{"id":55631,"date":"2025-09-10T17:35:09","date_gmt":"2025-09-10T17:35:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/55631\/"},"modified":"2025-09-10T17:35:09","modified_gmt":"2025-09-10T17:35:09","slug":"farmers-to-land-e100k-average-payouts-as-part-of-shannon-water-pipeline-deal-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/55631\/","title":{"rendered":"Farmers to land \u20ac100k average payouts as part of Shannon water pipeline deal \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">Farmers and landowners are to benefit from an average payout of \u20ac100,000 each after reaching a deal on land access for the development of a new Shannon water pipeline. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Ireland\u2019s main farming organisations announced the agreement with <a href=\"https:\/\/www.irishtimes.com\/tags\/uisce-eireann\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/uisce-eireann\/\" target=\"_blank\">Uisce \u00c9ireann<\/a> on a voluntary land and financial \u201cwayleave package\u201d on Wednesday. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It is to compensate those affected along the route of the proposed pipeline from the <a href=\"https:\/\/www.irishtimes.com\/tags\/shannon-river\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/shannon-river\/\" target=\"_blank\">river Shannon<\/a> to the <a href=\"https:\/\/www.irishtimes.com\/tags\/greater-dublin-area\/\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/greater-dublin-area\/\" target=\"_blank\">Greater Dublin Area<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">It is understood the overall value of the package is in the region of \u20ac42 million, meaning the 500 farmers and landowners affected stand to bank average windfalls of about \u20ac100,000. This includes the value of the package, which is \u20ac218.25 per linear metre. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The agreement reached with the <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-farmers-association\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-farmers-association\/\">Irish Farmers Assocation<\/a> (IFA) and the <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-creamery-milk-suppliers-association\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-creamery-milk-suppliers-association\/\">Irish Creamery Milk Suppliers Association<\/a> (ICMSA) is expected to greatly reduce the likelihood of objections to the 170km (105-mile) pipeline.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Known as the Water Supply Project Eastern and Midlands Region,, the infrastructure has a current cost estimate, excluding contingency allowances, of just over \u20ac3 billion. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">However, the Department of Housing warned the <a href=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\" rel=\"nofollow noopener\" target=\"_blank\">Public Accounts Committee<\/a> earlier this year that <a href=\"https:\/\/www.irishtimes.com\/environment\/2025\/01\/10\/project-to-pipe-water-from-river-shannon-to-dublin-could-cost-10bn\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/environment\/2025\/01\/10\/project-to-pipe-water-from-river-shannon-to-dublin-could-cost-10bn\/\">it could exceed \u20ac10 billion in a worst-case risk scenario<\/a>. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It is expected to clear planning by 2027. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The deal for potentially more than 500 farmers and landowners includes an early sign-on payment,  a \u201cwayleave\u201d payment,  a crop loss and disturbance payment and a special goodwill payment. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">There are  additional payments for those who will have ancillary elements on their land, such as valves, wash-out chambers and lay-bys. It will be up to individual landowners to sign up for payments.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">During negotiations, the IFA and ICMSA expressed concern  over implications for farmers if there were long delays to the planning or with the pipeline being completed. Photograph: Alan Betson\/The Irish Times<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The water is due to be extracted at Parteen Basin in Co Tipperary and treated at a plant in nearby Birdhill, before being piped to Peamount in Co Dublin \u2013 while also supplying towns in the midlands. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Campaign groups in Co Tipperary oppose the project, claiming it will damage thousands of hectares of agricultural land and have a negative ecological impact on the Shannon.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The Greater Dublin Area (GDA) is facing increasing water supply issues due to urban expansion and industrial development,  along with overreliance on the river Liffey and a high level of leakage in the capital\u2019s supply system. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The agreement marks a significant milestone in advance of submitting a planning application to <a href=\"https:\/\/www.irishtimes.com\/tags\/an-coimisiun-pleanala\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/an-coimisiun-pleanala\/\">An Coimisi\u00fan<b> <\/b>Plean\u00e1la<\/a>, said Uisce \u00c9ireann. It will enable \u201cacquisition of the necessary rights to lay, operate and maintain the pipeline infrastructure, in advance of a strategic infrastructure development planning application later this year\u201d. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/news\/environment\/shannon-pipeline-not-needed-if-dublin-water-leaks-fixed-study-claims-1.3957356\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Shannon pipeline not needed if Dublin water leaks fixed, study claimsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Its programme director Mike Healy added: \u201cThe need is clear \u2013 water supply in the eastern and midlands region currently faces major challenges, notably the overreliance on the river Liffey to supply 1.7 million people in the GDA.\u201d<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Forecasts show the region will need 34 per cent more water by 2044, he said, making the combination of a growing supply deficit and lack of supply resilience \u201csimply not sustainable\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">While farmers along the route will ultimately have a 20m (65ft) wide wayleave corridor on their land, a 50m (164ft) wide corridor will be required during construction. From pre-planning          until the project is complete, the latter will be subject to \u201cdevelopment restrictions\u201d.
