{"id":415010,"date":"2026-04-01T14:07:19","date_gmt":"2026-04-01T14:07:19","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/415010\/"},"modified":"2026-04-01T14:07:19","modified_gmt":"2026-04-01T14:07:19","slug":"human-rights-and-irish-language-activists-among-presidents-council-of-state-appointments-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/415010\/","title":{"rendered":"Human rights and Irish language activists among President\u2019s Council of State appointments \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">President <a href=\"https:\/\/www.irishtimes.com\/tags\/catherine-connolly\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/catherine-connolly\">Catherine Connolly<\/a> has appointed academics, legal experts and activists in the areas of human rights and the Irish language as members of the Council of State. <\/p>\n<p class=\"c-paragraph paywall \">The President appoints seven members of the Council of State, which also has members including current and former taoisigh and chief justices. <\/p>\n<p class=\"c-paragraph paywall \">The council advises the President on the use of her discretionary powers, including referring a Bill to the <a href=\"https:\/\/www.irishtimes.com\/tags\/supreme-court\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/supreme-court\">Supreme Court<\/a> to test its constitutionality.<\/p>\n<p class=\"c-paragraph paywall \">On Tuesday, Connolly appointed seven people to serve on the Council of State.<\/p>\n<p class=\"c-paragraph paywall \">They include Linda Ervine, a teacher from a Protestant unionist background in <a href=\"https:\/\/www.irishtimes.com\/tags\/northern-ireland\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/northern-ireland\/\">Northern Ireland<\/a> who founded an <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-language\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-language\">Irish-language<\/a> school in east <a href=\"https:\/\/www.irishtimes.com\/tags\/belfast\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/belfast\/\">Belfast<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">She is the sister-in-law of the late Progressive Unionist Party (PUP) leader, David Ervine, and wife of Brian Ervine, who also led the party.<\/p>\n<p class=\"c-paragraph paywall \">The Irish Times previously reported how Linda Ervine was introduced to Irish in 2011 and <a href=\"https:\/\/www.irishtimes.com\/ireland\/2025\/02\/04\/scoil-na-seolta-brings-the-irish-language-to-a-loyalist-heartland\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/2025\/02\/04\/scoil-na-seolta-brings-the-irish-language-to-a-loyalist-heartland\/\">says it changed her life<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">She set up the Turas Irish language project and is the founder of Scoil na Seolta, the first integrated school in the North to teach through the medium of Irish.<\/p>\n<p class=\"c-paragraph paywall \">Another Council of State appointee, Colin Harvey, is a professor of human rights law at Queen\u2019s University Belfast and a Commissioner on the Irish Human Rights and Equality Commission.<\/p>\n<p class=\"c-paragraph paywall \">Harvey is also involved with the Ireland\u2019s Future organisation which promotes dialogue on constitutional change in Northern Ireland within the framework of the Belfast Agreement and campaigns for a \u201cnew and united Ireland that will be successful and sustainable\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Fionnuala N\u00ed Aol\u00e1in, another appointee, is also a professor of law at Queen\u2019s University. She was born in Dublin but grew up in the Connemara Gaeltacht and is an Irish speaker.<\/p>\n<p class=\"c-paragraph paywall \">N\u00ed Aol\u00e1in was United Nations Special Rapporteur on the Protection and Promotion of Human Rights while Countering Terrorism between 2017 and 2023.<\/p>\n<p class=\"c-paragraph paywall \">Also now on the Council of State is Kathleen Lynch, a sociologist and professor of equality studies at University College Dublin (UCD).<\/p>\n<p class=\"c-paragraph paywall \">She previously served as a member of the Irish Human Rights and Equality Commission (IHREC) from 2020 to 2025. <\/p>\n<p class=\"c-paragraph paywall \">The statement from \u00c1ras an Uachtar\u00e1in said she has \u201cdevoted her life to advancing equality and social justice through research, education and activism.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Another appointee, Donncha O\u2019Connell, is a professor of law at the University of Galway. He served two terms as a commissioner of the Law Reform Commission and was also a member of the Commission on the Future of Policing in Ireland and a board member of the Legal Aid Board. <\/p>\n<p class=\"c-paragraph paywall \">University College Cork law professor Conor O\u2019Mahony \u2013 whose teaching and research is said to focus on constitutional law and children\u2019s rights \u2013 has also been appointed to the Council of State. Between 2019 and 2022 he served as Special Rapporteur on Child Protection to the Government.<\/p>\n<p class=\"c-paragraph paywall \">Former president of the University of Galway Ciar\u00e1n \u00d3 h\u00d3gartaigh is the other appointee to the Council of State.
