{"id":634879,"date":"2026-08-13T11:20:21","date_gmt":"2026-08-13T11:20:21","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/634879\/"},"modified":"2026-08-13T11:20:21","modified_gmt":"2026-08-13T11:20:21","slug":"bin-scavenging-for-bottles-and-cans-costing-dublin-city-council-almost-e1000-daily-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/634879\/","title":{"rendered":"\u2018Bin scavenging\u2019 for bottles and cans costing Dublin City Council almost \u20ac1,000 daily \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Littering caused by people raiding public bins for plastic bottles and aluminium cans since the introduction of the <a href=\"https:\/\/www.irishtimes.com\/tags\/deposit-return-scheme\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/deposit-return-scheme\/\">Deposit Return Scheme <\/a>(DRS) is costing <a href=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/dublin-city-council\/\">Dublin City Council <\/a>(DCC) almost \u20ac1,000 a day.<\/p>\n<p class=\"c-paragraph paywall \">The claim was contained in a briefing note prepared for chief executive <a href=\"https:\/\/www.irishtimes.com\/tags\/richard-shakespeare\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/richard-shakespeare\/\">Richard Shakespeare <\/a>by Barry Woods, the council\u2019s head of waste management services, on June 3rd.<\/p>\n<p class=\"c-paragraph paywall \">The document, titled Financial Impact of the DRS on Dublin City Council Waste Management Services, said the scheme had resulted in the \u201cco-ordinated misuse\u201d of public bins by people seeking to recover containers for profit.<\/p>\n<p class=\"c-paragraph paywall \">Woods said \u201cfive or six\u201d workers out of about 50 on duty were being diverted from their usual tasks for one hour \u201cto cope with the consequences of the scavenging\u201d. <\/p>\n<p class=\"c-paragraph paywall \">He estimated the cost of this diversion was \u20ac332 per eight-hour shift or \u20ac996 over the course of every 24-hour cleaning cycle.<\/p>\n<p class=\"c-paragraph paywall \">\u201cPublic litter bins across the city are being interfered with daily,\u201d wrote Woods. \u201cLocks and access mechanisms are being damaged, and bin contents are being removed and deposited on surrounding footpaths so that returnable containers can be located and collected.\u201d<\/p>\n<p class=\"c-paragraph paywall \">This has resulted in damage to bins, increased littering on city streets, repeated littering of areas that have already been cleaned and additional pressure on waste management resources, he said. <\/p>\n<p class=\"c-paragraph paywall \">Woods referred to bin surrounds, which were installed in some locations to allow people place returnable containers in these rather than depositing them inside bins, thereby removing the incentive to interfere with waste containers.<\/p>\n<p class=\"c-paragraph paywall \">However, he said these had had \u201climited impact\u201d and were \u201cfrequently used for general litter disposal, including coffee cups and cigarette waste\u201d.
