{"id":41472,"date":"2025-09-03T19:15:14","date_gmt":"2025-09-03T19:15:14","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/41472\/"},"modified":"2025-09-03T19:15:14","modified_gmt":"2025-09-03T19:15:14","slug":"why-the-us-government-is-taking-a-stake-in-intel","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/41472\/","title":{"rendered":"Why the US government is taking a stake in Intel"},"content":{"rendered":"<p id=\"speakable-summary\" class=\"wp-block-paragraph\">The Trump administration wants the United States to be the dominant force when it comes to artificial intelligence, and one way the administration hopes to achieve primacy is by bringing semiconductor manufacturing back to the U.S. <\/p>\n<p class=\"wp-block-paragraph\">To help with that transition, President Donald Trump has introduced <a href=\"https:\/\/techcrunch.com\/2025\/08\/05\/trump-says-hell-announce-semiconductor-and-chip-tariffs\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">potential chip tariffs and policies<\/a> in recent months meant to bring more semiconductor manufacturing stateside.<\/p>\n<p class=\"wp-block-paragraph\">In late August, the Trump administration took an unprecedented step toward that goal when it converted an existing government grant, meant for domestic semiconductor manufacturing, into a <a href=\"https:\/\/techcrunch.com\/2025\/08\/22\/u-s-government-plans-to-take-a-10-stake-in-intel\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">10% equity stake in Intel<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">This deal was <a href=\"https:\/\/techcrunch.com\/2025\/08\/28\/trump-administrations-deal-is-structured-to-prevent-intel-from-selling-foundry-unit\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">structured to grant the U.S. government additional equity<\/a> in Intel if the company\u2019s ownership of its foundry business \u2014\u00a0which manufactures custom chips for international customers \u2014\u00a0drops below 50% within the next five years.<\/p>\n<p class=\"wp-block-paragraph\">But Intel isn\u2019t the only U.S.-based semiconductor company, nor the only one that manufactures its chips overseas. So, how did Intel find itself as the main character in the Trump administration\u2019s plans for AI dominance? Let\u2019s take a look.<\/p>\n<p>Chip context<\/p>\n<p class=\"wp-block-paragraph\">First, some history: In March 2021, Intel launched its foundry business alongside a commitment to spend $20 billion building two new chip-manufacturing plants in Arizona.<\/p>\n<p class=\"wp-block-paragraph\">A year later, the company announced its <a href=\"https:\/\/techcrunch.com\/2022\/02\/15\/intel-to-acquire-tower-semiconductor-for-5-4b-to-build-on-custom-foundry-strategy\/\" rel=\"nofollow noopener\" target=\"_blank\">intent to acquire Tower Semiconductor<\/a>, a company in the custom foundry industry, for $5.4 billion, but that didn\u2019t pan out due to regulatory troubles, and the companies <a href=\"https:\/\/techcrunch.com\/2023\/08\/16\/intel-tower-semiconductor-acquisition-china\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">canceled the merger<\/a> in August 2023.<\/p>\n<p>Techcrunch event<\/p>\n<p>\n\t\t\t\t\t\t\t\t\tSan Francisco<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t|<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\tOctober 27-29, 2025\n\t\t\t\t\t\t\t<\/p>\n<p class=\"wp-block-paragraph\">Since then, Intel Foundry has struggled to gain momentum and there have been rumors that the business <a href=\"https:\/\/www.reuters.com\/technology\/how-intel-lost-sony-playstation-business-2024-09-16\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">wasn\u2019t able to get large customers<\/a> on board.<\/p>\n<p class=\"wp-block-paragraph\">In 2024, then-CEO Pat Gelsinger announced Intel was taking steps to <a href=\"https:\/\/techcrunch.com\/2024\/09\/16\/intel-inks-ai-chip-deal-with-aws-pauses-plans-in-poland-and-germany\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">transition Intel Foundry into an independent subsidiary<\/a>. This came as board members called to spin the unit out entirely even as the company grappled with slowing growth, cost cuts, and massive layoffs.<\/p>\n<p class=\"wp-block-paragraph\">In November 2024, there was a noticeable bright spot as the company reached a deal with the U.S. government for <a href=\"https:\/\/techcrunch.com\/2024\/11\/26\/intel-and-biden-administration-finalize-7-86b-deal-to-fund-domestic-chip-manufacturing\/\" rel=\"nofollow noopener\" target=\"_blank\">$7.86 billion in federal grants<\/a> through the 2022 Chips and Science Act meant to boost domestic semiconductor manufacturing.<\/p>\n<p class=\"wp-block-paragraph\">Then, <a href=\"https:\/\/techcrunch.com\/2024\/12\/02\/intel-ceo-pat-gelsinger-retires\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Gelsinger suddenly retired<\/a> in December 2024.<\/p>\n<p>Lip-Bu Tan\u2019s return<\/p>\n<p class=\"wp-block-paragraph\">Intel announced that its former board member <a href=\"https:\/\/techcrunch.com\/2025\/03\/12\/intel-appoints-lip-bu-tan-as-its-next-ceo\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Lip-Bu Tan would rejoin the company as CEO<\/a> in early March. Tan got right to work with a potential turnaround plan that centered on refocusing the company, <a href=\"https:\/\/techcrunch.com\/2025\/06\/25\/intel-hits-the-brakes-on-its-automotive-business-and-layoffs-have-started\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">shedding<\/a> its <a href=\"https:\/\/techcrunch.com\/2025\/04\/01\/lip-bu-tan-says-intel-will-spin-off-non-core-units\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">noncore<\/a> <a href=\"https:\/\/techcrunch.com\/2025\/07\/25\/intel-is-spinning-off-its-network-and-edge-group\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">units<\/a>, and <a href=\"https:\/\/techcrunch.com\/2025\/06\/17\/intel-to-layoff-up-to-20-of-intel-foundry-workers\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">significantly trimming<\/a> its workforce.<\/p>\n<p class=\"wp-block-paragraph\">In July, the company said it was <a href=\"https:\/\/techcrunch.com\/2025\/07\/24\/intel-continues-to-pull-back-on-its-manufacturing-projects\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">scaling back some of its manufacturing projects<\/a>, including its <a href=\"https:\/\/techcrunch.com\/2025\/02\/28\/intel-delays-its-ohio-chip-factory-to-2030\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">already-delayed $28 billion fabrication plant in Ohio<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">A few weeks later, the Trump administration came knocking.<\/p>\n<p class=\"wp-block-paragraph\">On August 6, Republican senator Tom Cotton penned a letter to Intel\u2019s board of directors, asking about Tan\u2019s ties to China, including his relationship with <a href=\"https:\/\/www.cadence.com\/en_US\/home.html\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Cadence Design Systems<\/a>, according to <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-08-06\/trump-ally-cotton-asks-intel-s-board-about-ceo-s-ties-to-china\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">reporting from Bloomberg<\/a>. Cadence had been charged with violating U.S. export controls to China, according to Bloomberg, and has sold tech to a military school in China. Tan was at Cadence\u2019s helm for more than a decade.<\/p>\n<p class=\"wp-block-paragraph\">The next day, August 7, <a href=\"https:\/\/techcrunch.com\/2025\/08\/07\/trump-says-intel-ceo-lip-bu-tan-must-resign-immediately\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Trump demanded<\/a> that Tan resign \u201cimmediately,\u201d accusing the CEO of being \u201chighly conflicted,\u201d though the president didn\u2019t provide any evidence.<\/p>\n<p class=\"wp-block-paragraph\">The following week, Tan headed to Washington, D.C., to meet with Trump to discuss ways the government and Intel could work together toward achieving the administration\u2019s goals of reshoring semiconductor manufacturing in the U.S. Shortly after, rumors started to swirl that the <a href=\"https:\/\/techcrunch.com\/2025\/08\/14\/u-s-government-is-reportedly-in-discussions-to-take-stake-in-intel\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">U.S. government might be considering an equity stake in Intel<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">On August 18, SoftBank said it was investing <a href=\"https:\/\/techcrunch.com\/2025\/08\/18\/softbank-makes-2b-investment-in-intel\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">$2 billion in Intel<\/a>. Four days later, the U.S. government announced its deal with Intel.<\/p>\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/techcrunch.com\/2025\/08\/22\/u-s-government-plans-to-take-a-10-stake-in-intel\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">deal ensures<\/a> that Intel gets the grant money it was already awarded, and the Trump administration is claiming that it will be a passive investor that will vote alongside Intel\u2019s interests.
