{"id":628266,"date":"2026-08-09T07:59:12","date_gmt":"2026-08-09T07:59:12","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/628266\/"},"modified":"2026-08-09T07:59:12","modified_gmt":"2026-08-09T07:59:12","slug":"new-law-could-see-young-people-barred-from-buying-vapes-and-cigarettes-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/628266\/","title":{"rendered":"New law could see young people barred from buying vapes and cigarettes \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/government\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/government\/\">Government<\/a> is considering a ban on the sale of tobacco and nicotine-inhaling products to anyone born after a certain date, following the introduction of similar legislation in the <a href=\"https:\/\/www.irishtimes.com\/tags\/united-kingdom\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/united-kingdom\/\">UK<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">As part of a review of its tobacco control policy, the <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-health\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-health\/\">Department of Health<\/a> is looking at measures which would mean young people would never legally be able to buy cigarettes or vapes.<\/p>\n<p class=\"c-paragraph paywall \">The UK law, which is due to come into effect next year and will apply in <a href=\"https:\/\/www.irishtimes.com\/tags\/northern-ireland\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/northern-ireland\/\">Northern Ireland<\/a>, will make it an offence to sell tobacco or nicotine products to anyone born on or after January 1st, 2009.<\/p>\n<p class=\"c-paragraph paywall \">Fianna F\u00e1il TD <a href=\"https:\/\/www.irishtimes.com\/tags\/malcolm-byrne\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/malcolm-byrne\/\">Malcolm Byrne<\/a> has published similar legislation, due to be introduced when the <a href=\"https:\/\/www.irishtimes.com\/tags\/dail-eireann\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dail-eireann\/\">D\u00e1il<\/a> returns after the summer recess, aimed at creating a \u201csmoke-free generation\u201d in Ireland. If passed, the Public Health (Tobacco) (Amendment) (Smokefree Generation) Bill would bring Ireland in line with the UK.<\/p>\n<p class=\"c-paragraph paywall \">\u201cOver time it would mean that 18-year-olds, become 19-year-olds, become 20-year-olds and you can\u2019t sell the product to them. You will see a tobacco and nicotine-free generation,\u201d the Wicklow-Wexford TD said. <\/p>\n<p class=\"c-paragraph paywall \">The Department of Health confirmed it is considering a ban on the sale of tobacco to those born after a certain date as part of a review of its Tobacco Free Ireland policy.<\/p>\n<p class=\"c-paragraph paywall \">\u201cTobacco is a uniquely lethal product,\u201d the department said in a statement. \u201cIt causes almost 100 deaths and 1,000 hospitalisations every week in Ireland. There is no age at which it becomes safe to consume tobacco.\u201d<\/p>\n<p class=\"c-paragraph paywall \">One of the \u201ccentral goals\u201d of the review \u201cwill be to set out a pathway to end the epidemic of tobacco-related harm in Ireland\u201d, it said. <\/p>\n<p class=\"c-paragraph paywall \">\u201cAll measures to fulfil this objective are being considered, including prohibiting the sale of tobacco to people born after a certain date.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The <a href=\"https:\/\/www.irishtimes.com\/tags\/irish-heart-foundation\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/irish-heart-foundation\/\">Irish Heart Foundation<\/a> (IHF) said it supports Byrne\u2019s Bill, with director of advocacy Mark Murphy saying it would \u201cvery much welcome any Government or backbencher Bill that would bring in a smoke-free generation as per the UK\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He noted that the legal age for smoking in the State is due to rise from 18 to 21 in early 2028, but said following the UK example on a generational ban was \u201creally important\u201d to have \u201call-island alignment\u201d. <\/p>\n<p class=\"c-paragraph paywall \">In 2022, New Zealand became the first country in the world to introduce a generational smoking ban with a steadily rising legal smoking age. However, it later did a U-turn on the measure under a new administration, which argued the move would create a black market for tobacco. Public health advocates described the decision as a \u201chuge win for the tobacco industry\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Byrne noted the popularity of vaping among young people and how many of these products have links to tobacco companies. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWhile they say they\u2019re about helping cessation of smoking, it\u2019s very clear they\u2019re marketing the product at young people, trying to grab a new generation of addicts,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWhat we have to do as a State is to stand up to the tobacco companies and try to prevent that addiction.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The IHF said vapes are somewhat effective in helping long-term smokers to quit. Murphy said they are being marketed \u201cas children\u2019s lifestyle devices in flavours like banoffi pie and lemon and lime\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He said the Government should look at the Australian model, under which vapes are available as \u201cprescription only\u201d products. Countries such as India had banned vapes entirely, he said.<\/p>\n<p class=\"c-paragraph paywall \">The department pointed to actions taken on products such as vapes and nicotine pouches to prevent youth uptake.
