{"id":8295,"date":"2025-08-19T01:15:13","date_gmt":"2025-08-19T01:15:13","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/8295\/"},"modified":"2025-08-19T01:15:13","modified_gmt":"2025-08-19T01:15:13","slug":"heavyweight-firm-crh-and-oreilly-motor-dealer-family-mired-in-ukraine-row-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/8295\/","title":{"rendered":"Heavyweight firm CRH and O\u2019Reilly motor dealer family mired in Ukraine row \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Well-known <a href=\"https:\/\/www.irishtimes.com\/tags\/eugene-o-reilly\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/eugene-o-reilly\/\">motor dealer Eugene O\u2019Reilly<\/a>\u2019s family faces being drawn into a dispute in Ukraine involving Irish building materials giant <a href=\"https:\/\/www.irishtimes.com\/tags\/crh\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/crh\/\">CRH<\/a>, local rival <a href=\"https:\/\/www.irishtimes.com\/business\/construction\/crh-chief-executive-this-is-not-an-employee-benefit-programme-1.3467081\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/business\/construction\/crh-chief-executive-this-is-not-an-employee-benefit-programme-1.3467081\">Kovalska <\/a>and the country\u2019s mergers regulator.<\/p>\n<p class=\"c-paragraph paywall \">The anti-monopoly committee of <a href=\"https:\/\/www.irishtimes.com\/world\/europe\/ukraine-war\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/world\/europe\/ukraine-war\/\">Ukraine <\/a>last year allowed CRH to buy cement maker Dyckerhoff Ukraine from its previous owner Italian group Buzzi. <\/p>\n<p class=\"c-paragraph paywall \">This sparked legal challenges by the local building materials business, Kovalska, and protests over the deal\u2019s likely impact on competition in the market for a vital building material.<\/p>\n<p class=\"c-paragraph paywall \">It emerged this week that Divinereach Ltd, controlled by the O\u2019Reilly family, owner of Hyundai Ireland motor distributors, has bought 25 per cent of Dyckerhoff from CRH, which was obliged to sell the stake to an independent third party as a condition of being allowed to buy the manufacturer.<\/p>\n<p class=\"c-paragraph paywall \">The news comes as Kovalska prepares to appeal the anti-monopoly committee\u2019s original decision to allow CRH to buy Dyckerhoff, which runs two cement plants, to Ukraine\u2019s supreme court next month, arguing that the deal threatens competition.<\/p>\n<p class=\"c-paragraph paywall \">The Irish group, the world\u2019s biggest building materials maker, said its purchase of Dyckerhoff was completed in line with international practice, in full compliance with the law and the regulator\u2019s approval.<\/p>\n<p class=\"c-paragraph paywall \">The anti-monopoly committee approved the sale of the minority stake to Divinereach in June. It is understood that the transaction followed an independent competition to find a buyer for the shares, and the company has no connection to CRH.<\/p>\n<p class=\"c-paragraph paywall \">However, a local industry body, the confederation of builders of Ukraine, wrote recently to <a href=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/simon-harris\/\">Minister for Foreign Affairs Simon Harris, <\/a>saying Divinereach was registered in March and had no \u201cdocumented experience\u201d in cement manufacturing.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThis raises legitimate concerns among the business community about its role in the transaction,\u201d says the confederation\u2019s letter.<\/p>\n<p class=\"c-paragraph paywall \">Divinereach did not comment at the weekend. Company filings confirm it was registered in March. The directors are Eugene O\u2019Reilly jnr (43), group managing director, Hyundai Ireland, Susan Jones and Niall O\u2019Hanlon. Stephen Gleeson, managing director, Hyundai Ireland, is company secretary.<\/p>\n<p class=\"c-paragraph paywall \">Eugene O\u2019Reilly snr (76) founded the Hyundai business. He is best known for his motor trade involvement, but he and his family have backed other ventures, including property development.<\/p>\n<p class=\"c-paragraph paywall \">Next month\u2019s supreme court hearing of Kovalska\u2019s challenge to the anti-monopoly committee\u2019s decision to approve CRH\u2019s takeover of Dyckerhoff will be the final round in litigation the local player began last year.<\/p>\n<p class=\"c-paragraph paywall \">The company won in the Kyiv commercial court in February, but that was overturned on appeal. Kovalska then took its claim to the supreme court.<\/p>\n<p class=\"c-paragraph paywall \">Kovalska argues that the acquisition gives CRH 46 per cent of Ukraine\u2019s cement market on average and up to 99 per cent in some regions. Ukraine defines market dominance as 35 per cent, while the European Union benchmark for this is 40 per cent.<\/p>\n<p class=\"c-paragraph paywall \">Ukraine faces a \u20ac506 billion bill to rebuild after the war with Russia and cement will be critical to those efforts. It will need 20 million tonnes of the material a year, but even before the conflict could only produce 11 million.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>\u2018I don\u2019t think the Department of Finance have any respect for the tourism industry\u2019<\/p>\n<p class=\"c-paragraph paywall \">Kovalska chief executive Sergii Pylypenko told The Irish Times that his business simply wants \u201cnormal market competition\u201d.<\/p>\n<p class=\"c-paragraph paywall \">CRH described the company as an \u201cunsuccessful bidder\u201d for Dyckerhoff.
