{"id":449971,"date":"2026-04-23T14:15:11","date_gmt":"2026-04-23T14:15:11","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/449971\/"},"modified":"2026-04-23T14:15:11","modified_gmt":"2026-04-23T14:15:11","slug":"is-the-cost-rental-housing-model-broken-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/449971\/","title":{"rendered":"Is the cost-rental housing model broken? \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Since applications opened for the first cost-<a href=\"https:\/\/www.irishtimes.com\/tags\/renting\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/renting\/\">rental<\/a> housing development in Balbriggan in north <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin\">Dublin<\/a> in July 2021, every scheme has been vastly over-subscribed.<\/p>\n<p class=\"c-paragraph paywall \">Within a week, more than 1,000 prospective tenants had applied for the 25 Balbriggan cost-rental homes provided by housing association <a href=\"https:\/\/www.irishtimes.com\/tags\/cluid-housing\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/cluid-housing\/\">Cl\u00faid<\/a>, with rents between \u20ac935 and \u20ac1,150 a month. <\/p>\n<p class=\"c-paragraph paywall \">In December 2024, the <a href=\"https:\/\/www.irishtimes.com\/tags\/land-development-agency\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/land-development-agency\">Land Development Agency<\/a> (LDA) advertised 195 cost-rental apartments at Shanganagh Castle near Shankill in south county Dublin. More than 4,600 people applied to rent homes ranging from \u20ac1,175 to \u20ac1,775 a month. <\/p>\n<p class=\"c-paragraph paywall \">At the start of this year another housing body, Respond, advertised 145 cost-rental apartments in Tallaght for \u20ac1,875 a month and received more than 2,000 applications.<\/p>\n<p class=\"c-paragraph paywall \">The scheme is designed to cover the \u201ccost\u201d of <a href=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\">housing provision<\/a> over a period of up to 40 years. Rents are based on the cost of building, maintaining and managing the homes, rather than on making a profit, and although not stipulated in legislation, the Government has decided rents must be at least 25 per cent below market values.<\/p>\n<p class=\"c-paragraph paywall \">Eligible tenants, those earning less than \u20ac66,000 net in Dublin or \u20ac59,000 outside the capital, should be spending no more than 35 per cent of their net income on rent. They would be living in newly-built A-rated homes and their landlord will be a highly regulated entity, generally a not-for-profit housing body, the LDA, or in a small number of cases, a local authority. Possibly the scheme\u2019s biggest asset is there is no limit on the duration of the tenancy, so tenants effectively have a home for life.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2026\/04\/22\/minister-urges-housing-bodies-to-engage-on-finance-difficulties-for-cost-rental-schemes\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Minister urges housing bodies to engage on finance difficulties for cost-rental schemesOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">For tenants, cost-rental is all positives, apart from the fact that there isn\u2019t enough of it. However, for providers, cracks are starting to emerge. <\/p>\n<p class=\"c-paragraph paywall \">The initial projects were able to provide rents considerably below market rates. In Cl\u00faid\u2019s Balbriggan scheme, the rents were almost half of the local rents for new homes. The following year in Clondalkin in west Dublin, Tuath was offering homes in rents 30 per cent below market rates.<\/p>\n<p class=\"c-paragraph paywall \">However, as construction prices have increased and schemes have been developed in more expensive areas, rents have been creeping up. <\/p>\n<p class=\"c-paragraph paywall \">In O\u2019Devaney Gardens (now called Montpelier) in Dublin 7,  where applications for the first cost-rental homes closed this week, Tuath is offering one- and two-bedroom apartments with rents of \u20ac1,490 and \u20ac1,695 respectively, but also a small number of three-beds for \u20ac1,895. <\/p>\n<p class=\"c-paragraph paywall \">While this would still be 25 per cent lower than local market rents for a three-bed, only a small number of eligible tenants would meet the affordability test. To not exceed a rent payment of 35 per cent of net income, the household would have to have take-home pay of at least \u20ac64,971, but to qualify for cost rental their pay can\u2019t be above \u20ac66,000.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/property\/commercial-property\/2026\/04\/22\/housing-and-infrastructure-ambitions-face-fundamental-funding-challenge\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Housing and infrastructure ambitions face funding challengeOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Another financial difficulty emerged last week where the cost, not of construction but of the long-term maintenance, forced Cl\u00faid to abandon cost-rental plans in Cabra, Dublin.
