The ruling was in reference to <a rel=\"nofollow noopener\" href=\"https:\/\/nvidianews.nvidia.com\/news\/nvidia-completes-acquisition-of-mellanox-creating-major-force-driving-next-gen-data-centers\" target=\"_blank\">Nvidia\u2019s 2020 acquisition of Mellanox Technologies<\/a>, a computer networking supplier, for $7 billion.<\/p>\n<p class=\"wp-block-paragraph\">An Nvidia spokesperson supplied the following statement, \u201cWe comply with the law in all respects. We will continue to cooperate with all relevant government agencies as they evaluate the impact of export controls on competition in the commercial markets.\u201d<\/p>\n<p class=\"wp-block-paragraph\">China didn\u2019t announce any consequences tied to its findings and will continue to investigate. Still, the ruling is likely to cast a pall over ongoing tariff negotiations between the U.S. and China, currently taking place in Madrid. While these trade discussions aren\u2019t specifically about semiconductors, the question of Chinese access to Nvidia chips is a major point of contention between the two regimes.<\/p>\n<p class=\"wp-block-paragraph\">The outgoing Biden administration announced its <a href=\"https:\/\/techcrunch.com\/2025\/01\/13\/biden-administration-proposes-sweeping-new-restrictions-on-exporting-ai-chips\/\" rel=\"nofollow noopener\" target=\"_blank\">AI Diffusion Rule<\/a> back in January that was meant to restrict U.S.-made AI chips to many countries, with further restrictions specifically for China and other adversaries.<\/p>\n<p class=\"wp-block-paragraph\">While the U.S. Department of Commerce <a href=\"https:\/\/techcrunch.com\/2025\/05\/13\/trump-administration-officially-rescinds-bidens-ai-diffusion-rules\/\" rel=\"nofollow noopener\" target=\"_blank\">formally repealed Biden\u2019s AI rule in May<\/a>, the future of AI chip exports to China remains in flux. The Trump administration slapped <a href=\"https:\/\/techcrunch.com\/2025\/04\/15\/nvidia-h20-chip-exports-hit-with-license-requirement-by-us-government\/\" rel=\"nofollow noopener\" target=\"_blank\">licensing agreements<\/a> on chips heading to China in April. A few months later, in July, these companies were <a href=\"https:\/\/techcrunch.com\/2025\/07\/14\/nvidia-is-set-to-resume-china-chip-sales-after-months-of-regulatory-whiplash\/\" rel=\"nofollow noopener\" target=\"_blank\">given the green light<\/a> to start selling these chips again.<\/p>\n<p class=\"wp-block-paragraph\">Just a few weeks after that the country struck a deal requiring companies selling chips to China to give the U.S. a <a rel=\"nofollow noopener\" href=\"https:\/\/www.ft.com\/content\/cd1a0729-a8ab-41e1-a4d2-8907f4c01cac\" target=\"_blank\">15% cut of the revenue<\/a> made on those sales.
