Is there a chance? In my view, yes, \u200bthere is.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Ukrainian foreign minister Andrii Sybiha told reporters in Kyiv: \u201cI believe that we will now have a new dynamic in the peace efforts, with the return of this \u2060active phase of political and diplomatic engagement in many capitals around the world.\u201d<\/p>\n<p class=\"c-paragraph paywall \">He did not elaborate further, telling reporters to \u201cfollow the \u200cnews\u201d.<\/p>\n<p class=\"c-paragraph paywall \">After \u200cfour \u200band a half years of Europe\u2019s deadliest conflict since the second World War, it is rare for either side to offer an upbeat assessment of peace prospects. They last met for US-mediated talks in February.<\/p>\n<p class=\"c-paragraph paywall \">Since \u2060then, with the US distracted by the Iran \u200bwar, both Russia and Ukraine have ramped up long-range air attacks \u200bdeep inside the other\u2019s territory. Hostilities at sea have escalated sharply with attacks by both sides on ports and commercial shipping, pushing up global grain \u200cprices.<\/p>\n<p class=\"c-paragraph paywall \">However, neither Putin nor Sybiha cited specific reasons to expect progress; on the contrary, the Kremlin leader said Ukraine\u2019s latest actions \u2060presented an obstacle.<\/p>\n<p class=\"c-paragraph paywall \">In response to a question, Putin said \u2060Ukrainian attacks on civilian merchant \u200bships and \u201creported threats of attacks on civilian aircraft\u201d were \u201cacts of state terrorism\u201d, which he said \u201ccomplicates the prospects for bilateral peace talks\u201d.<\/p>\n<p class=\"c-paragraph paywall \">Ukrainian president Volodymyr Zelenskiy warned airlines and insurance companies this week that the presence of Ukrainian drones had made Russian skies dangerous, although he said Ukraine would target only Russian military facilities and not threaten civilian aircraft.<\/p>\n<p class=\"c-paragraph paywall \">On Wednesday, Ukraine urged the UN\u2019s aviation agency to ask members to ban operations in Russian airspace.
