href=\"https:\/\/www.irishtimes.com\/tags\/mortgages\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mortgages\/\">mortgaged<\/a> homes in Ireland are located on land deemed to be at risk of flooding, making them financially vulnerable, according to a <a href=\"https:\/\/www.irishtimes.com\/tags\/central-bank\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/central-bank\/\">Central Bank<\/a> study.<\/p>\n<p class=\"c-paragraph paywall \">The study assessed the exposure of households to <a href=\"https:\/\/www.irishtimes.com\/tags\/flood\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/flood\/\">flooding<\/a> events, which are forecast to increase in frequency as a result of <a href=\"https:\/\/www.irishtimes.com\/tags\/climate-change\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/climate-change\/\">climate change<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">Under a mid-range climate scenario \u2013 where rainfall increases by 20 per cent and the sea level rises by 0.5 metres by 2100 \u2013 the research estimated that the number of households in \u201chigh\u2011likelihood flood zones\u201d will rise by more than 50 per cent, from 50,000 to 78,000 by 2100.<\/p>\n<p class=\"c-paragraph paywall \">Between 6,450 and 36,700 mortgaged households (1.2 per cent to 6.9 per cent of all mortgaged households) are located in these high-risk flood zones, it said.<\/p>\n<p class=\"c-paragraph paywall \">The highest incidence is in the midwest region, where up to 11 per cent of mortgages are located.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWith mortgages typically secured against a residential property, understanding the overall exposure of residential and mortgaged properties to flooding is crucial to assessing the long-term impacts of climate change induced extreme <a href=\"https:\/\/www.irishtimes.com\/tags\/weather-events\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/weather-events\/\">weather events<\/a>,\u201d the report said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cFlood events can lower property values in the short term (damage to the physical structure and its contents) and in the long term (reduced market value due to increased flood risk in that area).<\/p>\n<p class=\"c-paragraph paywall \">\u201cGiven the collateralised nature of the residential mortgage market, any reduction in collateral values results in increased credit risk for lenders through higher loan-to-value ratios.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The study also highlighted that if the flooding event occurs early on in the lifetime of the mortgage, the lender\u2019s exposure is considerably larger.<\/p>\n<p class=\"c-paragraph paywall \">According to experts, extreme flooding events could happen every year by 2100 due to what the <a href=\"https:\/\/www.irishtimes.com\/tags\/intergovernmental-panel-on-climate-change\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/intergovernmental-panel-on-climate-change\/\">Intergovernmental Panel on Climate Change<\/a> describes as \u201ccontinuing deep-ocean warming\u201d.<\/p>\n<p class=\"c-paragraph paywall \">They also warn that Ireland has been relatively lucky that recent storm surges have arrived in the absence of a meteorological depression which would maximise the potential damage to households.<\/p>\n<p class=\"c-paragraph paywall \">The Central Bank\u2019s research also highlighted an additional vulnerability \u201cwhere a high likelihood of flooding meets insurance gaps\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The study estimated that one in 20 properties has limited access to flood insurance. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWhere properties are used as mortgage collateral, this insurance coverage gap increases vulnerability for both borrowers and lenders,\u201d it said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cUninsured households may use savings or further borrowing to repair flood damage, potentially impacting their ability to service mortgage debt.<\/p>\n<p class=\"c-paragraph paywall \">\u201cFor lenders, uninsured properties represent elevated credit risk where the collateral cannot be fully protected against flood damage.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The latest annual report by the Government-appointed <a href=\"https:\/\/www.irishtimes.com\/tags\/climate-change-advisory-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/climate-change-advisory-council\/\">Climate Change Advisory Council<\/a> indicated storms and flooding hit many parts of the State last year, damaging homes, businesses, farms and forests while exposing vulnerabilities in critical infrastructure. <\/p>\n<p class=\"c-paragraph paywall \"><a href=\"https:\/\/www.irishtimes.com\/tags\/storm-eowyn\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/storm-eowyn\/\">Storm \u00c9owyn<\/a> brought Ireland\u2019s highest winds and caused a record \u20ac300 million in insurance payouts.<\/p>\n<p class=\"c-paragraph paywall \">But damage from shifting weather patterns was exclusively down to flood with wildfire destruction was 40 per cent higher than in recent
