{"id":596148,"date":"2026-07-21T03:58:33","date_gmt":"2026-07-21T03:58:33","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/596148\/"},"modified":"2026-07-21T03:58:33","modified_gmt":"2026-07-21T03:58:33","slug":"developers-seek-further-tax-breaks-to-boost-home-building-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/596148\/","title":{"rendered":"Developers seek further tax breaks to boost home building \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Property developers want a <a href=\"https:\/\/www.irishtimes.com\/tags\/vat\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/vat\">VAT<\/a> cut and other <a href=\"https:\/\/www.irishtimes.com\/tags\/tax\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tax\">tax<\/a> breaks in October\u2019s <a href=\"https:\/\/www.irishtimes.com\/tags\/budget\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/budget\">budget<\/a> to aid their industry in tackling the <a href=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-crisis\/\">housing crisis<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">Government policy aims to produce up to 60,000 new homes a year over the rest of the decade from a likely 40,000 this year.<\/p>\n<p class=\"c-paragraph paywall \">But lobby group <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-institutional-property-iip\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-institutional-property-iip\/\">Irish Institutional Property<\/a> (IIP) said the current trajectory would only get to the \u201chigh 30,000s or low 40,000s new dwellings\u201d a year.<\/p>\n<p class=\"c-paragraph paywall \">In a budget submission to Minister for Finance <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\">Simon Harris<\/a>, IIP said the reduced 9 per cent VAT rate should apply to all home building, not just to apartment construction.<\/p>\n<p class=\"c-paragraph paywall \">The Government cut VAT on apartment building in its budget last October, a move criticised by the opposition, to make such properties more affordable by easing building costs.<\/p>\n<p class=\"c-paragraph paywall \">VAT was costing builders money, said IIP, whose members control \u20ac20 billion worth of property in the Republic.<\/p>\n<p class=\"c-paragraph paywall \">\u201cReducing it would improve scheme viability and reduce the cost passed through sale prices and rents,\u201d the organisation\u2019s submission said.<\/p>\n<p class=\"c-paragraph paywall \">It also said the Government should review capital gains tax concerning property and consider cutting or introducing temporary reliefs to support investment in house building.<\/p>\n<p class=\"c-paragraph paywall \">Irish capital gains tax was high by European standards, which hit investment, the group said.<\/p>\n<p class=\"c-paragraph paywall \">The State was also \u201ccompeting for capital\u201d, its submission said. \u201cIf returns are more attractive and more predictable elsewhere, housing investment will move elsewhere,\u201d IIP said.<\/p>\n<p class=\"c-paragraph paywall \">Government should also change how the residential zoned land tax, the 3 per cent charge on vacant sites, was applied when developers sold properties in \u201cforward funding\u201d deals, it said.<\/p>\n<p class=\"c-paragraph paywall \">Such transactions involve the buyer providing cash to build houses or apartments on a site. But IIP said rules dealing with deferrals and clawbacks of the tax in these situations were causing problems.<\/p>\n<p class=\"c-paragraph paywall \">The group also called for the residential stamp duty refund scheme to be streamlined. This scheme allows someone who builds homes on non-residential land to claim back some stamp duty. <\/p>\n<p class=\"c-paragraph paywall \">But the IIP said it was too rigid and risked forcing developers to repay amounts claimed under the scheme when delays hit construction.<\/p>\n<p class=\"c-paragraph paywall \">It also said frequent tax changes created uncertainty, which deterred the international investors that the Republic must tap for some of the cash needed to build homes here.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIreland cannot increase housing supply while simultaneously increasing uncertainty for the capital needed to fund it,\u201d the developers\u2019 lobby group said.<\/p>\n<p class=\"c-paragraph paywall \">The amount of cash available for housing must double if the State wanted to meet its targets, the submission for the October budget said.<\/p>\n<p class=\"c-paragraph paywall \">The State should maintain spending pledged to local authority housing and affordable homes schemes, as well as under programmes such as cost rental and the Secure Tenancy Affordable Rental investment plan, IIP said.<\/p>\n<p class=\"c-paragraph paywall \">IIP also said the Government should avoid up and down investment trends. \u201cSpending should be optimised in key programmes by refining and reforming schemes as appropriate,\u201d it said.<\/p>\n<p class=\"c-paragraph paywall \">Work is under way on almost 16,000 new homes in the State, according to recent Government figures.<\/p>\n<p class=\"c-paragraph paywall \">Most building industry groups expect the industry will complete around 40,000 homes this year.
