{"id":600765,"date":"2026-07-23T19:16:14","date_gmt":"2026-07-23T19:16:14","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/600765\/"},"modified":"2026-07-23T19:16:14","modified_gmt":"2026-07-23T19:16:14","slug":"adjusting-income-tax-bands-and-credits-for-inflation-would-cost-more-than-e1bn-next-year-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/600765\/","title":{"rendered":"Adjusting income tax bands and credits for inflation would cost more than \u20ac1bn next year \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Adjusting income tax bands and credits fully for expected wage inflation of 4 per cent next year would cost more than \u20ac1 billion next year, using up much of the \u20ac1.5 billion set aside for the budget day tax package, according to <a href=\"https:\/\/www.irishtimes.com\/budget\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/budget\/\">pre-budget papers <\/a>published on Thursday. <\/p>\n<p class=\"c-paragraph paywall \">The figures illustrate the challenges facing Minister for Finance Simon Harris in offering real gains to taxpayers. If bands and credits need to be adjusted for <a href=\"https:\/\/www.irishtimes.com\/tags\/cost-of-living\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/cost-of-living\/\">inflation<\/a>, then those receiving wage increases pay proportionately more in tax, partly due to paying more of their income tax at the higher 40 per cent rate. <\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/tax-strategy-group\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tax-strategy-group\/\">Tax Strategy Group<\/a> papers, drawn up by senior civil servants in advance of the budget, also show the huge reliance on higher earners to pay income tax. <\/p>\n<p class=\"c-paragraph paywall \">The top 1 per cent of earners, on incomes in excess of \u20ac303,900, pay 23 per cent of all income tax and the top 10 per cent, earning more than \u20ac109,500, pay 62 per cent of all income tax.<\/p>\n<p class=\"c-paragraph paywall \">The civil servant warned that this shows the exposure of revenues to job losses in highly paid areas such as tech. The papers cost various changes to the income tax system, though Harris has indicated that raising the threshold at which people pay at the higher 40 per cent rate is his priority.<\/p>\n<p class=\"c-paragraph paywall \">The papers also make suggestions on changes to the PRSI system, suggesting that the minimum weekly earnings level to qualify for benefits should increase from \u20ac38 to \u20ac112, which is what someone on the minimum wage would earn for one day\u2019s work. A nominal PRSI rate should apply immediately above this level, it says. It also calls for a roadmap to increase social insurance payments by the self-employed, who pay less than those in employment but still qualify for 90 per cent of benefits.<\/p>\n<p class=\"c-paragraph paywall \">The papers also look at other tax headings. On inheritance tax, the civil servants underline the cost of large-scale reform. Uplifting the Class B threshold \u2013 which applies to inheritances left to siblings, niece, nephew, grandchild, grandparent, or parents \u2013 to the same level as the class A threshold applying to children of \u20ac400,000 would cost more than \u20ac300 million.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/your-money\/2026\/07\/23\/we-can-already-identify-who-will-gain-most-from-the-budget-the-better-off\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">We can already identify who will gain most from the budget: the better-offOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">A \u201clifetime threshold\u201d of \u20ac460,000, suggested as applying to all inheritances received, would cost \u20ac577 million.<\/p>\n<p class=\"c-paragraph paywall \">Government Ministers have indicated that they want to act on inheritance, including by helping childless couples. The cost of straightforward increases in the three thresholds would be significantly less, but still significant in the context of a tight budget package in tax terms. <\/p>\n<p class=\"c-paragraph paywall \">On carbon tax, where increases are due to come into effect in the budget as part of an annual process, the papers say it would be \u201cbest practice\u201d to continue to do this, though they add that it would be possible to examine the plan which sees these taxes rise annually up to 2030 to see if timings could be changed in relation to some or all of the fuels.<\/p>\n<p class=\"c-paragraph paywall \">The Government postponed some carbon tax increases which had been due in May until October. Going ahead with these, plus the increases due in the budget under the multiyear plan, would raise \u20ac168 million in 2027, a significant sum. <\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2026\/07\/1784803479672-9ae96ac7-c636-4bcb-998c-c0aedcc60931.jpeg\"\/>Aer Lingus job cuts and Ryanair\u2019s profits plunge &#8211; what is happening in the Irish aviation sector?<\/p>\n<p class=\"c-paragraph paywall \">The tax strategy papers are drawn up each year by senior civil servants to provide budget options for Ministers. In some areas they are based on goals outlined in the Programme for Government, but many are also used to detail options across a range of policy areas seen as relevant.
