{"id":667045,"date":"2026-09-01T14:42:18","date_gmt":"2026-09-01T14:42:18","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/667045\/"},"modified":"2026-09-01T14:42:18","modified_gmt":"2026-09-01T14:42:18","slug":"warning-signs-visible-days-before-glacier-collapse-in-nepal-report-finds","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/667045\/","title":{"rendered":"Warning signs visible days before glacier collapse in Nepal, report finds"},"content":{"rendered":"<p class=\"paragraph_paragraph___QITb\">A rapid hazard assessment of the Nepal-Tibet disaster by a group of international scientists says there were &#8220;pre-event indications&#8221; of the avalanche, including satellite imagery showing a change in the surface of the collapsed glacier.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The initial findings prepared by HiRISK on August 28 have raised questions about whether better disaster\u00a0preparedness may have prevented hundreds of construction workers from becoming trapped at\u00a0several\u00a0hydropower projects\u00a0after the deadly floods on Wednesday.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Jakob Steiner,\u00a0a co-author of the report and a geologist who has been advising the Nepali government on disaster risk in the Himalayas, also told the ABC that\u00a0early warning systems for construction workers were &#8220;very weak&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In the past decade, China and Nepal have launched a number of high-altitude infrastructure projects, including highways, dams, tunnels and hydropower plants along the border.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Several of those projects were damaged by the massive flash flood that tore through the valley last Wednesday.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">The number of people missing has risen to more than 3,900 with at least 1,000 people known to have died.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Among the missing are believed to be hundreds of Nepali, Chinese and Indian construction workers building roads, hydro-electric dams and their tunnels along the Trishuli River.<\/p>\n<p class=\"paragraph_paragraph___QITb\">On Monday, the Nepali government said at least 933 workers were believed to be trapped at about half a dozen hydropower projects.<\/p>\n<p class=\"paragraph_paragraph___QITb\">They have\u00a0so far evacuated about 300\u00a0workers from a collapsed Upper Trishuli tunnel.<\/p>\n<p>Loading&#8230;Satellite imagery reveals early warning signs<\/p>\n<p class=\"paragraph_paragraph___QITb\">In May, experts and officials from Nepal and China met in Kathmandu to discuss the risk of disasters in the border area, according to a Reuters report.<\/p>\n<p class=\"paragraph_paragraph___QITb\">They discussed floods and glacier-related hazards, as well as monitoring and response measures, according to a meeting agenda prepared by the Nepali side.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The participants called for joint risk-reduction steps, including monitoring glacial lakes and mapping the hazards.\u00a0\u00a0<\/p>\n<p><img decoding=\"async\" alt=\"Jakob Steiner is wearing an orange top. (Supplied)<\/p>\n<p class=\"paragraph_paragraph___QITb\">However, according to the HiRISK report, no early warning system for glacier-related hazards had been set up in the affected area so far.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Given the rapid speed of the initial avalanche, warning time from conventional \u2026 systems would have been minimal and likely insufficient for successful evacuation at the Nepal-China border check point at Rasuwagadhi [Gyirong Port],&#8221; it said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;Further downstream, with warning times of 10 minutes or more, comprehensive and well-capacitated systems could have saved a significant number of lives.&#8221;<\/p>\n<p class=\"paragraph_paragraph___QITb\">The HiRISK report was penned by experts from the Asian Mountain Academic Alliance, the Stimson Center, and China&#8217;s Institute of Mountain Hazards and Environment.<\/p>\n<p class=\"paragraph_paragraph___QITb\">When the experts analysed satellite imagery of the affected area days before the glacier collapse, they found &#8220;there were some pre-event indications&#8221; of the avalanche.<\/p>\n<p class=\"paragraph_paragraph___QITb\">According to the report, one sign was a change in the glacier&#8217;s surface.<\/p>\n<p><img decoding=\"async\" alt=\"Before and after pictures of the glacier detachment from 19 July 2025 and 27 August 2026.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2026\/09\/78417aa6fcdb054436d896ef067ce3a7.png\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Before and after photos showing the glacier detachment. (Supplied: Planet, Landsat 9, HiRISK)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Satellite observations suggest the water in the glacier accelerated before the collapse, a sign that something was shifting inside and that the surrounding rock was destabilising.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The satellite imagery from August 24 also showed that meltwater in the area had turned visibly brown, while the scientists also identified a crack propagating into the surrounding bedrock slope in the days before the avalanche.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Steiner said AI-assisted satellite monitoring could help scientists identify risks across vast and difficult mountain terrain.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;This is where I think we need to invest more,&#8221; he said.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There are thousands and thousands of glaciers in High Mountain Asia, so we have to find scalable solutions.&#8221;<\/p>\n<p>&#8216;We can&#8217;t say \u2026 nobody knew&#8217;<\/p>\n<p class=\"paragraph_paragraph___QITb\">For scientists studying the Himalayas region, natural disasters like the flash flood last week have become more frequent over the past decade.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In July last year, a glacial lake outburst flood sent floodwaters through the Nepal-China border checkpoint \u2014 known in China as the Gyirong port \u2014 destroying roads and a bridge linking the two countries.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">It left at least nine people dead.<\/p>\n<p><img decoding=\"async\" alt=\"A photo of the Gyirong port taken just days before the avalanche triggered mudslide.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2026\/09\/58ee81f02d0064c0ad6df1f8ecf24dc7.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">A photo of the Gyirong port taken just days before the avalanche triggered mudslide. (Planet, Landsat 9, HiRISK)<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Steiner said the previous disasters should have provided enough warning, and that authorities need to be questioned why &#8220;very little&#8221; had been done to prepare since.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;We can&#8217;t say, oh my God, nobody knew,&#8221;<\/p><\/blockquote>\n<p>  he said.<a href=\"https:\/\/www.abc.net.au\/news\/2026-09-01\/nepali-survivors-return-to-villages-entombed-in-mud\/107096864\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">Nepali survivors return to unrecognisable villages entombed in mud<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">The ABC sees firsthand the devastation and rescue operation underway in the worst-hit areas of Nepal.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">Zhang Maoming, Chinese Ambassador to Nepal, told NTV news last week that both Nepal and China &#8220;can learn a lot from responding to this disaster&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;It is imperative\u00a0for China and Nepal to further strengthen cooperation in disaster prevention, mitigation and emergency management, and continuously enhance our capacity to respond to natural disasters,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The ABC has approached the Nepal Ministry of Foreign Affairs, the Nepal Electricity Authority and Chinese embassy in Canberra for comment.<\/p>\n<p>Workers need more protection<\/p>\n<p class=\"paragraph_paragraph___QITb\">China was involved in building at least four hydro-electric dam and tunnels projects about 35 kilometres down the river from Gyirong port.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Three of them, Upper Trishuli-1, Upper Trishuli-3A and Upper Trishuli-3B, have reportedly been severely damaged by the flood, with rescue works ongoing.<\/p>\n<p class=\"paragraph_paragraph___QITb\">In total, 12 hydropower facilities and a solar plant, about 10 per cent of Nepal&#8217;s total operational capacity, have been shut down. Seven of them have been damaged or destroyed, according to the report.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Steiner said every construction project underwent detailed environmental and risk assessments, but what was not clear was whether they had been followed precisely.<\/p>\n<p class=\"paragraph_paragraph___QITb\">The construction workers were &#8220;more exposed&#8221; because they lived in barracks close to the hydropower infrastructure, he said.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;They are like \u2026 Lord of the Rings kind of dwarf caves,&#8221;<\/p><\/blockquote>\n<p>  he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Mr Steiner said considering hundreds of people worked in each &#8220;cave&#8221; and the risk of natural disasters, the early warning systems were still &#8220;very weak&#8221;.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said after the 2025 rock-ice avalanche, he met with local authorities and advocated for ongoing training for staff and for disaster management authorities to monitor early warning signs of potential disasters in the area.<\/p>\n<p class=\"paragraph_paragraph___QITb\">But he said there had been &#8220;no investment&#8221; in those capabilities.<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;To put it \u2026 cynically, there was a lot of hot air, but very little was [done],&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He said both Nepali and Chinese governments needed to do more to protect construction workers in the region.<\/p>\n<p>Risk beyond project boundaries<\/p>\n<p class=\"paragraph_paragraph___QITb\">While experts agree on the value of building early warning systems in the Himalayan valley, they also concede there is little that can be done on the project management level.<\/p>\n<p class=\"paragraph_paragraph___QITb\">Arnold Dix, an Australian geologist and an engineer, is helping with the Nepali rescue work at the collapsed tunnel at hydropower station Trishuli-3A.<\/p>\n<p class=\"paragraph_paragraph___QITb\">He estimated the flood waters would have been travelling at more than 160 kilometres an hour, which would have left only about 10 minutes for a response.\u00a0<\/p>\n<p class=\"paragraph_paragraph___QITb\">&#8220;There were people at the construction camp, 10 minutes wouldn&#8217;t be long enough to run from camp to the tunnels [which were more resilient to the flood],&#8221; he said.<\/p>\n<p><img decoding=\"async\" alt=\"Rescue personnel work at a hydropower tunnel site in Rasuwa.\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2026\/09\/8c4281b8ea4f676fcc7a5e5326d75caf.jpeg\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Rescue personnel work at a hydropower tunnel site in Rasuwa district.
