{"id":716190,"date":"2026-10-02T08:06:12","date_gmt":"2026-10-02T08:06:12","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/716190\/"},"modified":"2026-10-02T08:06:12","modified_gmt":"2026-10-02T08:06:12","slug":"weather-whiplash-leaves-us-with-no-illusions-about-the-reality-of-climate-change-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/716190\/","title":{"rendered":"Weather whiplash leaves us with no illusions about the reality of climate change \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">The Government\u2019s <a href=\"https:\/\/www.irishtimes.com\/tags\/budget\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/budget\">budget<\/a> preparations should have taken place on <a href=\"https:\/\/www.irishtimes.com\/tags\/achill-island\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/achill-island\">Achill Island<\/a> in place of the <a href=\"https:\/\/www.irishtimes.com\/tags\/mayo\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/mayo\">Mayo<\/a> International Kite Festival held there every summer. The tag line for the festival is \u201cThe Sky\u2019s the Limit\u201d \u2013 also a fitting summary of the exhaustive number of notions and promises flown by the masters of our economic wellbeing.<\/p>\n<p class=\"c-paragraph paywall \">Peering beyond the kites, however, brings clarity about one thing: there is not nearly enough political seriousness about climate change in this country. <\/p>\n<p class=\"c-paragraph paywall \">T\u00e1naiste <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\">Simon Harris<\/a> rightly takes to task those who demand the scrapping of the carbon tax, but in the same breath he says in relation to that levy, \u201cthere is flexibility for the Government to do something there if they wish to \u2026 we need to consider that in the round\u201d. <\/p>\n<p class=\"c-paragraph paywall \">This has become a mantra in the annual sky\u2019s-the-limit budget festival. But what \u201cin the round\u201d translates to in relation to climate change mitigation is speaking out of two sides of the mouth.<\/p>\n<p class=\"c-paragraph paywall \">This is a well-established art. In 2018, <a href=\"https:\/\/www.irishtimes.com\/tags\/leo-varadkar\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/leo-varadkar\/\">Leo Varadkar<\/a>, then taoiseach, admitted he was \u201cnot proud\u201d of Ireland\u2019s record in tackling climate change; later the same year he wondered, after his government shirked the issue of a carbon tax in the budget, if it was \u201cthe appropriate time\u201d to focus on this tax given <a href=\"https:\/\/www.irishtimes.com\/tags\/brexit\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/brexit\/\">Brexit<\/a>, worries about general price increases, the fear that such a tax would have \u201ctotally wiped out\u201d the tax cuts in the budget and because we were \u201cheading into winter\u201d. <\/p>\n<p class=\"c-paragraph paywall \">We\u2019ll be heading into winter every year, and they will be stormier. An ambitious and radical climate-change agenda is considered by constituency-focused politicians as something that will \u201cdecimate <a href=\"https:\/\/www.irishtimes.com\/tags\/rural-ireland\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/rural-ireland\/\">rural Ireland<\/a>\u201d, to use a phrase frequently uttered in the last few years, including by those mooting <a href=\"https:\/\/www.irishtimes.com\/tags\/fuel-protests\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/fuel-protests\">fuel price protests<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">There is no denying the hardship generated by the energy price hikes, but it is continued reliance on fossil fuels and stalling of climate action that will do the most damage to rural Ireland.<\/p>\n<p class=\"c-paragraph paywall \">Many working the land are well aware of this; we witness much coverage of the high-octane rhetoric from the self-appointed guardians of tradition, but not as much coverage of those in rural Ireland who have long recognised the ominous signs that stalk their land and do their best to adapt their own practices and change their methods. Those who shout loudest and abuse our Tricolour flag are not always the most representative.<\/p>\n<p class=\"c-paragraph paywall \">It will cost billions of euro to sustain the determination to continue the doomed attempt to suppress petrol and diesel prices. <\/p>\n<p class=\"c-paragraph paywall \">Minister for Transport and Energy <a href=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/darragh-obrien\/\">Darragh O\u2019Brien<\/a> was keen to insist in April that \u201cthe \u20ac750 million total package that we brought in is one of the most significant in all of Europe\u201d, a boast repeated by Taoiseach <a href=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/micheal-martin\">Miche\u00e1l Martin<\/a>. <\/p>\n<p class=\"c-paragraph paywall \">Intervention has since been extended to spend public money on fossil fuels at a time when Ireland is lagging way behind the <a href=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/european-union\/\">European Union<\/a> goal to cut emissions by 55 per cent by 2030. <\/p>\n<p class=\"c-paragraph paywall \">The money could be spent instead on introducing free public transport, making retrofitting more affordable and aggressively tackling woefully inadequate electric vehicle infrastructure, but such is the short-termism of our political culture that we get hugely expensive and misplaced sticking plasters. <\/p>\n<p class=\"c-paragraph paywall \">\u201cWe\u2019re not going to hit our 2030 target, but that does not reduce our ambition in that regard,\u201d said O\u2019Brien, who this week left the door open to continuance of fuel subsidies via excise cuts.<\/p>\n<p class=\"c-paragraph paywall \">This prevarication and blinkered vision will come to haunt the Government very soon because of the inevitability of extreme weather events; what Peter Thorne, the climatologist and chair of the adaptation committee of the <a href=\"https:\/\/www.irishtimes.com\/tags\/climate-change-advisory-council\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/climate-change-advisory-council\/\">Climate Change Advisory Council<\/a> (CCAC), has described as \u201cweather whiplash, where we go from one extreme to another \u2013 flood to drought, storm to heatwave\u201d.<\/p>\n<p class=\"c-paragraph paywall \">The latest annual review by the CCAC is unfailingly polite but firm: \u201cIreland\u2019s climate adaptation planning does not match the scale and urgency of increasing climate risks \u2026 The continued absence of the proposed <a href=\"https:\/\/www.irishtimes.com\/tags\/extreme-weather\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/extreme-weather\">Extreme Weather<\/a> Event Assistance Scheme \u2013 a commitment in the 2025 Programme for Government \u2013 is a critical gap in immediate recovery and \u2018build back better\u2019 support for citizens and businesses\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Furthermore, it highlights that 30 of the 54 major flood relief schemes identified in 2018 by a national flood risk assessment remain at the stage of preliminary design, which is only the \u201cfirst stage of a five-stage delivery process.
