story.<\/p>\n<p class=\"wp-block-paragraph\">\u201cE\u201d and \u201cMoksa\u201d and a graffiti artist who asked to remain anonymous got to work Sunday morning spray-painting the Whalley Avenue-facing wall of a long-abandoned commercial building \u2014 to create a mural that they said has been commissioned by the landlord to help enliven a \u201cdepressing\u201d corner.<\/p>\n<p class=\"wp-block-paragraph\">The mural\u2019s artists are part of a group called \u201cFifth Dimension Designs,\u201d according to E, who asked to be identified by only the first letter of his first name.<\/p>\n<p class=\"wp-block-paragraph\">E said he used to run<a href=\"https:\/\/www.newhavenindependent.org\/2012\/02\/03\/keys_on_kites_merges_tattoo_gallery_art\/\" rel=\"nofollow noopener\" target=\"_blank\"> the Keys on Kites tattoo parlor in Westville Village<\/a>, which shuttered its 869 Whalley Ave. storefront last month. \u201cWe closed for bigger plans,\u201d he said about the future of his tattoo business.<\/p>\n<p class=\"wp-block-paragraph\">He also said he\u2019s worked on graffiti murals all over the city, including at <a href=\"https:\/\/www.newhavenindependent.org\/2023\/06\/12\/good_graffiti_goes_up_for_good\/\" rel=\"nofollow noopener\" target=\"_blank\">the Edgewood Skate Park<\/a> and on Water Street.<\/p>\n<p class=\"wp-block-paragraph\">On Sunday, he and his colleagues undertook their latest public art project \u2014 this time on the Whalley side of the former Community Action Agency building at 781 Whalley Ave.<\/p>\n<p class=\"wp-block-paragraph\">That property at the corner of Whalley and Fitch has been\u00a0<a href=\"https:\/\/www.newhavenindependent.org\/2019\/10\/03\/50_fitch\/\" rel=\"nofollow noopener\" target=\"_blank\">owned since 2019 by a holding company controlled by Sim Levenhartz.<\/a>\u00a0In 2022, Levenhartz\u2019s company\u00a0<a href=\"https:\/\/www.newhavenindependent.org\/2022\/07\/21\/westville_gateway_greenlighted\/\" rel=\"nofollow noopener\" target=\"_blank\">won City Plan Commission approval to construct a new 245-unit apartment complex at that site<\/a>\u00a0\u2014 but never followed through on that plan. In recent months, Levenhartz has <a href=\"https:\/\/www.newhavenindependent.org\/2026\/05\/14\/landlord-fined-200k-skips-hearing-to-avoid-arrest\/\" rel=\"nofollow noopener\" target=\"_blank\">racked up hundreds of thousands of dollars in anti-blight fines \u2014 as well as a never-served arrest warrant issued by the Building Department \u2014 <\/a>as the city has sought to crack down on an array of code violations at the property.<\/p>\n<p class=\"wp-block-paragraph\">E said that the new mural is very much wanted by the landlord, and that it will beautify rather than bring down the corner. \u201cWe\u2019re coming in to paint this and stop any issues that were going on\u201d between the landlord and the city over how this property looks, he said.<\/p>\n<p class=\"wp-block-paragraph\">What\u2019s the design of this new mural?<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis is the gateway to Westville,\u201d E said. \u201cSo we\u2019re doing a, \u2018Welcome to Westville.\u2019 We\u2019re just trying to brighten up the area.\u201d<\/p>\n<p class=\"wp-block-paragraph\">He noted that the corner has looked \u201cpretty depressing for years\u201d \u2014 in part thanks to a damage caused by a 2018 car crash. \u201cNow we\u2019re just bringing some light to it.\u201d He said that every person who has driven by on Saturday and Sunday has said, \u201cThank you! Awesome! We love it!\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cSo it\u2019s giving people a little extra hope in some dark times,\u201d E said. He said that Levenhartz is \u201ctrying to really liven up the area as a future developer\u201d of this corner.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re actually doing this as a gift to the city,\u201d E continued, while stressing that Levenhartz had commissioned the mural. Levenhartz did not respond to an email request for comment by the publication time of this article.<\/p>\n<p class=\"wp-block-paragraph\">One of the muralists, who asked to be identified as <a href=\"https:\/\/www.bombingscience.com\/moksa\/\" rel=\"nofollow noopener\" target=\"_blank\">Moksa<\/a>, said that he was creating \u201cbackground elements\u201d on Saturday morning. \u201cCreating the landscape,\u201d he said. \u201cJust making it up on the spot.\u201d He knew that he was going to be painting a sign welcoming people to Westville. Otherwise, it\u2019s \u201ckind of an ad lib situation.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Moksa praised Levenhartz for covering the costs of the spray cans for this Whalley mural. \u201cToday we\u2019re using mostly Belton,\u201d he said, which provides \u201cpretty good can control.\u201d<\/p>\n<p class=\"wp-block-paragraph\">What does he like the most about spray-painting a mural like this one?<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s like asking someone why they like playing golf,\u201d E replied. \u201cYou\u2019re outside. You\u2019re in the sun. You\u2019re with your friends. It\u2019s Sunday.
