{"id":583145,"date":"2026-07-13T10:22:21","date_gmt":"2026-07-13T10:22:21","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/583145\/"},"modified":"2026-07-13T10:22:21","modified_gmt":"2026-07-13T10:22:21","slug":"40-groups-contest-move-to-dilute-environmental-oversight-of-big-projects","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/583145\/","title":{"rendered":"40 groups contest move to dilute environmental oversight of big projects"},"content":{"rendered":"<p>Some 40 environmental, health, and other civil society organizations appealed to the Interior Ministry and the National Planning Council on Sunday against moves to replace the Environmental Protection Ministry\u2019s detailed probes into the likely environmental impacts of large infrastructure projects with generic, one-size-fits-all assessments ordered by the council head and completed by private consultants.<\/p>\n<p>The proposal, according to an explanation on the planning council\u2019s website in preparation for a discussion on Tuesday, will allow for \u201cthe shortening of planning procedures by providing certainty to the entrepreneur and the planning institution regarding the required framework.\u201d<\/p>\n<p>Relevant to infrastructure projects in fields such as transportation, waste management, energy, and mining and quarrying, it was included in the <a href=\"https:\/\/www.timesofisrael.com\/environment-ministry-slams-treasury-attempt-to-weaken-it-roll-back-green-progress\/\" rel=\"nofollow noopener\" target=\"_blank\">Economic Arrangements Bill<\/a> that accompanied the 2026 state budget.<\/p>\n<p>The planning council, Israel\u2019s supreme planning body, explained, \u201cThe goal of this move is to streamline and expedite planning procedures, so that it will be possible to use a generic base of guidelines to which adjustments will be made, as required, according to the unique characteristics of a plan.\u201d<\/p>\n<p>The council said that the directors of the planning council and the ministry had met to coordinate guidelines and had agreed to bring any differences they could not resolve to debate.<\/p>\n<p>\n\t\t\tGet The Times of Israel&#8217;s Daily Edition<br \/>\n\t\t\tby email and never miss our top stories\n\t\t<\/p>\n<p>\t\t\t\tBy signing up, you agree to the <a href=\"https:\/\/www.timesofisrael.com\/terms\" rel=\"nofollow noopener\" target=\"_blank\">terms<\/a><\/p>\n<p>It went on, \u201cWhile the Planning Administration\u2019s position is that the set of generic guidelines should include the relevant base guidelines, which will be refined in each plan according to its characteristics, the Environmental Protection Ministry proposes a very broad and detailed set of guidelines, including requirements for addressing all possible situations, from which the environmental consultant of the planning institution is required to choose the relevant clauses for the discussed plan.\u201d<\/p>\n<p>There were also disagreements over the level of detail required,\u00a0 the statement said.<\/p>\n<p>\t<img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-2302297\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2026\/07\/F181212IH07-e1589046960395-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><br \/>\n\t\tIllustrative: The Gush Dan wastewater treatment plant in Rishon Lezion is seen on November 22, 2018. (Isaac Harari\/Flash90\/File)<\/p>\n<p>Among the organizations to appeal the move are the Society for the Protection of Nature in Israel, Adam Teva V\u2019Din, the Israel Association of Public Health Physicians, Green Course, Zalul, and 15 Minutes. Some 1,300 individuals have also submitted opposition through the SPNI.<\/p>\n<p>In a letter they sent out Sunday, the organizations wrote, \u201cThe environmental impact assessment is not a bureaucratic obstacle that must be bypassed or reduced; it constitutes the only professional and scientific safety net that ensures that development processes in the country will not exact an irreversible price \u2013 health, ecological, and economic \u2013 from the public.\u201d<\/p>\n<p>\u201cTherefore, there is great importance that whoever provides the guidelines for the assessments will be the Ministry of Environmental Protection, and not, as is proposed, the head of the Planning Administration. The attempts to weaken the ministry\u2019s guidelines, reduce the scope of the tests, such as for air quality, hazardous materials, noise, hydrology, and natural values, or to switch to superficial environmental documents \u2013 directly harm the ability of the members of planning institutions to make informed decisions about development plans.\u201d<\/p>\n<p>\t<img loading=\"lazy\" decoding=\"async\" class=\"size-large wp-image-2173124\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2026\/07\/bokek-stream-1-640x400.jpg\" alt=\"\" width=\"600\" height=\"375\"\/><br \/>\n\t\tFlowing waters at the Bokek Nature Reserve, which a class action suit claims have been polluted by industry. (YouTube screenshot)<\/p>\n<p>The letter continued that an in-depth environmental assessment allowed for the examination of real planning alternatives at a stage when change was still possible.
