{"id":414893,"date":"2026-04-01T12:29:17","date_gmt":"2026-04-01T12:29:17","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/414893\/"},"modified":"2026-04-01T12:29:17","modified_gmt":"2026-04-01T12:29:17","slug":"ending-of-eu-nature-funding-will-be-deeply-regressive-for-irish-conservation-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/414893\/","title":{"rendered":"Ending of EU nature funding will be \u2018deeply regressive\u2019 for Irish conservation \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The proposed closure of a long-standing <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> nature programme will have a \u201cdeeply regressive\u201d impact on efforts to protect endangered species and habitats in Ireland, an <a href=\"https:\/\/www.irishtimes.com\/tags\/oireachtas\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/oireachtas\/\">Oireachtas<\/a> committee has said. <\/p>\n<p class=\"c-paragraph paywall \">The Oireachtas Committee on the Environment has employed a rarely-used mechanism called a \u201cpolitical contribution\u201d to challenge the EU\u2019s decision to end the Life programme, a dedicated funding instrument for environmental and biodiversity initiatives.<\/p>\n<p class=\"c-paragraph paywall \">Since 1992, Ireland has secured funding for more than 100 Life projects with total investment exceeding \u20ac200 million. <\/p>\n<p class=\"c-paragraph paywall \">The Life programme has funded big projects to protect endangered species such as the corncrake, and vulnerable habitats such as blanket bogs and freshwater lakes. Participation by local communities, landowners and farmers has played an integral part of the projects, with funding available for positive actions that encourage conservation. <\/p>\n<p class=\"c-paragraph paywall \">However, last year the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a> announced that the Life programme would come to an end in 2028 and funding for conservation projects would be subsumed into a much larger fund that included research, industry, digital technologies and defence.<\/p>\n<p class=\"c-paragraph paywall \">The committee, chaired by Fine Gael TD <a href=\"https:\/\/www.irishtimes.com\/tags\/naoise-o-muiri\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/naoise-o-muiri\/\">Naoise \u00d3 Muir\u00ed<\/a>, has held a series of meetings this year to ascertain the impact of this change. It said  the changes would mean that nature projects would be competing in a very broad pool that used wider criteria \u2013 some not suited to environmental concerns \u2013 that would make it more difficult to secure funding. <\/p>\n<p class=\"c-paragraph paywall \">It has taken the step of drafting a \u201cpolitical contribution\u201d, a report that will be sent to the Government and president of the European Commission, <a href=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ursula-von-der-leyen\/\">Ursula von der Leyen<\/a>, requesting the decision to end the Life programme be reversed. <\/p>\n<p class=\"c-paragraph paywall \">In its report, the committee wrote:  \u201cThe new approach risks the erosion of funding levels for nature and biodiversity and diminished focus, impact and efficacy, including a potential reduction in specialised expertise.\u201d <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/2026\/02\/03\/endangered-corncrake-and-coastlines-focus-of-biodiversity-grants-worth-more-than-500000\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Endangered corncrake and coastlines focus of biodiversity grants worth more than \u20ac500,000Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">It also stated: \u201cThe committee is concerned that the ending of the Life programme as a stand-alone instrument for the benefit of environmental and biodiversity initiatives is deeply regressive.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Minister of State for Nature and Biodiversity <a href=\"https:\/\/www.irishtimes.com\/tags\/christopher-osullivan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/christopher-osullivan\/\">Christopher O\u2019Sullivan<\/a> said on Friday he strongly supports the Life programme and will crusade strongly to retain it. He said he has already brought up the matter with the EU\u2019s environment commissioner Jessika Roswall. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThese funding mechanisms have allowed us to think beyond \u2018business as usual\u2019,\u201d he said. <\/p>\n<p class=\"c-paragraph paywall \">He added that the programme had set the agenda for biodiversity policy across the State. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt\u2019s incredibly disheartening that the commission is proposing to take away the EU\u2019s only dedicated environmental funding instrument,\u201d added O\u2019Sullivan. <\/p>\n<p class=\"c-paragraph paywall \">John Carey, who has managed the Corncrake\/Traonach Conservation Programme, told the committee that Life funding had helped bring the corncrake back from the brink of extinction.<\/p>\n<p class=\"c-paragraph paywall \">\u00d3 Muir\u00ed said it became clear to the committee during its research that a lot of important conservation projects would never have got off the ground without Life funding. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/09\/28\/irelands-natural-environment-in-very-poor-condition-eu-analysis-finds\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Ireland\u2019s natural environment in \u2018very poor\u2019 condition, EU analysis findsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">\u201cBy ending this programme and mainstreaming the funding, there is a real possibility that some projects will lose funding,\u201d he said, adding that the new system would make it harder to establish such schemes. <\/p>\n<p class=\"c-paragraph paywall \">\u201cGetting projects started and getting buy-in from farmers and the local community takes time.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Senator <a href=\"https:\/\/www.irishtimes.com\/tags\/malcolm-noonan\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/malcolm-noonan\/\">Malcolm Noonan<\/a>, a <a href=\"https:\/\/www.irishtimes.com\/tags\/green-party\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/green-party\/\">Green Party<\/a> member of the committee, said he was very concerned about the development. <\/p>\n<p class=\"c-paragraph paywall \">\u201cOur fear is that nature projects could end up competing with infrastructure projects, or defence and security spending, or digital spending.
