{"id":588956,"date":"2026-07-16T16:41:08","date_gmt":"2026-07-16T16:41:08","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/588956\/"},"modified":"2026-07-16T16:41:08","modified_gmt":"2026-07-16T16:41:08","slug":"investigation-recommended-into-convicted-sex-offender-and-former-hospital-consultant-michael-shine-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/588956\/","title":{"rendered":"Investigation recommended into convicted sex offender and former hospital consultant Michael Shine \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">A statutory commission of investigation should be carried out into convicted sex offender and former hospital consultant Michael Shine, an independent report has recommended.<\/p>\n<p class=\"c-paragraph paywall \">Shine worked in Our Lady of Lourdes Hospital in <a href=\"https:\/\/www.irishtimes.com\/tags\/drogheda\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/drogheda\/\">Drogheda<\/a> from 1964 until 1995. In March that year the chief executive of the hospital was informed of a complaint of abuse against Shine by the North Eastern Health Board. <\/p>\n<p class=\"c-paragraph paywall \">Shine took leave while the complaint was addressed and subsequently retired in October that year. By the time of his retirement, he was already the subject of multiple allegations of sexual abuse, going back as far as the 1970s.<\/p>\n<p class=\"c-paragraph paywall \">He was convicted in 2017 of sexual offences and in 2019 convicted of assaulting seven boys between 1971 and 1992. He served three years in prison.<\/p>\n<p class=\"c-paragraph paywall \">Minister for Health <a href=\"https:\/\/www.irishtimes.com\/tags\/jennifer-carroll-macneill\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/jennifer-carroll-macneill\/\">Jennifer Carroll MacNeill<\/a> announced a scoping exercise into the scandal earlier this year following a meeting in November with the Co Louth-based charity Dignity4Patients, which supports more than 400 survivors.<\/p>\n<p class=\"c-paragraph paywall \">Senior counsel Lorcan Staines began work in March as the independent facilitator to conduct the scoping exercise within a time frame of 16 weeks.<\/p>\n<p class=\"c-paragraph paywall \">In his final report, published on Thursday, Staines said while his role was not to make findings of fact, several \u201ccommon themes\u201d emerged from the accounts he received from the almost 75 survivors to whom he spoke.<\/p>\n<p class=\"c-paragraph paywall \">He said allegations of abuse reported to him involved a broad range of ages and were reported to have occurred in Our Lady of Lourdes Hospital, in Shine\u2019s private practice in Fair Street, Drogheda, and in his own home.<\/p>\n<p class=\"c-paragraph paywall \">Staines described the impact of the alleged abuse on these men, reporting many of them as being \u201cself-deprecating\u201d and \u201cunderplaying the seriousness of what had happened to them\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe damage done to these men was palpable, even following the passage of time. It was also clear that the harm had not been borne by them alone but had often radiated outward to their families and to those who cared for them,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">Staines added that nearly all of the survivors who spoke to him \u201cwere of the view that Michael Shine\u2019s conduct was a matter of public knowledge at the time\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cMany referred to local warnings, local comments, and the phrase that \u2018the dogs on the street\u2019 knew what was happening,\u201d the report added.<\/p>\n<p class=\"c-paragraph paywall \">In his conclusion, Staines said the concerns and issues raised by the victims and survivors \u201chave not been sufficiently considered and addressed in previous reviews\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He recommended that a six-phase commission of investigation should be established and that these phases should run concurrently and start immediately.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe approach is designed to avoid an inefficient and lengthy process and to provide a workable form of State response to the issues raised.\u201d<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/crime-law\/courts\/2026\/06\/22\/court-refuses-to-release-transcripts-from-trials-of-sex-offender-michael-shine\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Court refuses to release transcripts from trials of sex offender Michael ShineOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">According to the report, phase one should be an independent, document-based examination of the history of criminal complaints made to garda\u00ed, the office of <a href=\"https:\/\/www.irishtimes.com\/tags\/director-of-public-prosecutions\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/director-of-public-prosecutions\/\">Director of Public Prosecutions<\/a>, and of the decisions made on whether or not to prosecute.<\/p>\n<p class=\"c-paragraph paywall \">Phase two should be a document-based review of the <a href=\"https:\/\/www.irishtimes.com\/tags\/medical-council\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/medical-council\/\">Medical Council\u2019s<\/a> response, while phase three should focus on the circumstances surrounding Shine\u2019s retirement.<\/p>\n<p class=\"c-paragraph paywall \">The report said phase four should focus on current patient-protection policies in the Irish healthcare system.<\/p>\n<p class=\"c-paragraph paywall \">Phase five should be an \u201cindependent truth and recovery process\u201d that allows victims and survivors to be heard in their own right.<\/p>\n<p class=\"c-paragraph paywall \">Finally, phase six should amount to a \u201ccomprehensive investigation\u201d into the actions of and events surrounding the abuse committed by Shine, followed by a report setting out, so far as the evidence permits, what was known, by whom, and at what stage.<\/p>\n<p class=\"c-paragraph paywall \">In the D\u00e1il T\u00e1naiste Simon Harris said survivors would be involved in the discussions on the terms of reference. <\/p>\n<p class=\"c-paragraph paywall \">He also agreed funding would be provided to the Dignity4Patients patient group to continue to support the men through the process.<\/p>\n<p class=\"c-paragraph paywall \">Responding to Labour\u2019s Ged Nash, a Co Louth TD who called for the men abused by Shine and particularly for Dignity4Patients \u201cto be involved centrally in agreeing the terms of reference with the Attorney General\u201d, and for the latter to receive continued funding. <\/p>\n<p class=\"c-paragraph paywall \">Nash, who has campaigned for the survivors for the past 15 years, said \u201cmany of these men, victims and survivors, are friends of mine. They\u2019re people who I went to school with, I played football with, I hung around with.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI\u2019ve said time and again that a spell in jail does not justice make, and a light must be shone into the environment that allowed a prolific paedophile to operate within our public health service with impunity unchallenged for over 30 years.\u201d<\/p>\n<p class=\"c-paragraph paywall \">In a statement, the Medical Council said it welcomed the publication of the scoping exercise and that it will fully engage and support the Commission of Investigation.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThe determination of survivors to seek answers has, and will continue to have, a significant positive impact on patient safety into the future . . .
