{"id":481623,"date":"2026-05-12T23:08:16","date_gmt":"2026-05-12T23:08:16","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/481623\/"},"modified":"2026-05-12T23:08:16","modified_gmt":"2026-05-12T23:08:16","slug":"councils-oliver-bond-plans-would-have-cost-up-to-e700000-per-flat-housing-committee-told-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/481623\/","title":{"rendered":"Council\u2019s Oliver Bond plans would have cost up to \u20ac700,000 per flat, housing committee told \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The regeneration of Oliver Bond House would have cost up to \u20ac700,000 per flat under <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\">Dublin City Council<\/a>\u2019s plans, the assistant secretary of the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-housing-local-government-and-heritage\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-housing-local-government-and-heritage\/\">Department of Housing<\/a> has told an Oireachtas Committee. <\/p>\n<p class=\"c-paragraph paywall \">Paul Benson said it was \u201cextraordinary\u201d his department would be accused of \u201cpenny pinching\u201d in relation to regeneration and that more than \u20ac20 million remained available to the council for the refurbishment of the complex.<\/p>\n<p class=\"c-paragraph paywall \">Benson was addressing the housing committee after the department said it would not fund the plans submitted by the council for the first phase of Oliver Bond regeneration because of the reduction proposed in the number of flats in the complex.<\/p>\n<p class=\"c-paragraph paywall \">The complex of 391 flats in 16 blocks in the southwest inner city has been plagued with social and structural problems, with residents enduring damp, mould and rat infestations. All the flats in the 1936 complex are below the minimum size standard.<\/p>\n<p class=\"c-paragraph paywall \">In 2023 the council secured approval from the department to design the first phase of the regeneration to combine 74 small flats to create 46 larger new ones. However, on April 27th the department told the council it could no longer support \u201csuch a large reduction of homes during a <a href=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\">housing crisis<\/a>\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The department instead proposed <a href=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2026\/05\/13\/department-of-housing-proposes-fewer-beds-in-oliver-bond-flats-complex-in-dublin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/dublin\/2026\/05\/13\/department-of-housing-proposes-fewer-beds-in-oliver-bond-flats-complex-in-dublin\/\">reducing the number of bedspaces per flat<\/a> to meet the size standards. Currently the 74 flats have 196 bed spaces. Under the council\u2019s proposals the 46 larger flats would have 144 bed spaces. The department\u2019s proposal would result in all flats being used as studios or one-beds and bed spaces would be reduced to 114.<\/p>\n<p class=\"c-paragraph paywall \">The department \u201chas not refused regeneration funding for Oliver Bond House\u201d and funding of more than \u20ac20 million \u201cunequivocally\u201d remains in place, Benson said. However he said the council had been asked to submit revised proposals so there was \u201cno significant reduction in homes post regeneration without adequate justification\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Sinn F\u00e9in TD <a href=\"https:\/\/www.irishtimes.com\/tags\/eoin-o-broin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/eoin-o-broin\/\">Eoin \u00d3 Broin<\/a> said the department\u2019s plans to reduce the number of bedspaces in the flats to meet size standards meant fewer people would be housed in Oliver Bond.<\/p>\n<p class=\"c-paragraph paywall \">Benson said 83 per cent of Dublin City Council\u2019s housing waiting list was made up of single adults and couples looking for studios and one-bed flats, and it would be \u201cshortsighted not to make provision for those people\u201d. He said  it was common for larger homes, such as three-beds,  to be under-occupied.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2026\/05\/12\/apartment-remediation-scheme-costs-face-caps\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Spending on scheme to fix defects in Celtic-Tiger era apartments could be cappedOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">\u00d3 Broin said the department\u2019s acknowledgment that under its proposal fewer people would be accommodated in Oliver Bond meant the issue was not about the reduced number of homes. \u201cThis is about the amount of money the department is willing to spend,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">Benson said: \u201cDeputy, I find it quite extraordinary you would sit there and you would say to me the department is penny pinching, effectively. The department has funded [Dublin City Council] to the tune of almost \u20ac1 billion since 2016 for regeneration projects.\u201d<\/p>\n<p class=\"c-paragraph paywall \">In relation to value for money, Benson said the council\u2019s proposal \u201cto turn eight one-beds into four three-beds is going to cost \u20ac3 million-odd. That\u2019s over \u20ac700,000 per three-bed, per social home.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The council\u2019s head of housing, Mick Mulhern, said the council submitted a proposal to the department for \u20ac21 million at an average cost of \u20ac460,000 per home. Benson intervened to say this did not include design fees, provision for inflation, or contingency \u201cfor a whole lot of fees and charges that will arise\u201d. Mulhern said the costs did factor in provision for inflation and other charges, but not design fees.<\/p>\n<p class=\"c-paragraph paywall \">Oliver Bond resident Gayle Cullen-Doyle told the committee it was \u201cparticularly distressing\u201d the project was being framed as not representing value for money. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe value of human life, health and dignity must be central to any assessment. Us residents wish to emphasise our lives are valuable, our community is worth investing in. Funding has not been refused. Funding has not been withdrawn at all.
