{"id":59263,"date":"2025-09-12T09:58:07","date_gmt":"2025-09-12T09:58:07","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/59263\/"},"modified":"2025-09-12T09:58:07","modified_gmt":"2025-09-12T09:58:07","slug":"nrp-chair-calls-on-childrens-ombudsman-to-retract-baffling-comments-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/59263\/","title":{"rendered":"NRP chair calls on Children\u2019s Ombudsman to retract \u2018baffling\u2019 comments \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">The chair of the National Review Panel (NRP), which investigates deaths of children in care or known to <a href=\"https:\/\/www.irishtimes.com\/tags\/tusla\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tusla\/\">Tusla<\/a>, has called on the <a href=\"https:\/\/www.irishtimes.com\/tags\/ombudsman-for-children\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/ombudsman-for-children\/\">Ombudsman for Children<\/a> to \u201cretract\u201d comments criticising her organisation. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Dr Helen Buckley, speaking as her panel prepares to review the case of <a href=\"https:\/\/www.irishtimes.com\/crime-law\/courts\/2025\/09\/11\/search-for-missing-child-at-specific-north-dublin-site-yields-no-results\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/crime-law\/courts\/2025\/09\/11\/search-for-missing-child-at-specific-north-dublin-site-yields-no-results\/\">a boy missing from his north Dublin home for several years<\/a> and presumed dead, said Dr Niall Muldoon\u2019s comments were inaccurate, \u201cbaffling\u201d and \u201cgrossly\u201d misrepresentative of the panel\u2019s work. <\/p>\n<p class=\"c-paragraph paywall \">\u201cI would like him to retract them,\u201d she told The Irish Times. \u201cIt was very disappointing that he would so grossly misrepresent what we do.\u201d <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Dr Muldoon last week <a href=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/09\/04\/search-for-missing-assumed-dead-dublin-boy-fails-to-yield-result-at-key-location\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/crime-law\/2025\/09\/04\/search-for-missing-assumed-dead-dublin-boy-fails-to-yield-result-at-key-location\/\">raised concerns<\/a> about the State\u2019s response to missing children known to Tusla and presumed dead, including the current Donabate case and that of Co Louth boy <a href=\"https:\/\/www.irishtimes.com\/tags\/kyran-durnin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/kyran-durnin\/\">Kyran Durnin<\/a>.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Kyran, who would be nine, was last seen in July 2022. He was reported missing last year after Tusla became concerned about his whereabouts.<\/p>\n<p class=\"c-paragraph paywall \">Dr Muldoon, in a television interview, questioned the NRP\u2019s independence. He said since its establishment in 2010 it had published \u201cabout 19 reports\u201d. It has in fact conducted 133 reviews of which 90 have been published. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">He did not have confidence in Tusla\u2019s response to the current case. This included Tusla having \u201cjust landed [this case] with the National Review Panel because they themselves, the Department of Children in 2018 said that the NRP needed to be put on a statutory footing and they\u2019ve never done it\u201d. <\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"The Ombudsman for Children Dr Niall Muldoon: 'I acknowledge and apologise for the error I made when citing the number of [NRP] reports published.' Photograph: Sam Boal\/Collins Photos \" class=\"c-image\" loading=\"lazy\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/09\/UEJ4BSYO5JFRJLKGL6DIR7K4O4.JPG\"   width=\"800\" height=\"599\"\/>The Ombudsman for Children Dr Niall Muldoon: &#8216;I acknowledge and apologise for the error I made when citing the number of [NRP] reports published.&#8217; Photograph: Sam Boal\/Collins Photos  <\/p>\n<p class=\"c-paragraph paywall \">In a separate statement on his organisation\u2019s website, Dr Muldoon said: \u201cThis [the NRP] is a structure that has no statutory power, has no independent authority to publish reports, and both Tusla and the Department of Children agreed that it is not fit for purpose since 2018.\u201d <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Dr Buckley, said she did \u201cnot want to get into a public spat with Dr Muldoon\u201d but had to \u201cinsist\u201d on the NRP\u2019s independence, to correct \u201cinaccuracies\u201d and express  concern that his comments could undermine the panel. <\/p>\n<p class=\"c-paragraph paywall \">The NRP would begin its review of the missing Donabate boy\u2019s interactions with Tusla and any other agencies, as soon as Tusla\u2019s internal rapid review was complete \u2013 expected within a week \u2013 she said. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/politics\/2025\/09\/05\/how-can-the-disappearance-of-a-child-once-in-care-now-feared-dead-go-undetected-for-years\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">How can a child just disappear without the State even noticing?Opens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">\u201cI think in a case like this the department [of Children] will intervene if there is any hesitation on any person or organisation\u2019s part [to co-operate]. We normally do [get co-operation]. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cIt is sometimes the case that services get very tied up with GDPR [data protection] and are really unclear. I find this right across the board \u2013 about what information can be shared and on what basis.\u201d<\/p>\n<p class=\"c-paragraph paywall \">She agreed placing the NRP on a statutory footing would \u201celiminate\u201d hesitation to co-operate with it. <\/p>\n<p class=\"c-paragraph paywall \">\u201cThe statement he made about our lack of fitness for purpose is baffling to us because our purpose is very clearly stated on the website. If you look [at the website] our guidance is there so we are absolutely transparent about the way we do our process. <\/p>\n<p class=\"c-paragraph paywall \">\u201cOur purpose is clearly stated and the reports that are on the NRP website clearly indicate that we have met the purpose for which we were intended.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Rejecting concerns about the panel\u2019s independence of Tusla, Dr Buckley said: \u201cNobody on our panel ever worked for Tusla. We have a mixed group of people [with expertise in] social work, human rights, psychology, law.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Asked about the fact Tusla announces and publishes NRP reports, she said: \u201cThat is an issue &#8230; [Self-publication of reports] is one of the things we are working towards &#8230; We would need more staff, a more robust structure. We have been looking for this for a long time, since the start.\u201d <\/p>\n<p class=\"c-paragraph paywall \">She was \u201cmore hopeful\u201d than before that the department was supportive of the NRP having its own administrative staff, its own budget and to be \u201cmuch more stand alone\u201d with clearer reporting structures. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt would not affect how we do our work. We would still do our work the same way, but the public perception would be clearer &#8230; I want to insist that we are independent, that we are transparent.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The NRP\u2019s work was important and had positive impact, she said. \u201cOur recommendations have determined policy change within Tusla.\u201d<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Dr Muldoon said on Thursday: \u201cI have always had the highest regard for those working with the NRP, including Prof Buckley who has vast experience spanning back to the Ferns report. I acknowledge and apologise for the error I made when citing the number of reports published. <\/p>\n<p class=\"c-paragraph paywall \">\u201cI believe the purpose of any State-mandated review into the case of the missing boy in Donabate needs to examine not just Tusla\u2019s role, but all other public agencies\u2019 interactions with the child and family, subsequent to his case being closed by Tusla and up to the Garda involvement last week.
