{"id":84527,"date":"2025-09-25T09:35:12","date_gmt":"2025-09-25T09:35:12","guid":{"rendered":"https:\/\/www.europesays.com\/ie\/84527\/"},"modified":"2025-09-25T09:35:12","modified_gmt":"2025-09-25T09:35:12","slug":"trumps-pharma-clampdown-threatens-dramatic-fall-in-irish-corporation-tax-receipts","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/ie\/84527\/","title":{"rendered":"Trump\u2019s pharma clampdown threatens \u2018dramatic\u2019 fall in Irish corporation tax receipts"},"content":{"rendered":"<p class=\"c-paragraph paywall b-it-article-body__text--left\">Moves by <a href=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/donald-trump\/\">US president Donald Trump\u2019s administration<\/a> to force <a href=\"https:\/\/www.irishtimes.com\/tags\/pharma\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/pharma\/\">pharmaceutical companies<\/a> to lower drug prices in the US would dramatically lower Irish corporation tax receipts, new research has warned.<\/p>\n<p class=\"c-paragraph paywall \">However, the impact would not feed through to the exchequer until at least 2027, as corporation tax is paid a year in arrears. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The paper by Prof John FitzGerald examined the prospects for Ireland\u2019s significant pharmaceuticals sector in the wake of the US decision to impose a 15 per cent <a href=\"https:\/\/www.irishtimes.com\/tags\/us-tariffs\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/us-tariffs\/\">tariff<\/a> on all medicines imported into that country. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">It also considered how any further US policy changes might impact the industry in Ireland and the broader Irish economy.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Published alongside the <a href=\"https:\/\/www.irishtimes.com\/tags\/economic-social-research-institute-esri\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/economic-social-research-institute-esri\/\">Economic and Social Research Institute\u2019s<\/a> (ESRI) quarterly economic commentary, it noted that the imposition of tariffs has serious implications for the Irish economy. But it warns that worse could be yet to come.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">In the short-term, the impact of tariffs is likely to be manageable with much of the increased cost paid either by US patients or their healthcare providers as the drugs produced in Ireland are essential to treat specific diseases and the pharma companies making them are, in many cases, the monopoly provider of particular drugs, the report said. It expects companies will also absorb some of the tariff pain \u201cresulting in a small reduction in profits\u201d.<\/p>\n<p class=\"c-paragraph paywall \">\u201cThere remains the threat of further US policy action to either cut US pharmaceutical prices or to force firms to source a greater share of their sales in the US from production in the US,\u201d Prof FitzGerald wrote.<\/p>\n<p><img decoding=\"async\" alt=\"\" class=\"c-image audio_image\" src=\"https:\/\/www.europesays.com\/ie\/wp-content\/uploads\/2025\/08\/1754647931518-c07d65db-55b5-463e-ae51-976300c5837e.jpeg\"\/>The NFL comes to Dublin: How it became the richest sports league in the world<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cIf the US Government forced a major reduction in the price of brand-name drugs sold in the US, even without a relocation of production to the US, the profitability of the many US firms operating in the sector in Ireland would be greatly reduced. In turn, a big fall in the sector\u2019s profits would impact heavily on their corporation tax payments in Ireland,\u201d he said.<\/p>\n<p class=\"c-paragraph paywall \">The exchequer has relied heavily on windfall corporation tax payments from the pharma and tech sectors in recent years to offset spending growth that is running ahead of other tax receipts.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Any move to relocate production to the US is a longer-term risk to the economy, Prof FitzGerald said.<\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/business\/2025\/07\/23\/pharma-companies-unprepared-for-production-shift-amid-us-tariffs\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Pharma companies unprepared for production shift amid US tariffsOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cUnless there is major spare capacity in the US pharmaceutical sector which seems unlikely, relocating from Ireland to the US would also take time, requiring substantial new investment by pharmaceutical firms,\u201d he noted. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">US and international firms have announced multi-billion dollar investment plans for the US since president Trump returned to office but it would be some years before that led to plants entering production.<\/p>\n<p class=\"c-paragraph paywall \">Relocation would see the profits associated with product from those manufacturing plants sold at the higher prices prevailing in the US being subject to higher rates of tax in the US. <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">\u201cRemaining production in Ireland for the rest of the world would have much lower profitability, and the corporation tax paid in Ireland by the sector would fall dramatically,\u201d Prof FitzGerald said.<\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">Prof FitzGerald said it would be important for the European Union to take retaliatory action if Big Pharma was ordered to manufacture for the US market only in the US, though the EU has been plainly reluctant to proceed down the route of retaliation to US measures thus far.<\/p>\n<p><img decoding=\"async\" data-chromatic=\"ignore\" alt=\"Any move to relocate production to the US is a longer-term risk to the economy, Prof FitzGerald says. Photograph: iStock <\/p>\n<p class=\"c-paragraph paywall b-it-article-body__text--left\">The ESRI report said the impact on employment in the sector is likely to be more modest, at least in the short term, as the bulk of the output of the Irish pharma industry by quantity goes to countries other than the US.
