywall \">A Government spokeswoman said: \u201cThe term of the current secretary general of the Department of Health concludes shortly, therefore the Government has agreed that a top-level appointment committee process to fill the role will commence shortly.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Watt has had a high-profile career in the public service after earlier working in the private sector. He joined the Department of Finance and then became secretary general of the newly created Department of Public Expenditure in 2011. <\/p>\n<p class=\"c-paragraph paywall \">He had a reputation as a reformer, but his role in holding the line on spending during the downturn led to confrontations as well.
