{"id":606746,"date":"2026-07-27T16:44:18","date_gmt":"2026-07-27T16:44:18","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/606746\/"},"modified":"2026-07-27T16:44:18","modified_gmt":"2026-07-27T16:44:18","slug":"hospitals-say-insufficient-funding-is-affecting-patient-services-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/606746\/","title":{"rendered":"Hospitals say insufficient funding is affecting patient services \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The vast bulk of the non <a href=\"https:\/\/www.irishtimes.com\/tags\/health-service-executive\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/health-service-executive\/\">Health Service Executive<\/a>-run public hospitals believe they have insufficient funding and that this is affecting services for patients. <\/p>\n<p class=\"c-paragraph paywall \">The representative body for the sector, the Irish Voluntary Healthcare Association (IVHA), said its members were also worried about financial sustainability. <\/p>\n<p class=\"c-paragraph paywall \">It said a survey of voluntary hospitals and hospices revealed that funding remained the dominant concern. <\/p>\n<p class=\"c-paragraph paywall \">It said 89 per cent of respondents said their organisations were \u201cexperiencing funding shortfalls or financial pressures impacting service delivery\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The IVHA said more than four out of five said \u201cchallenges with the HSE are impacting their ability to provide quality care\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Voluntary hospitals are publicly-funded institutions and their staff are considered to be public-service personnel. However, they are run by their own boards rather than the HSE.<\/p>\n<p class=\"c-paragraph paywall \">The IVHA said its members included <a href=\"https:\/\/www.irishtimes.com\/tags\/beaumont-hospital\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/beaumont-hospital\/\">Beaumont Hospital<\/a>, the <a href=\"https:\/\/www.irishtimes.com\/tags\/mater-misericordiae-university-hospital\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mater-misericordiae-university-hospital\/\">Mater<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/st-vincents-university-hospital\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/st-vincents-university-hospital\/\">St Vincent\u2019s Healthcare Group<\/a> and <a href=\"https:\/\/www.irishtimes.com\/tags\/tallaght-university-hospital\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/tallaght-university-hospital\/\">Tallaght University Hospital<\/a> in Dublin, the <a href=\"https:\/\/www.irishtimes.com\/tags\/mercy-university-hospital\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mercy-university-hospital\/\">Mercy University<\/a> and South Infirmary University hospitals in <a href=\"https:\/\/www.irishtimes.com\/tags\/cork\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/cork\/\">Cork<\/a>, St John\u2019s in <a href=\"https:\/\/www.irishtimes.com\/tags\/limerick\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/limerick\/\">Limerick<\/a> as well as the three maternity hospitals in <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin\/\">Dublin<\/a>.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/ireland\/2026\/07\/23\/about-150-women-turned-away-for-private-care-by-national-maternity-hospital-consultants\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">About 150 women turned away for private care by National Maternity Hospital consultantsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">The association said the survey was based on responses received from chief executives and the chairs of boards of voluntary hospitals and hospices. It said the findings showed funding pressures, digital underinvestment and uncertainty around HSE reforms were \u201cfuelling growing concern about the direction of the healthcare system\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The IVHA said more than half of respondents (56 per cent) said they did not receive their 2026 budget allocation in a timely manner, while almost two-thirds (63 per cent) reported carrying deficits accumulated over previous years. It said 71 per cent reported that digital transformation was significantly under-resourced, including in areas such as patient e-records and <a href=\"https:\/\/www.irishtimes.com\/tags\/cybersecurity\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/cybersecurity\/\">cybersecurity<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The IVHA also said the introduction of the HSE\u2019s new regional structure had not yet delivered clear improvements. However, respondents also identified persistent challenges, including insufficient budgets, failure to fund capital developments, poor engagement, increased administrative burden and concerns around governance,\u201d the association said.<\/p>\n<p class=\"c-paragraph paywall \">IVHA chairman Liam Dowdall said: \u201cThe message from these healthcare leaders is very clear. Voluntary hospitals and hospices are committed to delivering high-quality care, but they cannot plan services effectively without clear budget planning and funding commitments from the HSE.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The survey findings do not set out the financial position of individual hospitals.<\/p>\n<p class=\"c-paragraph paywall \">However, in April three of the country\u2019s main public voluntary hospitals told the D\u00e1il <a href=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/public-accounts-committee\/\">Public Accounts Committee<\/a> that they were facing a funding shortfall of more than \u20ac120 million between them this year. <\/p>\n<p class=\"c-paragraph paywall \">The Mater, St Vincent\u2019s University Hospital in south Dublin and Tallaght Hospital all told the committee that the initial financial allocations provided by the HSE this year would not cover the cost of delivering services and paying staff and suppliers.
