{"id":471513,"date":"2026-05-06T16:19:10","date_gmt":"2026-05-06T16:19:10","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/471513\/"},"modified":"2026-05-06T16:19:10","modified_gmt":"2026-05-06T16:19:10","slug":"hse-to-pause-recruitment-in-some-non-frontline-roles-due-to-e250m-overspend-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/471513\/","title":{"rendered":"HSE to pause recruitment in some non-frontline roles due to \u20ac250m overspend \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/hse\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/hse\/\">HSE<\/a> is to pause recruitment in non-frontline roles across significant parts of the country under new measures to deal with overspending in the health service, which hit \u20ac250 million for the first quarter of the year.<\/p>\n<p class=\"c-paragraph paywall \">HSE chief executive Anne O\u2019Connor told her senior management team in a memo on Tuesday that the organisation was now \u201csignificantly over budget\u201d. She said the HSE\u2019s financial position had \u201csignificantly worsened\u201d over recent weeks. <\/p>\n<p class=\"c-paragraph paywall \">Figures indicate the level of overspending recorded in the health service accelerated in March.<\/p>\n<p class=\"c-paragraph paywall \">Under measures to be put in place by O\u2019Connor, three HSE regions \u2013 Dublin and South East, Dublin Midlands and the South West \u2013 have been placed in what is known as tier three escalation, which will involve the introduction of employment controls and greater scrutiny on spending.<\/p>\n<p class=\"c-paragraph paywall \">The Irish Times understands that in these three regions, a pause on recruitment will apply across all non-frontline, non-critical posts. Exceptions to these restrictions will require a business case to be approved by the regional executive officer (REO). <\/p>\n<p class=\"c-paragraph paywall \">O\u2019Connor told senior managers that corrective measures introduced  earlier this year had not delivered the improvements required, and additional measures were now being introduced.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis is a serious position, and one we can and must address through the year,\u201d O\u2019Connor said.<\/p>\n<p class=\"c-paragraph paywall \">She said the new controls  would focus on \u201cdiscretionary spend, on the use of agency staff and on recruitment\u201d.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/health\/2026\/05\/04\/cancer-and-ambulance-services-among-hse-websites-shut-down-after-cybersecurity-incident\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Cancer and ambulance services among HSE websites shut down after cybersecurity incidentOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">\u201cRecruitment can only take place to approved and affordable positions and only after approval by the REO or those authorised to approve posts at the centre [of the HSE]. Decisions affecting clinical services will continue to be made through normal clinical and operational governance, with patient safety as the paramount consideration,\u201d she said in the memo to senior management.<\/p>\n<p class=\"c-paragraph paywall \">O\u2019Connor said the purpose of the new measures was to ensure that as the year progressed, \u201cwe can avoid taking decisions which would affect the services we provide\u201d.<\/p>\n<p class=\"c-paragraph paywall \">In a separate letter sent to the Dublin South East region \u2013 which was seen by The Irish Times \u2013 O\u2019Connor sought a savings plan to be submitted by later this week.<\/p>\n<p class=\"c-paragraph paywall \">The HSE chief executive said  Dublin South East  had recorded a \u20ac37 million deficit in the first quarter \u2013 equivalent to 5.7 per cent.<\/p>\n<p class=\"c-paragraph paywall \">\u201cA variance of this scale, taken together with the composition of the overspend and the insufficiency of the corrective measures advanced to date, is in my judgment a material departure from the financial performance expected of the region under the National Service Plan 2026 and your 2026 performance agreement.\u201d<\/p>\n<p class=\"c-paragraph paywall \">O\u2019Connor said in the letter to senior management in the HSE Dublin South East area that this escalation (to tier three level) \u201creflects a loss of confidence in the existing financial controls operating within the region and the need to put strengthened controls in place as a priority\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Overall,  in the first two months of the year the organisation as a whole recorded a deficit of \u20ac146 million, the HSE chief said. However, by the end of March this had risen to \u20ac250 million.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe HSE must operate within the annual funded level as set out in the National Service Plan 2026,\u201d she said.<\/p>\n<p class=\"c-paragraph paywall \">O\u2019Connor said that although the work of staff across the system to deliver care, often under sustained pressure, was fully recognised and highly valued, \u201cat the same time, we are entrusted with significant public funds and we are accountable for their proper use\u201d. <\/p>\n<p class=\"c-paragraph paywall \">\u201cActing decisively when the financial position requires it is part of that accountability. The measures I have set out and the levels of escalation applied should not be read as a judgment on the work of staff in any particular region. They are a structured response to a financial control challenge that has emerged across multiple regions in 2026.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe objective for the remainder of the year is to deliver significant and sustained improvement in the financial position and to restore the HSE to a sustainable financial footing. she said.<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, nurses on Wednesday warned the new HSE employment controls were a \u201cprecursor to a [recruitment] embargo\u201d.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/health\/2024\/05\/06\/just-how-unsafe-are-emergency-departments-in-irish-hospitals\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Just how unsafe are emergency departments in Irish hospitals?Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Phil N\u00ed Sheaghdha, general secretary of the Irish Nurses and Midwives Organisation,  said the union noted that clinical posts will be exempt for the moment.<\/p>\n<p class=\"c-paragraph paywall \">\u201cBut we have to again say that we heard this before,\u201d she said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIf the HSE are over budget in certain locations, we must ensure that staffing is not the first place they go.\u201d<\/p>\n<p class=\"c-paragraph paywall \">N\u00ed Sheaghdha said the HSE went \u201cfrom year to year with a budget that is too small\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIf the only leeway they have is curtailment of services, that\u2019s the wrong model. We need multi-annual budgeting.
