{"id":484691,"date":"2026-05-14T18:01:09","date_gmt":"2026-05-14T18:01:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/484691\/"},"modified":"2026-05-14T18:01:09","modified_gmt":"2026-05-14T18:01:09","slug":"transport-authority-disputes-pac-report-claiming-new-ticketing-system-is-e41m-over-budget-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/484691\/","title":{"rendered":"Transport authority disputes PAC report claiming new ticketing system is \u20ac41m over budget \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The National Transport Authority (NTA) has disputed a report suggesting it faces a \u20ac41 million cost overrun on its \u201cnext-generation\u201d contactless ticketing system, which will allow passengers to tap their bank cards on buses, trains and the Luas.<\/p>\n<p class=\"c-paragraph paywall \">A spokesman for the authority said the suggestion made in a D\u00e1il <a href=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\">Public Accounts Committee<\/a> (PAC) report is \u201cincorrect and without foundation\u201d. He said the calculations seem to be based on a \u201cmisinterpretation\u201d of figures the Department of Transport shared with the PAC.<\/p>\n<p class=\"c-paragraph paywall \">The new ticketing system is, in fact, \u201cbeing delivered by the NTA within budget and is also on schedule\u201d, he said.<\/p>\n<p class=\"c-paragraph paywall \">The PAC report found that a number of key IT projects being undertaken by Government departments and State agencies were projected to run over budgets by more than \u20ac61 million. Among these was the NTA\u2019s ticketing system, which the PAC said could now cost up to \u20ac269 million to deliver, amounting to an overrun of about \u20ac41 million.<\/p>\n<p class=\"c-paragraph paywall \">The PAC is understood to be seeking clarification following the NTA\u2019s objection to the calculations.<\/p>\n<p class=\"c-paragraph paywall \">Earlier Sinn F\u00e9in TD John Brady, chair of the PAC, said the cost overrun on this project, as set out in the committee\u2019s report, was \u201cparticularly alarming\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The report also revealed that a \u20ac3.6 million case management system project for the <a href=\"https:\/\/www.irishtimes.com\/tags\/garda-ombudsman\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/garda-ombudsman\/\">Garda ombudsman<\/a>\u2019s office was terminated following contractual issues.<\/p>\n<p class=\"c-paragraph paywall \">It said the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-children-disability-and-equality\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-children-disability-and-equality\/\">Department of Children<\/a>\u2019s affordable childcare scheme ICT project exceeded its original estimate by 49 per cent to reach a final cost of \u20ac10.6 million.<\/p>\n<p class=\"c-paragraph paywall \">A <a href=\"https:\/\/www.irishtimes.com\/tags\/forensic-science-ireland\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/forensic-science-ireland\/\">Forensic Science Ireland<\/a> project for the management of DNA samples that had an initial costing of \u20ac760,027 cost \u20ac2.7 million by the time it was completed last year,  the committee was told by the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-justice\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-justice\/\">Department of Justice<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe original business case greatly underestimated the complexity of the project and resources required to deliver on requirements,\u201d the department said.<\/p>\n<p class=\"c-paragraph paywall \">The project team reported regularly during the three years when the project was being worked on, and the additional costs were \u201cconsidered and approved,\u201d the committee was told.<\/p>\n<p class=\"c-paragraph paywall \">The report says a number of completed IT projects collectively overshot their budgets by about \u20ac11.5 million.<\/p>\n<p class=\"c-paragraph paywall \">However, the report said overall spending was roughly in line with initial projections as underspending on some projects has offset overruns on others.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a projects had been completed with an overspend, while 33 ongoing projects were expected to result in an overspend.<\/p>\n<p class=\"c-paragraph paywall \">The submitted material shows initial cost estimates frequently understate the complexity of the projects and that \u201cscope expansion\u201d was often the primary driver of overruns, according to the committee report.<\/p>\n<p class=\"c-paragraph paywall \">\u201cCompleted projects generally stabilise, while in-flight projects remain volatile,\u201d the summary of key patterns said. \u201cLarge, long-running programmes carry persistent risk.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Overall, the report said, the findings highlight the importance of early realism, staged delivery and active oversight, particularly for high-value national systems.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhat has emerged is a deeply concerning pattern of consistent failings across government \u2013 gaps in expertise, weak oversight structures, poor project management and wholly inadequate initial cost estimates,\u201d said Brady.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe findings show that major ICT projects are repeatedly running over time and over budget, with insufficient accountability mechanisms in place.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Brady said this would be \u201can
