{"id":4524,"date":"2025-08-17T08:54:07","date_gmt":"2025-08-17T08:54:07","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/4524\/"},"modified":"2025-08-17T08:54:07","modified_gmt":"2025-08-17T08:54:07","slug":"putins-proposal-to-end-ukraine-war-includes-land-transfers-easing-sanctions-and-more-sources-say-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/4524\/","title":{"rendered":"Putin\u2019s proposal to end Ukraine war includes land transfers, easing sanctions and more, sources say \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph  \"><a href=\"https:\/\/www.irishtimes.com\/tags\/russia\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/russia\/\">Russia<\/a> would relinquish tiny pockets of occupied <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/ukraine-war\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/europe\/ukraine-war\/\">Ukraine<\/a> and Kyiv would cede swathes of its eastern land which Moscow has been unable to capture, under peace proposals discussed by Russia\u2019s <a href=\"https:\/\/www.irishtimes.com\/tags\/vladimir-putin\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/vladimir-putin\/\">Vladimir Putin<\/a> and <a href=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\">Donald Trump<\/a> at <a href=\"https:\/\/www.irishtimes.com\/world\/us\/2025\/08\/15\/ukrainians-watched-in-disbelief-as-america-rolled-out-the-red-carpet-for-vladimir-putin\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/us\/2025\/08\/15\/ukrainians-watched-in-disbelief-as-america-rolled-out-the-red-carpet-for-vladimir-putin\/\">their Alaska summit<\/a>, sources briefed on Moscow\u2019s thinking said.<\/p>\n<p class=\"c-paragraph  \">The account emerged the day after Mr Trump and Mr Putin met at an air force base in Alaska, the first encounter between a US president and the Kremlin chief since before the start of the Ukraine conflict.<\/p>\n<p class=\"c-paragraph  \">Ukrainian president <a href=\"https:\/\/www.irishtimes.com\/tags\/volodymyr-zelenskiy\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/volodymyr-zelenskiy\/\">Volodymyr Zelenskiy<\/a> is due to travel to Washington on Monday to discuss with Mr Trump a possible settlement of the full-scale war, which Mr Putin launched in February 2022.<\/p>\n<p class=\"c-paragraph  \">Although the summit failed to secure the ceasefire he said he had wanted, Mr Trump said in an interview with Fox News\u2019 Se\u00e1n Hannity that he and Mr Putin had discussed land transfers and security guarantees for Ukraine, and had \u201clargely agreed\u201d.<\/p>\n<p class=\"c-paragraph  \">\u201cI think we\u2019re pretty close to a deal,\u201d Mr Trump said, adding: \u201cUkraine has to agree to it. Maybe they\u2019ll say \u2018no\u2019.\u201d<\/p>\n<p class=\"c-paragraph  \">The two sources, who requested anonymity to discuss sensitive matters, said their knowledge of Mr Putin\u2019s proposals was mostly based on discussions between leaders in Europe, the US and Ukraine, and noted it was not complete.<\/p>\n<p class=\"c-paragraph  \">Mr Trump briefed Mr Zelenskiy and European leaders on his summit discussions early on Saturday.<\/p>\n<p class=\"c-paragraph  \">It was not immediately clear if the proposals by Mr Putin were an opening gambit to serve as a starting point for negotiations or more like a final offer that was not subject to discussion.<\/p>\n<p class=\"c-paragraph  \">At face value, at least some of the demands would present huge challenges for Ukraine\u2019s leadership to accept.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/europe\/2025\/08\/16\/russian-politicians-hail-trump-putin-summit-as-a-victory-for-moscow-and-its-narrative-on-ukraine-war\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Russian politicians hail Trump-Putin summit as a victory for Moscow and its narrative on Ukraine warOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph  \">It is understood Mr Putin\u2019s offer ruled out a ceasefire until a comprehensive deal is reached, blocking a key demand of Mr Zelenskiy, whose country is hit daily by Russian drones and ballistic missiles.<\/p>\n<p class=\"c-paragraph  \">Under the proposed Russian deal, Kyiv would fully withdraw from the eastern Donetsk and Luhansk regions in return for a Russian pledge to freeze the front lines in the southern regions of Kherson and Zaporizhzhia, the sources said.<\/p>\n<p class=\"c-paragraph  \">Ukraine has already rejected any retreat from Ukrainian land such as the Donetsk region, where its troops are dug in and which Kyiv says serves as a crucial defensive structure to prevent Russian attacks deeper into its territory.<\/p>\n<p class=\"c-paragraph  \">Russia would be prepared to return comparatively small tracts of Ukrainian land it has occupied in the northern Sumy and northeastern Kharkiv regions, the sources said.<\/p>\n<p class=\"c-paragraph  \">Russia holds pockets of the Sumy and Kharkiv regions that total about 440sq km, according to Ukraine\u2019s Deep State battlefield mapping project. Ukraine controls about 6,600sq km of Donbas, which comprises the Donetsk and Luhansk regions and is claimed by Russia.<\/p>\n<p class=\"c-paragraph  \">Although the Americans have not spelt this out, the sources said they knew Russia\u2019s leader was also seeking \u2013 at the very least \u2013 formal recognition of Russian sovereignty over Crimea, which Moscow seized from Ukraine in 2014.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/us\/2025\/08\/16\/trumps-red-carpet-to-bring-putin-out-of-international-purgatory-made-for-a-nauseating-charade\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Nauseating charade as Putin comes out of international purgatory on Trump\u2019s red carpetOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph  \">It was not clear if that meant recognition by the US government or, for instance, all western powers and Ukraine. Kyiv and its European allies reject formal recognition of Moscow\u2019s rule in the peninsula.<\/p>\n<p class=\"c-paragraph  \">They said Mr Putin would also expect the lifting of at least some of the array of sanctions on Russia. However, they could not say if this applied to US as well as European sanctions.<\/p>\n<p class=\"c-paragraph  \">Mr Trump said on Friday he did not immediately need to consider retaliatory tariffs on countries such as China for buying Russian oil \u2013 which is subject to a range of western sanctions \u2013 but might have to \u201cin two or three weeks.\u201d<\/p>\n<p class=\"c-paragraph  \">Ukraine would also be barred from joining the Nato military alliance, though Mr Putin seemed to be open to Ukraine receiving some kind of security guarantees, the sources said.<\/p>\n<p class=\"c-paragraph  \">However, they added that it was unclear what this meant in practice. European leaders said Mr Trump had discussed security guarantees for Ukraine during their conversation on Saturday and also broached an idea for an \u201cArticle 5\u201d-style guarantee outside the Nato military alliance.<\/p>\n<p class=\"c-paragraph  \">Nato regards any attack launched on one of its 32 members as an attack on all under its Article 5 clause.<\/p>\n<p class=\"c-paragraph  \">Joining the Atlantic alliance is a strategic objective for Kyiv that is enshrined in the country\u2019s constitution.<\/p>\n<p class=\"c-paragraph  \">Russia would also demand official status for the Russian language inside parts of, or across, Ukraine, as well as the right of the Russian Orthodox Church to operate freely, the sources said.<\/p>\n<p class=\"c-paragraph  \">Ukraine\u2019s security agency accuses the Moscow-linked church of abetting Russia\u2019s war on Ukraine by spreading pro-Russian propaganda and housing spies, something denied by the church which says it has cut canonical ties with Moscow.<\/p>\n<p class=\"c-paragraph  \">Ukraine has passed a law banning Russia-linked religious organisations, of which it considers the church to be one.
