Just a random caller.\u201d<\/p>\n<p class=\"c-paragraph paywall \">She is referring to a practice that angers the <a href=\"https:\/\/www.irishtimes.com\/tags\/national-lottery\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/national-lottery\/\">National Lottery<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">Bookmakers allow people to bet that two or three particular numbers will come up in the national draw. According to Byrne, many people place this type of bet regularly: selecting numbers that have a personal significance to them. Children\u2019s birthdays and the date of wedding anniversaries are favourites. <\/p>\n<p class=\"c-paragraph paywall \">She says the odds offered \u2013 typically 33\/1 on two out of seven numbers being drawn \u2013 give punters a much better chance of a return than the actual lottery does.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"www.irishtimes.com\/politics\/2026\/04\/28\/national-lottery-operator-seeks-ban-on-placing-bets-on-its-draws-in-bookmakers\/\">Lotto operator seeks ban on bookmakers taking bets on draws amid claims of \u20ac289m sales losses<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">This week the operators of the National Lottery came out swinging at the practice.<\/p>\n<p class=\"c-paragraph paywall \">They argue that it is depriving good causes of \u20ac81 million in potential revenue and have called for it to be banned. They point out that the practice is not permitted in 25 out of 27 <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> member states.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Staff at Centra on Shandon Street, Cork, celebrate selling a winning &#x20AC;250m EuroMillions ticket last June. Photograph: Mac Innes Photography <\/p>\n<p class=\"c-paragraph paywall \">\u201cI know they [National Lottery] say, \u2018We give it to good causes and you guys [bookmakers] don\u2019t\u2019,\u201d Byrne says.<\/p>\n<p class=\"c-paragraph paywall \">\u201cBut their business model is very different \u2013 they have a pot of money that is guaranteed. A bookmaker is very different; a bookmaker could actually lose money.\u201d<\/p>\n<p class=\"c-paragraph paywall \">After calling for a ban on such betting in bookmakers this week, the National Lottery operator finds itself under scrutiny again. <\/p>\n<p class=\"c-paragraph paywall \">At the same time as going to war with Ireland\u2019s gambling industry over betting on its Lotto, it is facing calls for the main draw to be moved beyond the 9pm watershed.<\/p>\n<p class=\"c-paragraph paywall \">The lottery exists in a strange place.<\/p>\n<p class=\"c-paragraph paywall \">It is marketed as a joyful, harmless punt that benefits good causes. Yet its critics say it is helping to normalise gambling among children \u2013 and question the proportion of the proceeds making their way to charities and community groups.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt\u2019s amazing the number of people who have said to us they were never comfortable with how the family movie was stopped on a Saturday night to show the lottery draw,\u201d says researcher Frank Houghton, the principal investigator at the tobacco, alcohol and gambling research group at <a href=\"https:\/\/www.irishtimes.com\/tags\/technological-university-of-the-shannon\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/technological-university-of-the-shannon\/\">Technological University of the Shannon<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhat the National Lottery does quite excellently is it manages to portray a fantastically sanitised and philanthropic image of what \u2013 at the end of the day \u2013 is gambling.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIt serves to normalise gambling. Its advertising is ubiquitous. My concern is always around the impact of such exposure on children. We know we have an underage gambling problem in Ireland \u2013 and yet this isn\u2019t being addressed.\u201d<\/p>\n<p>Where does every euro spent on the lottery go?<\/p>\n<ul class=\"c-unordered-list paywall\">\n<li class=\"c-list-item paywall\">57 cent \u2013 prizes <\/li>\n<li class=\"c-list-item paywall\">28 cent \u2013 \u201cgood causes\u201d<\/li>\n<li class=\"c-list-item paywall\">10 cent \u2013 costs and profit<\/li>\n<li class=\"c-list-item paywall\">5 cent \u2013 retailers <\/li>\n<\/ul>\n<p class=\"c-paragraph paywall \">Four per cent of prizes go unclaimed and this money is put towards marketing<\/p>\n<p class=\"c-paragraph paywall \">Source: \u20ac1 spend on National Lottery or Lotto Product (2024) &#8211; National Lottery<\/p>\n<p class=\"c-paragraph paywall \">Houghton argues it is \u201cbizarre\u201d that the lottery has been exempted from the new Gambling Regulation Act. This, he says, means it will be able to advertise extensively and position its products prominently, while the likes of <a href=\"https:\/\/www.irishtimes.com\/tags\/paddy-power\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/paddy-power\/\">Paddy Power<\/a> and other bookmakers will be significantly constrained. <\/p>\n<p class=\"c-paragraph paywall \">A key plank of the National Lottery\u2019s argument that it should be treated differently from mainstream gambling businesses relates to the contributions it makes to \u201cgood causes\u201d. Photograph: Nick Bradshaw <\/p>\n<p class=\"c-paragraph paywall \">The National Lottery is run by Premier Lotteries Ireland (PLI), which was awarded the 20-year contract in 2014. Three years ago, PLI was sold to La Fran\u00e7aise des Jeux (FDJ), <a href=\"https:\/\/www.irishtimes.com\/tags\/france\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/france\">France\u2019s<\/a> lottery operator and one of Europe\u2019s biggest gambling businesses.<\/p>\n<p class=\"c-paragraph paywall \">PLI says that since it was established in 1987, the lottery has generated almost \u20ac7 billion for causes across the State and says about 4,500 organisations are beneficiaries.<\/p>\n<p class=\"c-paragraph paywall \">This money is not allocated by the company. Instead it is transferred from the National Lottery Fund to the Central Exchequer. Government departments then sift through applications for funding and \u201cdisperse grants accordingly\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Sports, arts, heritage, youth, health, community and Irish language are the categories under which applicants can apply.<\/p>\n<p class=\"c-paragraph paywall \">Recipients cited by the Lottery range from drug and alcohol treatment centres to organisations that rescue and rehabilitate bats.<\/p>\n<p class=\"c-paragraph paywall \">So how is the money generated by lottery ticket sales divided up?<\/p>\n<p class=\"c-paragraph paywall \">The legislation underpinning the contract dictates that the total value of prizes across the portfolio of National Lottery games should be at least 50 per cent of the income generated in a given financial year. Once the prizes are accounted for, then 65 per cent of the remaining ticket income should go towards good causes.<\/p>\n<p class=\"c-paragraph paywall \">The exact amount that goes towards prizes can vary from year to year and can be significantly higher than the 50 per cent threshold. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Three of the 22 members of a Dublin Bus lotto syndicate at the Broadstone depot collect their &#x20AC;23.8m winnings in July 2016. Photograph: Alan Betson <\/p>\n<p class=\"c-paragraph paywall \">In 2024, the total paid out in prize money was 56.99 per cent of total sales. The year before had been slightly higher at 57.7 per cent of sales.<\/p>\n<p class=\"c-paragraph paywall \">The business sells lots of tickets. According to its latest accounts for 2024, total sales of draw tickets, scratch cards and instant games came to almost \u20ac856 million. <\/p>\n<p class=\"c-paragraph paywall \">From that, around \u20ac488 million was paid out on prizes and \u20ac239 million went to good causes. Retailers were said to have received \u20ac44 million in commissions, while the company says around 10 per cent of total sales cover its operating costs, expenses and profit.<\/p>\n<p class=\"c-paragraph paywall \">The company reported an operating loss for the year of \u20ac5.9 million.<\/p>\n<p class=\"c-paragraph paywall \">At the same time, a \u20ac20 million dividend payment was made to its immediate parent company \u2013 FDJ International Lotteries \u2013 with a proposed further \u20ac10 million to be paid in 2025.<\/p>\n<p class=\"c-paragraph paywall \">According to the accounts, the loss attributable to shareholders\u2019 payments the previous year was double this, standing at \u20ac40 million. In 2022 it accounted for \u20ac22 million.<\/p>\n<p class=\"c-paragraph paywall \">The French parent company is a big operation and was previously owned by the French state. In 2024, FDJ reported group revenue in excess of \u20ac3.7 billion and a net profit of almost \u20ac500 million.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe unclaimed prizes is my pet hate,\u201d says Byrne from the bookmakers association. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Bookmakers reject claims they are 'cannibalising' the National Lottery's market. Photographer: Matthew Lloyd\/Getty <\/p>\n<p class=\"c-paragraph paywall \">The lotto company is allowed, after 90 days, to put this money towards the promotion of the National Lottery within the following 365 days.<\/p>\n<p class=\"c-paragraph paywall \">The last time the <a href=\"https:\/\/www.irishtimes.com\/tags\/comptroller-and-auditor-general\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/comptroller-and-auditor-general\/\">Comptroller and Auditor General<\/a> (C&amp;AG) looked at this issue it found that between 2015 and 2021 just over \u20ac124 million in \u201cforfeited\u201d prizes had been availed of by the operator \u2013 roughly \u20ac18 million a year. <\/p>\n<p class=\"c-paragraph paywall \">The C&amp;AG recommended that annual numbers be made available.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThey get to keep almost \u20ac20 million a year and pump it into advertising,\u201d Byrne says. \u201cPerhaps it could be made better use of. They get to decide what they do with it.\u201d<\/p>\n<p class=\"c-paragraph paywall \">A PLI spokesperson said it could not reveal how much it spent on marketing as it was \u201ccommercially sensitive\u201d, but that typically 4 per cent of prizes would go unclaimed every year. <\/p>\n<p class=\"c-paragraph paywall \">The battle between the traditional bookmakers market and PLI has been going on for several years. <\/p>\n<p class=\"c-paragraph paywall \">In late 2019, a report commissioned by the European Lotto Betting Association (ELBA) said the commercial strategy being pursued by PLI was costing up to \u20ac43 million a year in lost revenues for good causes.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Paul and Helen Cunningham, from Fairhill, Cork, collect a cheque for what was then a record jackpot prize of more than &#x20AC;16.1m in August 2007. Photograph: Eric Luke <\/p>\n<p class=\"c-paragraph paywall \">Written by economist Tony Foley of <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-university\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-university\/\">Dublin City University<\/a>, the report said a large part of this was due to the \u201cunprecedented\u201d level of unclaimed prizes returned to the operator. He argued then that the threat of online lottery betting to good causes funding was \u201cminimal\u201d.<\/p>\n<p class=\"c-paragraph paywall \">PLI responded by pointing out that the ELBA members did not make any contributions to good-cause funding and some continued betting activities on the Irish lottery which were prohibited in other European countries.<\/p>\n<p class=\"c-paragraph paywall \">It also argued that the amount of good-cause funding raised in 2018 was \u20ac49 million higher than in 2014.<\/p>\n<p class=\"c-paragraph paywall \">This renewed bout of verbal jousting all comes as the new gambling regulator has started to go about its work. <\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/gambling-regulatory-authority\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/gambling-regulatory-authority\/\">Gambling Regulatory Authority<\/a> is due to start issuing licences for remote betting in July. The retail sector follows later in the year. <\/p>\n<p class=\"c-paragraph paywall \">Byrne says the bookmaker industry is shrinking.<\/p>\n<p class=\"c-paragraph paywall \">\u201cOur sector is shrinking rapidly while theirs [the National Lottery] is growing,\u201d she says. \u201cTheir turnover is not dropping and they say we are cannibalising their market.
