(Supplied: Rodolfo Werner)<\/p>\n<p class=\"paragraph_paragraph___QITb\">In its communique, host nation Japan said the &#8220;overwhelming majority&#8221; of parties &#8220;strongly supported&#8221; the measure, which could have led to strict controls on shipping and tourism activities, among other conservation efforts.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But at a press conference, the chair of the meeting, Japan&#8217;s Hideki Uyama, was quoted as saying China had &#8220;strongly opposed&#8221; the designation, with &#8220;Russia aligning itself with China.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It was very disappointing that we failed to reach consensus,&#8221; Mr Uyama said, according to Agence France-Presse.<\/p>\n<p>Penguin protections &#8216;stymied&#8217; despite warnings<\/p>\n<p class=\"paragraph_paragraph___QITb\">The Antarctic and Southern Ocean Coalition, which represents a range of conservation groups, expressed frustration about the outcome at the Antarctic Treaty Consultative Meeting [ATCM]<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;While the ATCM made incremental progress, with parties reaffirming the protection of the emperor penguin as a priority, the meeting stopped short of formally declaring Specially Protected Species status,&#8221; ASOC said in a statement.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The proposal, opposed by only a small minority of parties, would have triggered a coordinated framework of conservation measures aimed at protecting emperor penguins from accelerating habitat loss and the risk of functional extinction by 2100 under &#8216;business-as-usual&#8217; emissions trajectories.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"Several adult penguins and over a dozen chicks stand in a snowy landscape.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2026\/05\/2953682db5535fcadf8b2a9192b5d81a.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Conservation group, WWF said the Emperor penguin needed urgent protection (Supplied: WWF\/Bryan and Cherry Alexander)<\/p>\n<p class=\"paragraph_paragraph___QITb\">International conservation group WWF, which is a member of ASOC, said the emperor penguin needed urgent protection.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;The barometer is flashing red, yet critical protections are still being stymied by a small number of parties,&#8221; WWF chief advisor on polar and oceans, Rod Downie<\/p><\/blockquote>\n<p>  said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;The endangered emperor penguin is a stark reminder of how the climate and nature crises are intertwined.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;We must look now to next year&#8217;s meeting in the Republic of Korea to deliver meaningful action to protect this icon on ice.&#8221;<\/p>\n<p>Tourism and transparency also on agenda<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ATCM is not open to the public or the media, drawing criticisms that it is held behind an &#8220;ice curtain&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Many of the details of what takes place at the annual event usually only emerge after the ATCM&#8217;s official report is published about a month after the event.<\/p>\n<p><img decoding=\"async\" alt=\"A penguin chicken stands in the foreground.
