in pollution events across the country and recommended a single agency lead and direct responses from now on.<\/p>\n<p>That is just one of number of recommendations in the report compiled by the European Commission\u2019s Joint Research Centre (JRC).<\/p>\n<p class=\"\">The incident, which was the largest of its kind recorded in Irish history, saw more than 40,000 fish killed along a 30km stretch of the River Blackwater last year.<\/p>\n<p class=\"\">However, the suspected <a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.irishexaminer.com\/opinion\/commentanalysis\/arid-41714178.html\">source of the pollution<\/a> remains undetermined despite Inland Fisheries Ireland investing almost \u20ac43,000 into the investigation.<\/p>\n<p class=\"contextmenu caption\">Joint Research Centre recommendations<\/p>\n<p class=\"\">The JRC said that while the initial response to the incident was rapid, an \u201cintensification of ongoing restoration efforts\u201d is now needed in Cork.<\/p>\n<p class=\"\">It identified eight areas where the investigation could have improved and highlighted a \u201cdetection gap\u201d in pollution events across the country, leading to their recommendation of designating one agency to lead and direct a response going forward.<\/p>\n<p class=\"\">It also recommended improving general knowledge and monitoring of major rivers, the establishment of a national fish kill response action plan and the streamlining of response times when dealing with uncertainty as \u201cuncertainty around causes can lead to delays in communication and action\u201d.<\/p>\n<p>\u00a0<\/p>\n<p class=\"\">Another area highlighted included the regulation of licences as \u201cfrequent pollution\u201d reduces the chance of fish surviving harmful pollution events.<\/p>\n<p class=\"\">Concluding the report, the JRC said, while the \u201clogic of the investigation was correct\u201d, warning and prevention of such events should be the government&#8217;s focus.<\/p>\n<p class=\"contextmenu caption\">Taoiseach response<\/p>\n<p class=\"\">Taoiseach Miche\u00e1l Martin said there is now \u201can acute need\u201d for relevant bodies to work together on improving a response to fish kill incidents.<\/p>\n<p class=\"\">\u201cIt was a horrible fish kill, it was really bad,\u201d said Mr Martin.<\/p>\n<p class=\"\">&#8220;The most important thing is that the recommendations within that report, which I have not yet read, are implemented as soon as possible.<\/p>\n<p class=\"\">\u201cThere is an acute need for different authorities to work together to address this issue and to implement a better programme to prevent things of this nature.&#8221;<\/p>\n","protected":false},"excerpt":{"rendered":"An independent report on the Blackwater fish kill investigation in Cork has highlighted a &#8220;detection gap&#8221;
