{"id":550883,"date":"2026-06-23T23:55:19","date_gmt":"2026-06-23T23:55:19","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/550883\/"},"modified":"2026-06-23T23:55:19","modified_gmt":"2026-06-23T23:55:19","slug":"economists-nervous-about-home-building-ramping-up-to-target-levels-conference-hears-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/550883\/","title":{"rendered":"Economists \u2018nervous\u2019 about home-building ramping up to target levels, conference hears \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Economists see little evidence  that the Government will be able to boost  <a href=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\">house-building<\/a> to its target of about 50,000 or 60,000 units annually by the end of the decade, despite an expected jump in completions this year.<\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/esri\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/esri\">Economic and Social Research Institute (ESRI)<\/a>, which held its annual budget perspectives event in Dublin on Tuesday, said it will be increasing its forecast for housing completions this year in its next quarterly economic commentary, due to be published on Thursday. <\/p>\n<p class=\"c-paragraph paywall \">However, Conor O\u2019Toole, a research professor at the think-tank, said the sector is facing significant \u201cheadwinds\u201d this year. <\/p>\n<p class=\"c-paragraph paywall \">He said the interest rate environment could \u201cdampen investment and weigh on housing output\u201d if the European Central Bank hikes rates to a greater extent than currently anticipated, as they start to \u201cchase inflation\u201d in the euro area.<\/p>\n<p class=\"c-paragraph paywall \">Another issue is rising building costs, O\u2019Toole said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWith the fossil fuel increases [arising from the Iran war], one of the risks there is that it would pass through to materials costs and construction inflation,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">Although there is little evidence of a spike in general construction material prices so far this year, some items in the building materials basket have a \u201cheavy\u201d reliance on oil, including tarmacadam, O\u2019Toole said. <\/p>\n<p class=\"c-paragraph paywall \">These prices \u201care starting to tick up quite strongly\u201d, he added, \u201cso we are nervous that will continue through the rest of this year and weigh on housing output\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Over the longer term, O\u2019Toole said the ESRI is also anxious about the trajectory of housing completions. Although a \u201cmoderate rise\u201d in completions is expected in 2026, \u201cwe are still a bit nervous as to the extent we\u2019re going to ramp up\u201d, he said. <\/p>\n<p class=\"c-paragraph paywall \">That nervousness is based on the lack of a sustained increase in planning permissions since 2022. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIf we really want to get this up to 50,000 or 60,000 units per year, we would expect two years before that or four years before that, for planning permissions [to be on the increase] to give us that kind of lead time to produce that housing,\u201d O\u2019Toole said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWe aren\u2019t seeing that sustained increase, so from that perspective alone, we are somewhat sanguine on the forecast period outside the years 2026 and 2027.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Last week, the Central Bank of Ireland said it is keeping its forecasts for housing completions unchanged at 40,000 this year, 43,000 next year and 46,000 in 2028. <\/p>\n<p class=\"c-paragraph paywall \">In its second quarterly economic bulletin of the year, the regulator said the first quarter out-turn for completions came in \u201conly marginally stronger than anticipated\u201d. <\/p>\n<p class=\"c-paragraph paywall \">It also said the pool of uncommenced planning permissions grew to 42,000 in 2025.
