German Chancellor Friedrich Merz\u2019s ruling coalition<\/a> has unveiled a sweeping package of tax, labour and pension reforms aimed at reviving Europe\u2019s largest economy and countering a surge by the far right.<\/a><\/p>\n The \u201cProgramme for Revival and Employment\u201d announced on Thursday includes about 10 billion euros ($11.4bn) in annual income tax relief targeted at lower and middle-income earners, taking effect from January 1, 2027.<\/p>\n Recommended Stories list of 3 itemsend of list<\/p>\n The 34 reform measures also include an overhaul of the creaking pension system, tougher rules for employees\u2019 sick leave and a reduction of the country\u2019s stifling bureaucracy.<\/p>\n The tax relief is to be financed primarily by restructuring the surcharge on top incomes.<\/p>\n \u201cThe highest earners in this country will therefore take on a larger share\u201d of the tax burden, said Finance Minister and Vice Chancellor Lars Klingbeil of the centre-left SPD. \u201cThat is fair, so that our country can move forward.\u201d<\/p>\n Trailing the far-right Alternative for Germany (AfD) in national polls ahead of critical eastern state elections this September, Merz\u2019s centre-right CDU and their SPD coalition partners faced intense pressure to overcome months of internal deadlock.<\/p>\n \u201cWe are doing everything we can to overcome our country\u2019s structural weakness when it comes to economic growth,\u201d Merz told a Berlin news conference, admitting the government is \u201cunder pressure from many sides\u201d.<\/p>\n He said the measures aim to cut red tape and protect the welfare state while easing the burden on companies hit hard by high energy costs, intense Chinese competition<\/a> and US tariff pressures.<\/a><\/p>\n To address absenteeism, the package abolishes the pandemic-era policy allowing employees to obtain sick notes by telephone and requires a doctor\u2019s certificate from the first day of illness, rather than the fourth as at present. It also loosens labour rules, doubling the maximum duration of fixed-term contracts without cause to 48 months, and scraps a range of corporate reporting obligations.<\/p>\n On pensions, the coalition committed to implementing all 33 recommendations of the government-appointed pension commission, with legislation to be completed by the end of the year.
