It comes as the fund said Ireland was \u201crelatively more exposed\u201d than other advanced economies to \u201cnovel\u201d economic risks that the technology poses to <a href=\"https:\/\/www.irishtimes.com\/tags\/work\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/work\/\">employment<\/a> and also to financial markets.<\/p>\n<p class=\"c-paragraph paywall \">In a preliminary report on the findings of its latest mission to Ireland published on Monday, the Washington, DC-based fund said that AI can be associated with \u201cproductivity gains\u201d. However, realising those gains requires continuous reskilling and upskilling of the labour force, it said.<\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/facebook\/\" target=\"_blank\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/facebook\/\">Facebook <\/a>parent, <a href=\"https:\/\/www.irishtimes.com\/tags\/meta\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/meta\/\">Meta<\/a>, is cutting 20 per cent of its Irish workforce \u2013 350 jobs \u2013 as the group looks to make savings to fund its investment in AI, it emerged last week.<\/p>\n<p class=\"c-paragraph paywall \">Separately, software group Oracle has told the Irish Government that it plans to axe some 150 Irish jobs, about 15 per cent of its workforce in the Republic, as it group deals with a cash crunch related to spending on AI.<\/p>\n<p class=\"c-paragraph paywall \">Without policies that help workers adapt and \u201cacquire new skills\u201d, the IMF says that some people can be left behind, undermining \u201cinclusive\u201d economic growth. <\/p>\n<p class=\"c-paragraph paywall \">Against this backdrop, the Coalition should also look at policies, including \u201caffordable housing\u201d, that make it easier for workers to move between jobs and geographic areas for employment, it says.<\/p>\n<p class=\"c-paragraph paywall \">Speaking to reporters in Dublin on Monday, IMF mission chief to Ireland Yan Sun said the Republic was \u201cwell positioned\u201d to benefit from the \u201cAI transformation\u201d.<\/p>\n<p class=\"c-paragraph paywall \">However, she said that based on the agency\u2019s estimates, some 40 per cent of jobs globally could be exposed \u2013 either replaced or complemented \u2013 by the technology and its adoption.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis is at a global level,\u201d she said. \u201cI think, of course, the number [&#8230;] could be higher [than 40 per cent] for some advanced countries. Definitely, Ireland\u2019s exposure to AI transformation is higher than most advanced countries.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, the agency said the Coalition will need to look at temporary budget measures to support households in the aftermath of the inflation shock caused by the <a href=\"https:\/\/www.irishtimes.com\/tags\/israel-iran-conflict\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/israel-iran-conflict\/\">US-Israeli war on Iran<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">However, the IMF stresses that measures should be \u201ctemporary\u201d and \u201ctargeted\u201d at the vulnerable, rather than broad-based ones like \u201ctax cuts, subsidies and price controls\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Minister for Finance, Simon Harris, said last week that he considers \u201ccutting people\u2019s income tax and allowing people to keep more of their own money\u201d as \u201can important thing to do when people are under cost-of-living pressures\u201d.<\/p>\n<p class=\"c-paragraph paywall \">On Saturday, the IMF said European Union countries will face large bills for defence, energy and pensions in the next 15 years, suggesting a mix of reforms, consolidation and joint borrowing as a way to manage that.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIf left unchecked, public debt will be on an unsustainable path. Under unchanged policy, debt of the average European country would reach \u200b130 per cent of GDP by 2040 \u2013 roughly doubling from today,\u201d the IMF said in a paper used as a basis for EU finance \u2060ministers\u2019 discussions at an informal meeting in Nicosia.<\/p>\n<p class=\"c-paragraph paywall \">The paper said that to prevent such a scenario, \u200cEU \u200ccountries must \u200bimprove incentives for citizens to move around the 27-nation bloc to find work and for companies to hire them.<\/p>\n<p class=\"c-paragraph paywall \">The EU should also integrate its \u2060energy markets, make it easier for citizens\u2019 \u200bsavings to flow across the bloc into profitable investments \u200band unify laws that now often differ from country to country.
