Streeting did not declare that he would formally challenge the UK prime minister, but his allies were openly drumming up support among Labour MPs in Westminster.<\/p>\n<p class=\"c-paragraph paywall \">In his resignation letter, Streeting also said  \u201cthe debate that comes next &#8230; needs the best possible field of candidates\u201d. This appeared to be a coded way of saying any future leadership contest should include other contenders such as Greater Manchester mayor <a href=\"https:\/\/www.irishtimes.com\/tags\/andy-burnham\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/andy-burnham\/\">Andy Burnham<\/a>, who is currently blocked from running as he is not an MP.<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, Burnham unveiled his strategy to solve that very issue by announcing his intention to seek permission from the Labour Party\u2019s ruling national executive committee (NEC) to run in a byelection in Makerfield near Wigan, 30km from Manchester.<\/p>\n<p class=\"c-paragraph paywall \">Burnham had been seeking a Labour MP to stand aside to let him run ever since the party\u2019s NEC, stacked with Starmer\u2019s allies, blocked his last byelection bid in Gorton &amp; Denton.<\/p>\n<p class=\"c-paragraph paywall \">Labour lost the subsequent battle for that seat to the Greens, as the party was beaten into third place by <a href=\"https:\/\/www.irishtimes.com\/tags\/nigel-farage\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/nigel-farage\/\">Nigel Farage<\/a>\u2019s <a href=\"https:\/\/www.irishtimes.com\/tags\/reform-uk\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/reform-uk\/\">Reform UK<\/a>.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/world\/uk\/2026\/05\/14\/win-or-bust-andy-burnhams-risky-return-bid-could-decide-labours-future\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Win or bust: Andy Burnham\u2019s risky return bid could decide Labour\u2019s futureOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">Westminster had been consumed in recent days with speculation about which constituency in the vicinity of Burnham\u2019s Manchester patch he might secure for a byelection bid, which could unlock his route back to parliament to challenge Starmer.<\/p>\n<p class=\"c-paragraph paywall \">A succession of MPs in the wider region, such as Charlotte Nichols in Warrington North and Afzal Khan in Manchester Rusholme, denied they would give up their seats to allow Burnham a shot back at parliament.<\/p>\n<p class=\"c-paragraph paywall \">Allies of Starmer, who has vowed to fight any attempt to unseat him, began briefing that Burnham did not, in fact, have any route back to Westminster and argued he would not figure in any leadership battle.<\/p>\n<p class=\"c-paragraph paywall \">However, shortly after 5pm, <a href=\"https:\/\/www.irishtimes.com\/world\/uk\/2026\/05\/14\/keir-starmer-labour-leadership-live-updates\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/uk\/2026\/05\/14\/keir-starmer-labour-leadership-live-updates\/\">Josh Simons, <\/a><a href=\"https:\/\/www.irishtimes.com\/world\/uk\/2026\/05\/14\/keir-starmer-labour-leadership-live-updates\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/uk\/2026\/05\/14\/keir-starmer-labour-leadership-live-updates\/\">MP for Makerfield, said he would make way for Burnham<\/a> and backed the Greater Manchester mayor to \u201cdrive the change [Britain] is crying out for\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Minutes later, Burnham confirmed he would ask Labour\u2019s NEC for permission to run in the byelection, where he would face a strong challenge from  Reform UK.<\/p>\n<p class=\"c-paragraph paywall \">Burnham said he planned to deliver political change at \u201ca national level\u201d, all but confirming he wanted to be prime minister. The NEC, which also controls the timetable for any leadership election, is due to meet on Tuesday. <\/p>\n<p class=\"c-paragraph paywall \">Earlier on Thursday, former deputy prime minister <a href=\"https:\/\/www.irishtimes.com\/tags\/angela-rayner\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/angela-rayner\/\">Angela Rayner<\/a>  in effect announced her return to frontline politics after she resigned last September for underpaying tax on a flat.<\/p>\n<p class=\"c-paragraph paywall \">She said she has been cleared of deliberate wrongdoing by tax authorities this week, has paid any tax owed, and is ready to return to the fray.<\/p>\n<p class=\"c-paragraph paywall \">She also said Labour\u2019s NEC should allow Burnham to run in any upcoming byelection.
