{"id":417046,"date":"2026-04-02T17:52:36","date_gmt":"2026-04-02T17:52:36","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/417046\/"},"modified":"2026-04-02T17:52:36","modified_gmt":"2026-04-02T17:52:36","slug":"agreement-in-principle-on-plan-to-allow-tax-free-rental-of-back-garden-cabins-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/417046\/","title":{"rendered":"Agreement in principle on plan to allow tax-free rental of back garden cabins \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">There is agreement in principle at the top of Government for the <a href=\"https:\/\/www.irishtimes.com\/tags\/rent-a-room-relief\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/rent-a-room-relief\/\">rent-a-room scheme<\/a> to apply to back garden cabins, but more work is needed before the proposals can go to Cabinet.<\/p>\n<p class=\"c-paragraph paywall \">A Government spokesman said some Ministers raised \u201ca few questions\u201d about the details of the proposals but he did not think there was \u201cany disagreement on the overall plan\u201d. The questions relate to how  the scheme will work in practical terms, he said, amid speculation on why the plans did not go to Cabinet on Wednesday, despite media reports they would.<\/p>\n<p class=\"c-paragraph paywall \">The measures proposed by Minister for Housing <a href=\"https:\/\/www.irishtimes.com\/tags\/james-browne\/4\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-browne\/4\/\">James Browne<\/a> and Minister of State for Planning John Cummins could allow homeowners to earn up to \u20ac14,000 in tax-free income by renting out units in their gardens. These dwellings, of up to 45sq m, would be exempt from <a href=\"https:\/\/www.irishtimes.com\/tags\/planning-permission\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/planning-permission\/\">planning permission<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The Government spokesman said the proposals for exempted developments were not confirmed to be on the Cabinet agenda, and, \u201clike a lot of these memos, it just needs some more work\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The plans were discussed at the pre-Cabinet meeting of Coalition leaders on Wednesday morning. The spokesman said the Attorney General \u201chas some general observations\u201d and \u201cthere\u2019s some further issues to look at\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Sources said there is an agreement in principle for the rent-a-room scheme to apply to garden cabins, but the Attorney General\u2019s input is needed on the detail.<\/p>\n<p class=\"c-paragraph paywall \">There is an expectation among some in Government that the proposals could be on the Cabinet agenda as early as next week.<\/p>\n<p class=\"c-paragraph paywall \">T\u00e1naiste <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\">Simon Harris<\/a> on Wednesday morning said he expects the modular unit planning exemptions to be \u201cpopular\u201d. Allowing homeowners to rent out these spaces and earn up to \u20ac14,000 a year tax free is \u201csensible\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cMy sense is that on balance, the rent a room makes sense &#8230; because we do have a housing emergency, we should be taking practical measures to help people in the here and now,\u201d he said.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/social-affairs\/2026\/03\/31\/back-garden-living-incentives-could-expose-older-homeowners-to-abuse-charities-warn\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Back-garden living incentives could expose older homeowners to abuse, charities warnOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Opposition parties have rounded on the proposal, with Sinn F\u00e9in\u2019s housing spokesman Eoin \u00d3 Broin claiming renters would have \u201cabsolutely no rights\u201d under the Government\u2019s \u201cbeds in sheds\u201d idea.<\/p>\n<p class=\"c-paragraph paywall \">He was strongly against a possibility that renters in modular units could become licencees rather than tenants, as he said this would mean they would have \u201cno protections\u201d and would not have recourse to the national rental oversight body, the <a href=\"https:\/\/www.irishtimes.com\/tags\/residential-tenancies-board-prtb\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/residential-tenancies-board-prtb\/\">Residential Tenancies Board<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">Rory Hearne, housing spokesman for the Social Democrats, said there were a \u201clitany of flaws\u201d with the policy and a lack of safeguards to protect renters. His party supports modular housing, he said, but \u201conly when it\u2019s done right\u201d and \u201cplanned appropriately\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The rent-a-room scheme  allows homeowners to earn \u20ac14,000 tax free by r renting out a room within their home. It does not operate under standard tenancy agreements and falls outside the Residential Tenancies Act as the properties are owner-occupied. <\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, grants of up to \u20ac135,000 are now available to convert vacant spaces above shops into homes, where the upper floors have been vacant for at least two years. <\/p>\n<p class=\"c-paragraph paywall \">With the move, the Minister for Housing aims to unlock unused units in cities, towns and villages. The vacant property refurbishment grant has been available for vacant and derelict homes since July 2022, with  5,200 properties brought back into use through the scheme.<\/p>\n<p class=\"c-paragraph paywall \">The highest level of funding is for spaces converted into three residential units. Where one or two units are created, grants of up to \u20ac95,000 and \u20ac115,000 respectively will be available.
