{"id":467528,"date":"2026-05-04T07:02:16","date_gmt":"2026-05-04T07:02:16","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/467528\/"},"modified":"2026-05-04T07:02:16","modified_gmt":"2026-05-04T07:02:16","slug":"unions-may-seek-hefty-increases-in-looming-pay-talks-as-spending-pressures-mount-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/467528\/","title":{"rendered":"Unions may seek hefty increases in looming pay talks as spending pressures mount \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Talks on a new public-sector pay agreement are expected to get under way \u201cin the coming weeks\u201d, the Government has said, with trade unions expected to push for above-inflation pay increases.<\/p>\n<p class=\"c-paragraph paywall \">The current agreement<b> <\/b>expires at the end of June but exploratory talks are expected to begin before that. <\/p>\n<p class=\"c-paragraph paywall \">There is an expectation in Government that the union side <a href=\"https:\/\/www.irishtimes.com\/ireland\/education\/2026\/04\/08\/teachers-must-receive-substantial-pay-rise-no-ifs-or-buts-says-asti\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/education\/2026\/04\/08\/teachers-must-receive-substantial-pay-rise-no-ifs-or-buts-says-asti\/\">will seek hefty pay increases<\/a>, as workers have seen the <a href=\"https:\/\/www.irishtimes.com\/business\/work\/2026\/03\/30\/unite-trade-unions-public-sector-workers-feeling-cost-of-living-pinch\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/work\/2026\/03\/30\/unite-trade-unions-public-sector-workers-feeling-cost-of-living-pinch\/\">value of their wages diminished<\/a> by the recent spike in inflation. <\/p>\n<p class=\"c-paragraph paywall \">In a statement to The Irish Times, the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-public-expenditure-and-reform\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-public-expenditure-and-reform\/\">Department of Public Expenditure<\/a> said: \u201cIn accordance with the programme for government, Government and public-service staff representatives will be due to enter into discussions in the coming weeks on the potential for a successor agreement. <\/p>\n<p class=\"c-paragraph paywall \">\u201cOnce an agreement is finalised funding will be allocated through the estimates process, following Government agreement.\u201d<\/p>\n<p class=\"c-paragraph paywall \">There is a strong feeling in union circles that if there is to be a multiannual agreement it will have to include broader elements such as <a href=\"https:\/\/www.irishtimes.com\/tags\/remote-working\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/remote-working\/\">remote working<\/a> and some input into wider policy elements such as <a href=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\">housing<\/a> \u2013 what the unions are calling \u201ccommon-good issues\u201d. <\/p>\n<p class=\"c-paragraph paywall \">In the absence of that, said Kevin Callinan, general secretary of <a href=\"https:\/\/www.irishtimes.com\/tags\/forsa\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/forsa\/\">F\u00f3rsa<\/a> and head of the <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-congress-of-trade-unions\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-congress-of-trade-unions\/\">Irish Congress of Trade Union<\/a> (Ictu)\u2019s public-services committee, a short-term pay agreement is the summit of what is possible. And that will be agreed by the unions only if it adequately compensates workers for elements of last year\u2019s budget, such as the failure to index <a href=\"https:\/\/www.irishtimes.com\/tags\/tax\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tax\/\">tax<\/a> bands, and the inflation over recent months that has hammered people\u2019s spending power.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe\u2019re not going to sit down with the Department of Public Expenditure at the WRC [Workplace Relations Commission] and do a deal like we\u2019ve done for the last 15 years,\u201d Callinan said.<\/p>\n<p class=\"c-paragraph paywall \">Taoiseach <a href=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\/\">Miche\u00e1l Martin<\/a> is due to address the F\u00f3rsa annual conference next week, where he is expected to set out some of the Government\u2019s thinking on the issue. Public-sector workers received a 1 per cent pay increase in February of this year and the final 1 per cent under the existing deal is payable from June 1st. The outgoing deal, agreed in 2024, cost the exchequer an additional \u20ac3.6 billion. <\/p>\n<p class=\"c-paragraph paywall \">Despite recently upgrading the forecast for its budget surplus, spending pressures are growing across the board. While the recent package of fuel supports, costing \u20ac750 million, is due to conclude at the end of July, senior sources across Government conceded that if fuel prices remain high, it would be politically impossible to restore previous excise rates and increase fuel prices.<\/p>\n<p class=\"c-paragraph paywall \">In addition, it is understood that a \u20ac1 billion \u201ccontingency reserve\u201d put in place as part of the budget to provide resources for unforeseen spending requirements this year has already been used up.<\/p>\n<p class=\"c-paragraph paywall \">The fund has been tapped for \u20ac200 million of overspending in the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-education\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-education\/\">Department of Education<\/a>, and also for the costs of the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> presidency in the second half of the year, expected to be in excess of \u20ac300 million. <\/p>\n<p class=\"c-paragraph paywall \">In addition, there is an extra public-sector pay-day in the calendar this year, meaning the pay bill will be greater than normal. <\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, the Government will be faced with further demands this week from Opposition parties for a mini-budget to help people cope with increased costs.
