{"id":648905,"date":"2026-08-21T10:51:16","date_gmt":"2026-08-21T10:51:16","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/648905\/"},"modified":"2026-08-21T10:51:16","modified_gmt":"2026-08-21T10:51:16","slug":"developer-michael-oflynn-to-appeal-incomprehensible-refusal-of-1150-home-cork-development","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/648905\/","title":{"rendered":"Developer Michael O&#8217;Flynn to appeal &#8216;incomprehensible&#8217; refusal of 1,150 home Cork development"},"content":{"rendered":"<p class=\"\">One of the country\u2019s largest housebuilders, Michael O\u2019Flynn, has launched a scathing attack on Cork City Council.<\/p>\n<p class=\"contextmenu Body Body\">Mr O\u2019Flynn described its decision to reject plans for\u00a0<a target=\"_blank\" rel=\"noopener noreferrer nofollow\" href=\"https:\/\/www.echolive.ie\/corknews\/arid-41723331.html\">more than 1,000 homes in Ballincollig<\/a> as \u201cdisappointing\u201d and \u201cincomprehensible\u201d.<\/p>\n<p class=\"contextmenu Body Body\">The O\u2019Flynn Group chairman and chief executive said it was \u201cunacceptable\u201d at a time of \u201can unprecedented national housing crisis\u201d that a housing scheme of 1,150 homes would be refused on lands zoned for housing.<\/p>\n<p class=\"contextmenu Body Body\">Moreover, adjoining developments in the Maglin area of Ballincollig had been granted permission, said the developer, who pledged to submit \u201ca robust appeal\u201d to An Coimisi\u00fan Plean\u00e1la.<\/p>\n<p class=\"contextmenu Body Body\">While the council does not comment on planning decisions, a key reason given in its refusal letter was that such large-scale development was premature, pending delivery of a vital piece of road infrastructure in the Maglin area.<\/p>\n<p class=\"contextmenu caption\">Cork City Development Plan<\/p>\n<p class=\"contextmenu Body Body\">Enshrined in the Cork City Development Plan is recognition that the future development of the Maglin\/South Ballincollig area (of which the site forms part) \u201cis dependent on the delivery of the South Ballincollig Sustainable Transport Corridor to ensure development occurs in a sustainable manner that does not negatively impact on the wider road network\u201d.<\/p>\n<p class=\"contextmenu Body Body\">The council stated that delivery of the corridor \u201cshould precede or be delivered in conjunction with any future residential development\u201d.<\/p>\n<p class=\"contextmenu Body Body\">\u201cHaving regard to the location of the site, the substandard nature of Maglin Road, and the absence of definite proposals for the provision of the South Ballincollig Sustainable Transport Corridor, it is considered that the proposed development would be premature\u201d and would be \u201ccontrary to the proper planning and sustainable development of the area\u201d.<\/p>\n<p class=\"contextmenu Body Body\">However, Mr O\u2019Flynn said adjoining developments had been given permission \u201cdespite having the same zoning, greater levels of car parking\/dependency and reliance on this same sustainable transport corridor\u201d.<\/p>\n<p class=\"contextmenu Body Body\">The developer, who has already built around 2,000 homes in the Ballincollig area, said the planning refusal would affect not just the O\u2019Flynn Construction housing delivery pipeline, but also \u201cthe businesses and sub-contractors who collaborate with us\u201d.<\/p>\n<p class=\"contextmenu Body Body\">He added that while the council had identified the location as suitable for strategic housing more than 15 years ago, it had failed to secure the funding necessary to deliver the infrastructure that would unlock it.<\/p>\n<p class=\"contextmenu Body Body\">\u201cBlocking the delivery of 1,150 homes on land zoned for housing for over 15 years sends entirely the wrong message at a time when housing supply has never been more critical,\u201d the developer added.<\/p>\n","protected":false},"excerpt":{"rendered":"One of the country\u2019s largest housebuilders, Michael O\u2019Flynn, has launched a scathing attack on Cork City Council.
