security.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Under the blueprint, Beijing is positioning \u201ckey commodities\u201d on the same strategic footing as food and energy security, saying China will take a more active role in strengthening \u201cenergy and resource supply security\u201d by \u201cpreventing and mitigating major risks in systemically important areas\u201d.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">To achieve this, the Asian economic giant aims to address \u201cweak links\u201d in its supply chains, which are areas where it relies too heavily on foreign technology or companies.<\/p>\n<p>By strengthening these sectors and ensuring stable supplies of raw materials, including oil, minerals and metals, China intends to protect its industries from <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/economy\/china-economy\/article\/3347036\/prolonged-iran-war-could-have-serious-impact-food-prices-says-uns-fao?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">global trade shocks<\/a> and ensure its factories continue running during international crises to boost economic self-reliance and long-term stability.<\/p>\n<p datatype=\"p\" data-qa=\"Component-Component\" class=\"e8zc9q40 css-1c6uqr6 ec74h0k1\">Zhou Yuyuan, deputy director of the Institute for Foreign Policy Studies at the Shanghai Institutes for International Studies, said these \u201cweak links\u201d were identified by heavy import dependence, exposure to foreign export controls and reliance on US-patented technology.<\/p>\n<p>\u201cDue to the long-term hi-tech blockade imposed on China by the US and its allies, including in areas such as <a target=\"_self\" class=\"e1yy41x40 ef9u0v01 css-1ankfgb ecgc78b0\" href=\"https:\/\/www.scmp.com\/topics\/semiconductors?module=inline&amp;pgtype=article\" title=\"\" data-qa=\"BaseLink-renderAnchor-StyledAnchor\" rel=\"nofollow noopener\">semiconductor equipment<\/a>, industrial software, high-end chips and aero-engines, China is accelerating its pace of self-reliance and domestic substitution,\u201d Zhou
