{"id":67507,"date":"2025-09-16T12:10:09","date_gmt":"2025-09-16T12:10:09","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/67507\/"},"modified":"2025-09-16T12:10:09","modified_gmt":"2025-09-16T12:10:09","slug":"draghi-calls-for-pause-to-ai-act-to-gauge-risks","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/67507\/","title":{"rendered":"Draghi calls for pause to AI Act to gauge risks"},"content":{"rendered":"<p>          <img decoding=\"async\" class=\"c-ad__placeholder__logo\" src=\"https:\/\/static.euronews.com\/website\/images\/logos\/logo-euronews-stacked-outlined-72x72-grey-9.svg\" width=\"72\" height=\"72\" alt=\"\" loading=\"lazy\"\/><br \/>\n          ADVERTISEMENT<\/p>\n<p>The EU rules on AI should be paused while potential \u201cdrawbacks\u201d are assessed, former Italian Prime Minister Mario Draghi said on Tuesday during a conference considering the European Commission&#8217;s progress in implementing the recommendations set out in Draghi&#8217;s landmark report from 2024.\u00a0<\/p>\n<p>The AI Act which entered into force in August last year, but will fully apply in 2027, is \u201ca source of uncertainty\u201d, the former Italian premier said.<\/p>\n<p>The rules aim to regulate AI systems according to the risk they pose to society, ranging from minimal enforcement to more compliance for high-risk systems and prohibitions.<\/p>\n<p>\u201cThe first rules\u2014which included the ban on\u00a0&#8216;unacceptable-risk&#8217; systems\u2014landed without major complications. Codes of practice signed by most major developers, together with the Commission\u2019s August guidelines, have clarified responsibilities,\u201d Draghi said.\u00a0<\/p>\n<p>\u201cBut the next stage\u2014covering high-risk AI systems in areas like critical infrastructure and health\u2014must be proportionate and support innovation and development. In my view, implementation of this stage should be paused until we better understand the drawbacks,\u201d he\u00a0added.<\/p>\n<p>The\u00a0intervention follows industry calls for delays earlier this year.<\/p>\n<p>CEOs from more than 40 European companies including ASML, Philips, Siemens and Mistral, <a href=\"https:\/\/www.euronews.com\/next\/2025\/07\/03\/europes-top-ceos-call-for-commission-to-slow-down-on-ai-act\" rel=\"nofollow noopener\" target=\"_blank\"><strong>asked<\/strong><\/a> in July for a \u201ctwo-year clock-stop\u201d on the AI Act. In a <a href=\"https:\/\/eur03.safelinks.protection.outlook.com\/?url=https%3A%2F%2Faichampions.eu%2F&amp;data=05%7C02%7Ccynthia.kroet%40euronews.com%7C0f951102686749ff408908ddf502520a%7Ce59fa28a32ed49aca5a09c46118cfecf%7C0%7C0%7C638936112525516631%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=WHk4loArwr8OcYj7Bnjk7neNZHrmjjTRkPjdbyFOD%2Fc%3D&amp;reserved=0\" target=\"_blank\" rel=\"noreferrer nofollow noopener\"><strong>letter<\/strong><\/a> to Commission President Ursula von der Leyen, they said this would allow \u201cboth for reasonable implementation by companies, and for further simplification of the new rules.\u201d <\/p>\n<p>The latest provisions on general purpose AI (GPAI), such as ChatGPT and Gemini, raised questions because Commission guidance aimed at helping providers was not ready in time. The Commission hasn&#8217;t yet published a list of watchdogs in charge of enforcement. <\/p>\n<p><strong>Digital omnibus<\/strong><\/p>\n<p>Meanwhile the Commission\u2019s tech chief Henna Virkkunen announced that the EU executive will present a so-called digital omnibus package in December, which will review all existing tech legislation and could ease the burden on companies by cutting for example reporting or transparency obligations.\u00a0This would cover the bloc\u2019s AI rules too.<\/p>\n<p>A group of more than 50 organisations \u2013 including Access Now, Centre for Democracy and Technology Europe (CDT) and the European Consumer Organisation (BEUC) <a href=\"https:\/\/www.euronews.com\/next\/2025\/07\/09\/privacy-consumer-groups-warn-against-delays-and-backtracking-on-ai-act\" rel=\"nofollow noopener\" target=\"_blank\"><strong>warned<\/strong><\/a> in July against re-opening or delaying the AI Act, claiming it would undermine key accountability mechanisms.<\/p>\n<p>\u201cThe EU &#8216;simplification&#8217; agenda should not be used to drive deregulation, especially in the absence of credible evidence that this would be necessary or effective,\u201d the letter said, adding that EU rules are based on fundamental values and principles, \u201cefforts to simplify should build on hard-won legal protections, not dismantle them.\u201d \u00a0<\/p>\n<p>The AI Act has also come under pressure from the US administration in recent weeks. US President Donald Trump <a href=\"https:\/\/eur03.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.euronews.com%2Fbusiness%2F2025%2F08%2F26%2Ftrump-threatens-tariffs-on-nations-imposing-digital-taxes-on-us-tech&amp;data=05%7C02%7Ccynthia.kroet%40euronews.com%7C0f951102686749ff408908ddf502520a%7Ce59fa28a32ed49aca5a09c46118cfecf%7C0%7C0%7C638936112525656971%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=NjZKMI1XJW2159RQBvOLTdqxxRJgtxg52g5ION0SL5k%3D&amp;reserved=0\" target=\"_blank\" rel=\"noreferrer nofollow noopener\"><strong>threatened<\/strong><\/a>\u00a0to impose &#8220;substantial additional tariffs&#8221; on countries that implement legislation targeting American tech companies, &#8220;unless these discriminatory actions are removed&#8221;.<\/p>\n<p>The Commission said in response that &#8220;It is the sovereign right of the EU and its member states to regulate economic activities on our territory, which are consistent with our democratic values.\u201d <\/p>\n<p>&#8216;<strong>Europe must act more like a federation&#8217;<\/strong><\/p>\n<p>The former Italian Prime Minister also questioned the EU\u2019s 2035 deadline for zero tailpipe emissions, saying that \u201ctargets rest on assumptions that no longer hold\u201d for the automotive sector.<\/p>\n<p>The 2035 deadline is one of the most crucial points of discussion in the Strategic Dialogue on the Future of the Automotive Industry, which the European Commission <a href=\"https:\/\/www.euronews.com\/2025\/09\/12\/the-european-car-industrys-top-five-concerns-going-into-crunch-talks-with-von-der-leyen\" rel=\"nofollow noopener\" target=\"_blank\"><strong>is holding<\/strong><\/a> with representatives from the car industry to ensure a smooth transition to zero-emission mobility.<\/p>\n<p>According to Draghi, the electric vehicles market has grown more slowly than expected, while \u201cEuropean innovation has lagged, models remain expensive and supply-chain policy is fragmented\u201d.<\/p>\n<p>The result is that \u201cthe European car fleet of 250 million vehicles is aging and CO\u2082 emissions have barely fallen in recent years.\u201d<\/p>\n<p>As he has already suggested in his report one year ago, the upcoming review of the CO\u2082 emissions regulation \u201cshould follow a technologically neutral approach and take stock of market and technological developments\u201d.<\/p>\n<p>\u201cIn the coming months &#8211; he said &#8211; the automotive sector will test Europe\u2019s ability to align regulation, infrastructure, and supply chain development into a coherent strategy\u201d.<\/p>\n<p>Draghi also addressed the EU\u2019s need to reform and increase integration among the member states, an issue that was already highlighted in his report.\u00a0<\/p>\n<p>\u201cIn some crucial areas, Europe must start acting less like a confederation and more like a federation,\u201d he said, subtly suggesting to scrap veto rights from the EU decisional process, or at least to reduce the ability of countries to diverge from a common project.<\/p>\n<p>\u201cEven without treaty change, Europe could already go much further by concentrating projects and pooling resources,\u201d he said, adding that \u201cprogress may depend on coalitions of the willing, using mechanisms such as enhanced cooperation\u201d.<\/p>\n<p>A call to \u201cconsider common debt for common projects\u201d, whether at the EU level or among a coalition of member states, was also included in Draghi\u2019s speech.\u00a0<\/p>\n<p>\u201cJoint issuance [&#8230;] would allow Europe to finance larger projects in areas that lift productivity\u2014breakthrough innovation, scale technologies, defence R&amp;D or energy grids\u2014where fragmented national spending can no longer deliver,\u201d he said.\u00a0<\/p>\n<p>&#8220;Draghi came to Brussels with a very clear message: either Europe changes its economic model, or it will perish in today\u2019s world,&#8221; said Bruegel Senior fellow Simone Tagliapietra, adding: &#8220;He is calling for more EU level action to achieve scale and impact.
