{"id":636388,"date":"2026-08-14T07:20:09","date_gmt":"2026-08-14T07:20:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/636388\/"},"modified":"2026-08-14T07:20:09","modified_gmt":"2026-08-14T07:20:09","slug":"harris-lobbies-against-israeli-bond-approvals-returning-to-ireland-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/636388\/","title":{"rendered":"Harris lobbies against Israeli bond approvals returning to Ireland \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">T\u00e1naiste <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\">Simon Harris<\/a> has lobbied the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-commission\/\">European Commission<\/a> in recent weeks to avoid responsibility for the approval of Israeli state bonds reverting to Ireland from September.<\/p>\n<p class=\"c-paragraph paywall \">The development follows a decision by Luxembourg \u2013 which agreed to act as the approval body for Israeli bonds in September 2025 \u2013 not to accept the role for a second year.<\/p>\n<p class=\"c-paragraph paywall \">Harris has spoken in person to European commissioner for financial services Maria Lu\u00eds Albuquerque about the prospect of Ireland becoming the EU state responsible for approving the prospectus for Israeli state bonds, which Opposition parties have said are used to raise money for its military campaigns in <a href=\"https:\/\/www.irishtimes.com\/tags\/gaza-strip\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/gaza-strip\/\">Gaza<\/a>, <a href=\"https:\/\/www.irishtimes.com\/tags\/lebanon\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/lebanon\/\">Lebanon<\/a> and <a href=\"https:\/\/www.irishtimes.com\/tags\/iran\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/iran\/\">Iran<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">Due to Luxembourg\u2019s move, responsibility will revert to the <a href=\"https:\/\/www.irishtimes.com\/tags\/central-bank-of-ireland\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/central-bank-of-ireland\/\">Central Bank of Ireland<\/a>, which has been the designated \u201chome\u201d state for Israeli bonds since the <a href=\"https:\/\/www.irishtimes.com\/tags\/uk\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/uk\/\">UK<\/a> left the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> in 2016.<\/p>\n<p class=\"c-paragraph paywall \">In a reply to a parliamentary question from <a href=\"https:\/\/www.irishtimes.com\/tags\/sinn-fein\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/sinn-fein\/\">Sinn F\u00e9in<\/a> finance spokesman <a href=\"https:\/\/www.irishtimes.com\/tags\/pearse-doherty\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/pearse-doherty\/\">Pearse Doherty<\/a>, Harris said he had directed senior officials in his department to engage with the European Commission on the matter in recent weeks.<\/p>\n<p class=\"c-paragraph paywall \">He said officials had subsequently liaised with their counterparts in the commission, drawing attention to the work of the Oireachtas, in particular a recommendation by the Joint Oireachtas Committee on Finance that the Prospectus Regulation be amended.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis engagement reflected my view that the commission should have regard to the report and its findings.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI have raised this issue and the Government\u2019s views with commissioner Albuquerque, in person and by letter,\u201d said Harris.<\/p>\n<p class=\"c-paragraph paywall \">Doherty said on Thursday the State \u201ccannot continue to play a role facilitating Israel fundraising for that genocide\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cI introduced legislation to end Ireland involvement with Israeli war bonds last year, but Fianna F\u00e1il, Fine Gael and the Independents shamefully voted against it,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">The Central Bank has consistently said it is legally obliged to approve prospectuses once they contain all the information required under EU prospectus rules. The Government has maintained that the process is technical and that Ireland has never bought the bonds.<\/p>\n<p class=\"c-paragraph paywall \">Israel traditionally had its European bond prospectuses approved in the UK, but turned to the Central Bank after Brexit. The Israeli state bonds are marketed by the Development Company for Israel (International) Ltd, which sells debt on behalf of the Israeli state.<\/p>\n<p class=\"c-paragraph paywall \">Opposition parties have argued that the bonds amount to war bonds and have been used to raise funds for Israel\u2019s military campaigns in Gaza, Lebanon and Iran. A Sinn F\u00e9in Private Members\u2019 Bill in 2025 seeking to prevent the Central Bank from dealing with the bonds was defeated in the D\u00e1il. However, two Government TDs, Barry Heneghan and Gillian Toole, voted with the Opposition.<\/p>\n<p class=\"c-paragraph paywall \">The Luxembourg regulator indicated in July that it would not assess the Israeli prospectus for a second year, meaning responsibility has reverted to Ireland.<\/p>\n<p class=\"c-paragraph paywall \">The Bank of Israel must submit an application for its prospectus by the end of August, but it is understood no application has yet been received in Ireland. The Irish Times contacted the Bank of Israel for comment but received no response.<\/p>\n<p class=\"c-paragraph paywall \">A spokeswoman for the Central Bank said it was bound by statutory professional secrecy obligations and could not disclose information relating to \u201clive supervisory matters\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Last year, the Oireachtas All-Party Committee on Finance, chaired by Mair\u00e9ad Farrell, recommended that the Government engage at EU level to amend the Prospectus Regulation.
