{"id":37430,"date":"2025-09-01T23:05:07","date_gmt":"2025-09-01T23:05:07","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/37430\/"},"modified":"2025-09-01T23:05:07","modified_gmt":"2025-09-01T23:05:07","slug":"parents-not-benefiting-from-free-schoolbooks-scheme-as-back-to-school-costs-soar-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/37430\/","title":{"rendered":"Parents not benefiting from free schoolbooks scheme as back-to-school costs soar \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">St Vincent de Paul (SVP) has received thousands of calls from parents struggling with back-to-school costs despite an extension of the State\u2019s free books scheme. <\/p>\n<p class=\"c-paragraph paywall \">Parents are struggling with costs and need more financial support from the Government, the charity has warned.<\/p>\n<p class=\"c-paragraph paywall \">The charity received 3,340 calls over the summer, including more than 600 in one week in mid-August, from parents who cannot afford to pay for uniforms, electronic devices and so-called voluntary contributions to schools.<\/p>\n<p class=\"c-paragraph paywall \">From 2023 to 2024, SVP had recorded a 26 per cent reduction in calls during the back-to-school period, largely due to the introduction of free schoolbooks for primary and post-primary pupils. <\/p>\n<p class=\"c-paragraph paywall \">This year, however, despite the scheme being extended to senior cycle students, the charity has seen just a 3 per cent decrease in calls (down from 3,442 in 2024).<\/p>\n<p class=\"c-paragraph paywall \">Niamh Dalziel, SVP\u2019s research and policy officer, said some parents are \u201ccutting back on essentials or going into debt to meet school costs\u201d. <\/p>\n<p class=\"c-paragraph paywall \">She said free books were \u201ca welcome step\u201d, but some schools are asking parents to put that money towards other expenses such as electronic devices or an increased voluntary contribution.<\/p>\n<p class=\"c-paragraph paywall \">\u201cSchools are now saying, \u2018Oh, brilliant, you\u2019re not paying for the schoolbooks, we\u2019re going to get some tablets in here, or \u2018the voluntary contribution charge is going up\u2019.\u201d <\/p>\n<p class=\"c-paragraph paywall \">Research carried out by Grant Thornton on behalf of SVP in 2023 found voluntary contributions ranged from \u20ac30 to \u20ac550 per child, with an average of \u20ac140 across all schools.<\/p>\n<p class=\"c-paragraph paywall \">Ms Dalziel said voluntary contributions are a \u201csignificant\u201d cost and, despite the name, there is an \u201cexpectation\u201d parents will pay. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/opinion\/editorials\/2025\/08\/25\/the-irish-times-view-on-back-to-school-costs-more-to-be-done\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">The Irish Times view on back-to-school costs: more to be doneOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Since September 2023, parents of children in primary school and special schools have not had to pay for schoolbooks. The scheme was extended in 2024 to cover all junior cycle pupils in post-primary schools and, as of this month, to cover all second-level students. <\/p>\n<p class=\"c-paragraph paywall \">Ms Dalziel said SVP hoped the extension of the scheme this September would provide more \u201crelief\u201d for parents, but this saving has quickly been surpassed by other back-to-school costs. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe relief that we were expecting to see, or hoping to see, with the schoolbooks for senior cycle hasn\u2019t come. And we think that comes down to the expectations from some schools that parents can now afford [other expenses], and the voluntary contribution charges just not going away.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Ms Dalziel said she understands why some schools are seeking more in voluntary contributions and other fees, as they have been \u201cunderfunded for many, many years\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cChronic underfunding forces schools to rely on families, creating a system that is deeply unequal.\u201d<\/p>\n<p class=\"c-paragraph paywall \">In July, a survey carried out by the <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-league-of-credit-unions\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-league-of-credit-unions\/\" target=\"_blank\">Irish League of Credit Unions<\/a> found that one in three parents expected to go into debt over back-to-school costs. The research found that parents of primary schoolchildren expected to spend an extra <a href=\"https:\/\/www.irishtimes.com\/ireland\/education\/2025\/07\/16\/third-of-parents-expected-to-go-into-debt-to-fund-back-to-school-costs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/education\/2025\/07\/16\/third-of-parents-expected-to-go-into-debt-to-fund-back-to-school-costs\/\">\u20ac350 this year than in 2024<\/a>, while parents of secondary school pupils expected an increase of almost \u20ac200 per child.<\/p>\n<p class=\"c-paragraph paywall \">SVP has called on the Government to increase funding support for electronic devices in schools where they are mandatory, as well as the removal of fees for taking mock exams at post-primary level.<\/p>\n<p class=\"c-paragraph paywall \">In advance of Budget 2026, which is due to be delivered on October 7th, the charity also wants the capitation grant for schools to be increased by up to 30 per cent.<\/p>\n<p class=\"c-paragraph paywall \">The capitation grant \u2013 which is based on the number of pupils in a school \u2013 is used to meet the cost of items such as heating, lighting, cleaning and insurance.<\/p>\n<p class=\"c-paragraph paywall \">In a statement, the Department of Education said it recognised that back-to-school costs can place financial pressure on families and that schools are expected to follow guidance which includes using school uniform items that are generic and affordable, and regularly consulting with parents on ways to reduce costs. <\/p>\n<p class=\"c-paragraph paywall \">A forthcoming revision of this guidance will put \u201cgreater emphasis on reducing costs for parents\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The department also said that Minister Helen McEntee intends to progress the Charter Bill to \u201cstrengthen engagement between schools, parents and students\u201d on issues such as school costs.<\/p>\n","protected":false},"excerpt":{"rendered":"St Vincent de Paul (SVP) has received thousands of calls from parents struggling with back-to-school costs despite an&hellip;\n","protected":false},"author":2,"featured_media":37431,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[73],"tags":[79,18,19,17,12463,28943],"class_list":{"0":"post-37430","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-business","8":"tag-business","9":"tag-eire","10":"tag-ie","11":"tag-ireland","12":"tag-irish-league-of-credit-unions","13":"tag-st-vincent-de-paul"},"share_on_mastodon":{"url":"","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts\/37430","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/comments?post=37430"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts\/37430\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/media\/37431"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/media?parent=37430"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/categories?post=37430"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/tags?post=37430"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
