The potential impact of Irish reunification on the public finances remains \u201chighly uncertain\u201d with estimates for annual costs varying from \u20ac3 billion to \u20ac20 billion, the Minister for Finance has said.<\/p>\n
Opening a D\u00e1il<\/a> debate on the fiscal implications of a united Ireland on Thursday, Simon Harris<\/a> said studies varied so much because they relied on different assumptions. <\/p>\n A study from Dublin City University<\/a> and Ulster University<\/a> last year estimated reunification would cost an initial \u20ac3 billion a year to the State. It suggested a \u201cunified economy\u201d could reach a fiscal break-even within five to nine years.<\/p>\n However, research by the Institute of International and European Affairs<\/a> in 2024 presented a \u201cmuch more pessimistic\u201d outlook, estimating a cost of up to \u20ac20 billion annually for up to two decades.<\/p>\n A Department of Finance<\/a> 2024 report found the fiscal deficit in Northern Ireland<\/a> was in the region of \u00a37 billion in 2020. <\/p>\n Harris said it was neither possible nor intelligent to \u201cproduce one singular figure\u201d as it was a \u201cmuch more dynamic situation\u201d. The fiscal deficit in year one would be significant, \u201cregardless of how we wish to cost it\u201d.<\/p>\n Pointing to the current fiscal situation, he said \u201cin 2025, total net tax receipts in our jurisdiction amount to \u20ac106.5 billion\u201d but this masked the underlying Government deficit last year of \u20ac7.1 billion. <\/p>\n [\u00a0Support for unification growing in Northern IrelandOpens in new window<\/a>\u00a0]<\/p>\n \u201cAn annual cost of \u20ac3 billion would amount to less than 3 per cent of total tax revenue, while an annual cost of \u20ac20 billion would be equivalent to almost one fifth of all tax revenue receipts.\u201d<\/p>\n The range of estimates matter, because either figure \u201cwould clearly have a material impact on the public finances affecting not only the headline budget position but also the underlying fiscal balance\u201d. <\/p>\n However, Harris said while the costs of transition to a united island were important considerations, the question was \u201cnot simply what a united Ireland would cost, but what a united Ireland could create\u201d.<\/p>\n Sinn F\u00e9in<\/a> enterprise spokeswoman Rose Conway-Walsh told the T\u00e1naiste \u201cI think Michael Collins would be pleased with you\u201d. <\/p>\n Party leader Mary Lou McDonald<\/a> commended his presentation of the issue<\/a>, describing it as \u201crefreshing\u201d and \u201cexactly where we need to be\u201d.<\/p>\n The T\u00e1naiste said a move to the euro would be \u201can important structural advantage\u201d, eliminating exchange rate risks, reducing transaction costs and simplifying cross-Border trade and investment.<\/p>\n There were \u201csignificant opportunities\u201d in services, which accounted for most economic activity \u201cacross these islands\u201d. Constitutional change \u201cwould provide businesses across the island with seamless access to one of the world\u2019s largest integrated market services\u201d, the EU single market.<\/p>\n Labour mobility \u201cwould also become a powerful driver of economic growth\u201d and a united Ireland would result in more coherent investment in education and apprenticeships.<\/p>\n But the greatest economic dividend would perhaps be most visible in the northeast and northwest, he said. <\/p>\n \u201cFor too long counties such as Donegal, Derry and Tyrone have found themselves at the edge of two separate jurisdictions rather than at the centre of one coherent economic region.\u201d<\/p>\n But he warned any assessment of reunification must be \u201cfirmly rooted in the context of our fiscal position and indeed the level of taxation borne by citizens and businesses\u201d.<\/p>\n The Sinn F\u00e9in leader said \u201cIrish unity represents the greatest economic opportunity in the history of the island\u201d.<\/p>\n \u201cIt cannot be missed. It must be grasped. The question is not whether we can afford Irish unity.
