{"id":39013,"date":"2025-09-02T16:50:10","date_gmt":"2025-09-02T16:50:10","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/39013\/"},"modified":"2025-09-02T16:50:10","modified_gmt":"2025-09-02T16:50:10","slug":"planning-permission-refused-for-estate-on-site-of-single-house-in-foxrock-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/39013\/","title":{"rendered":"Planning permission refused for estate on site of single house in Foxrock \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Planning permission for a 21-home housing estate on the grounds of a single house in Foxrock has been refused by <a href=\"https:\/\/www.irishtimes.com\/tags\/dun-laoghaire-rathdown-county-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dun-laoghaire-rathdown-county-council\/\">D\u00fan Laoghaire-Rathdown County Council <\/a>for being too low in density.<\/p>\n<p class=\"c-paragraph paywall \">A housing developer sought planning permission to demolish an existing, vacant home on Mart Lane in Foxrock and to build a housing estate made up of 14 two- and three-bed duplex units, and seven houses on its grounds.<\/p>\n<p class=\"c-paragraph paywall \">The 0.59-hectare (1.48-acre) site is currently occupied by a late-1960s bungalow known as The Grove, with a footprint of 205 sq m, but which was said to be \u201cof little or no architectural merit\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/residential-property-price-register\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/residential-property-price-register\/\">Property Price Register<\/a> shows that The Grove changed hands for \u20ac2.875 million in late 2023. A buyer  had originally been sought at an initial asking price of \u20ac3.25 million, in 2022, but the house returned to the market with a heavily reduced guide of \u20ac2.25 million before its sale.<\/p>\n<p class=\"c-paragraph paywall \">The transaction came as part of a <a href=\"https:\/\/www.irishtimes.com\/property\/residential\/2023\/10\/19\/slew-of-sales-in-foxrock-to-pave-the-way-for-wave-of-new-arrivals\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/property\/residential\/2023\/10\/19\/slew-of-sales-in-foxrock-to-pave-the-way-for-wave-of-new-arrivals\/\">slew of sales of large houses in the area in 2023<\/a> with a view to the development of compact-housing schemes on their land.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>Why is the delivery of vital infrastructure so slow in Ireland?<\/p>\n<p class=\"c-paragraph paywall \">In refusing the planning permission,  the county council said the development would set an \u201cundesirable precedent\u201d for similar projects.<\/p>\n<p class=\"c-paragraph paywall \">The development, the council said, represented a density of 34.5 units per hectare,  which does not adhere to planning guidelines  promoting  residential density of between 50 and 250 units per hectare. The developer has a four-week window in which  it can appeal the refusal to <a href=\"https:\/\/www.irishtimes.com\/tags\/an-coimisiun-pleanala\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/an-coimisiun-pleanala\/\">An Coimisi\u00fan Plean\u00e1la<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The development is located close to St Brigid\u2019s BNS, and the principal of the school,  Stephen Flood, submitted an observation to the application querying the level of noise and construction vehicles nearby during school time.<\/p>\n<p class=\"c-paragraph paywall \">This latest planning application was submitted by Mart Lane Property Developments Limited, whose largest shareholder is Dubai-based short-term holiday letting company Maison Prive Holiday Homes Rental LLC, which owns 48.5 per cent of the company. <\/p>\n<p class=\"c-paragraph paywall \">Trading as Maison Privee, the short-term letting agent was founded in 2017 by former-Bus \u00c9ireann chairman <a href=\"https:\/\/www.irishtimes.com\/tags\/paul-mallee\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paul-mallee\/\">Paul Mallee<\/a> in response to the growing popularity of <a href=\"https:\/\/www.irishtimes.com\/tags\/airbnb\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/airbnb\/\">Airbnb<\/a>  and other short-term vacation rentals.<\/p>\n<p class=\"c-paragraph paywall \">The directors of Mart Lane Property Developments Limited are also involved with housing developer Genus Homes, which is behind the more than 200-home Linenfield development north of Drogheda.<\/p>\n<p class=\"c-paragraph paywall \">The site was previously subject to a planning application for 14 homes at a density of 20.3 units per hectare, which was also rejected by the council, which cited the low-density application being \u201cunder-development\u201d of the land.<\/p>\n<p class=\"c-paragraph paywall \">The refusal was appealed to An Bord Plean\u00e1la (now An Coimisi\u00fan Plean\u00e1la), which upheld the council\u2019s decision.<\/p>\n","protected":false},"excerpt":{"rendered":"Planning permission for a 21-home housing estate on the grounds of a single house in Foxrock has been&hellip;\n","protected":false},"author":2,"featured_media":39014,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[73],"tags":[783,7928,79,7927,18,29974,19,17,29975,29976,29977],"class_list":{"0":"post-39013","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-business","8":"tag-airbnb","9":"tag-an-coimisiun-pleanala","10":"tag-business","11":"tag-dun-laoghaire-rathdown-county-council","12":"tag-eire","13":"tag-foxrock","14":"tag-ie","15":"tag-ireland","16":"tag-residential-development-land","17":"tag-residential-investment","18":"tag-residential-property-price-register"},"share_on_mastodon":{"url":"","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts\/39013","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/comments?post=39013"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/posts\/39013\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/media\/39014"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/media?parent=39013"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/categories?post=39013"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/ie\/wp-json\/wp\/v2\/tags?post=39013"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
