University<\/a> (DCU) did not act \u201cin the spirit of the law\u201d when it increased monthly fees relating to on-campus <a href=\"https:\/\/www.irishtimes.com\/tags\/student-accommodation\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/student-accommodation\/\">student accommodation<\/a>, Minister for Higher Education <a href=\"https:\/\/www.irishtimes.com\/tags\/james-lawless\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-lawless\/\">James Lawless<\/a> has said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The Minister has written to the president of DCU, D\u00e1ire Keogh, asking him to \u201creconsider and to clarify\u201d the price increase <a href=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/09\/15\/dublin-college-increases-fees-in-on-campus-student-accommodation-in-rpz-loophole\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/ireland\/housing-planning\/2025\/09\/15\/dublin-college-increases-fees-in-on-campus-student-accommodation-in-rpz-loophole\/\">reported by The Irish Times<\/a> this week.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Increases in mandatory monthly service charges this year, covering utilities, combined with separate rent increases, resulted in total monthly payments going up almost 7 per cent.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The accommodation complex is based within a <a href=\"https:\/\/www.irishtimes.com\/tags\/rent-pressure-zones\/\" rel=\"nofollow noopener\" target=\"_blank\">rent pressure zone<\/a> (RPZ), where rent increases are capped at 2 per cent per year or by the rate of inflation, whichever is lower.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">However, DCU\u2019s approach does not appear to break RPZ rules because the main increase is driven by the service charge and not the rent.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cWhile this approach may be technically within the letter of the law, I do not believe it is in the spirit of the law and I am therefore asking DCU to reconsider this decision,\u201d Mr Lawless said in the letter seen by The Irish Times.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Ireland faces a \u201cnational student accommodation challenge\u201d and, against this backdrop, the Minister said he was \u201cnot pleased to see the college hiking charges in this way\u201d.<\/p>\n<p class=\"c-paragraph paywall \">He said the university had a \u201cduty to support students, not to exploit loopholes in rent pressure protections\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The entire country was brought under RPZ rules in June this year, while further amendments to the legislation are due to come into effect in March 2026.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Mr Lawless said he would work with Minister for Housing <a href=\"https:\/\/www.irishtimes.com\/tags\/james-browne\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/james-browne\/\">James Browne<\/a> in advance of these amendments to ensure it \u201caddresses this loophole directly\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Requesting the university give \u201curgent attention\u201d to \u201cthis matter of serious concern\u201d, Mr Lawless asked for three clarifications.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a b-it-article-body__text--left\">DCU should provide a breakdown of how the new service charge was calculated, specifying what costs have risen and providing receipts to tenants substantiating the increased service charges.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cI am deeply concerned and I believe it is essential that students and their families are given clear, detailed and timely information about any financial changes affecting their accommodation,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">DCU declined to comment and said it would respond directly to the Minister. <\/p>\n<p class=\"c-paragraph paywall \">Adele O\u2019Neill, whose daughter is living on campus at DCU, previously told The Irish Times she felt \u201crobbed\u201d by the increase in service charges.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">While she was now \u201cpleased\u201d her concerns have been brought to the college formally, she was \u201cequally disheartened that media escalation seems to be required before any public representatives, including the Ministers, pay attention to injustice in this country\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cI have been raising this issue with the senior management of DCU, as well as with Minister Lawless and Minister Browne, since  August 1st,\u201d she said. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cThese are the very same questions I posed nearly seven weeks ago. Yet my emails seeking answers and clarity went unanswered by DCU senior management and by both Ministers\u2019 offices, apart from replies explaining how busy they were or directing me to raise a case with the <a href=\"https:\/\/www.irishtimes.com\/tags\/residential-tenancies-board\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/residential-tenancies-board\/\">RTB<\/a>,\u201d Ms O\u2019Neill told The Irish Times after seeing the letter from Mr Lawless to DCU.<\/p>\n<p class=\"c-paragraph paywall \">She said elected representatives should \u201cdo what they were elected to do without the promise of an article or photo op\u201d.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cDCU need to be held to account. I paid \u20ac52 a month for utilities in May 2025 and in September I\u2019m asked to pay \u20ac116 per month, with no notice or justification.
