But there is an important difference. Then, the Cold War world was essentially split in two,\u201d <a href=\"https:\/\/www.irishtimes.com\/tags\/helen-mcentee\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/helen-mcentee\">Helen McEntee<\/a> told the British-Irish Association in Oxford.<\/p>\n<p class=\"c-paragraph paywall \">\u201cNow, globalisation and technological progress mean that we are more exposed to these developments \u2013 whether physically or online \u2013 than ever before.\u201d  <\/p>\n<p class=\"c-paragraph paywall \">Large countries\u2019 actions can have \u201ca ripple effect \u2013 or a tsunami effect \u2013 that has a substantial impact on people far away,\u201d she said, pointing to the grain shortages now being felt \u201cin Europe and across Africa\u201d as a result of <a href=\"https:\/\/www.irishtimes.com\/tags\/helen-mcentee\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/helen-mcentee\">Russia<\/a>\u2019s war on <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/ukraine-war\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/europe\/ukraine-war\/\">Ukraine<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">The rapidly-changing security vulnerabilities of countries were illustrated, she said, by the actions \u201cof individuals and groups from outside the island of Ireland\u201d in this summer\u2019s immigration riots in <a href=\"https:\/\/www.irishtimes.com\/tags\/northern-ireland\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/northern-ireland\/\">Northern Ireland<\/a>.<\/p>\n<p class=\"c-paragraph paywall \">\u201cDisinformation spread like wildfire: <a href=\"https:\/\/www.irishtimes.com\/tags\/artificial-intelligence\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/artificial-intelligence\">AI<\/a>-generated posters that created confusion about whether roads, schools and public services would remain open, causing real anxiety and disruption for communities,\u201d the Minister said.<\/p>\n<p class=\"c-paragraph paywall \">Such malign actions are particularly dangerous in Northern Ireland, she said, because \u201csinister actors can exploit fears and divisions\u201d rooted in recent history. \u201cThat adds to the challenge.\u201d<\/p>\n<p class=\"c-paragraph paywall \">McEntee said last year\u2019s presidential election campaign was exploited to create \u201ca platform for the cultivation of division\u201d, which was illustrated by the sectarian attacks made upon her former party colleague, Fine Gael\u2019s Heather Humphries.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe saw a minority try to weaponise her identity as an Irish Presbyterian woman. That took the form of online smears and misinformation about the Southern Protestant tradition,\u201d she said.<\/p>\n<p class=\"c-paragraph paywall \">\u201cWe might have hoped that we had left that kind of historically illiterate, dead-end sectarianism behind, she said, adding that such prejudice should be challenged head-on, even if it is not pervasive. <\/p>\n<p class=\"c-paragraph paywall \">\u201cIt is on social media where we see a tidal wave of sectarianism, a hateful minority\u2019s voice amplified over and over. This is a serious problem, but we can\u2019t let ourselves be fooled into thinking that these people are in some way representative.\u201d<\/p>\n<p class=\"c-paragraph paywall \">Meanwhile, McEntee said she hoped the Government would decide before the end of the year whether Ireland will join the UK-led Joint Expeditionary Force, which attempts to stop security threats in Northern Europe.<\/p>\n<p class=\"c-paragraph paywall \">Besides the UK, the force includes Denmark, Estonia, Iceland, Latvia, Lithuania, the Netherlands, Norway, Sweden and Finland. <\/p>\n<p class=\"c-paragraph paywall \">Due to the State\u2019s long-standing military neutrality, the Government has ruled out involvement in any offensive actions by the force, but it is exploring ways of co-operating on security challenges such as the risks to undersea communication cables.<\/p>\n<p class=\"c-paragraph paywall \">Responding to questions, McEntee said: \u201cWhat I would like is that we\u2019d have some form of a decision on what we\u2019re doing before the end of the year, but I\u2019d prefer it be sooner as well.<\/p>\n<p class=\"c-paragraph paywall \">\u201cIf you look at our positioning and you look at obviously our economic zone and our own maritime domain, it\u2019s really important for me that we would make progress in this regard.\u201d <\/p>\n<p class=\"c-paragraph paywall \">The Minister said she hoped to be in a position to provide more detail on what Ireland would be able to do soon. \u201cBut what I\u2019d like to see is that we would have partner status, that we would be able to join some of the operations.\u201d<\/p>\n<p class=\"c-paragraph paywall \">The Minister again refused to confirm that the French military and the Royal Navy had offered significant security help to Ireland during the six-month presidency of the Council of the European Union.
